ADO Overview

Abs Development Organization for woman and Child (ADO) is a well-established national, humanitarian, developmental, non-profitable and non-governmental organization, founded in August1996 by a group of Yemeni girls to provide a better standard of living for woman, Child and youth in Yemen. ADO has been operating in Yemen for more than 25 years with an excellent presence in the deprived rural areas located on the coast of Tehama and various areas in Yemen to get rid of poverty and infectious diseases. Since its inception, it has implemented over 120 development and humanitarian interventions in 10 out of the 22 governorates of Yemen benefiting over 6, 400,000 people. As a result, the organization has established itself among the most effective civil society organizations in Yemen that are working on issues related livelihood, health, education, and WASH in support of women, children, and youth. Operating out of its Headquarter office in Sana’a and its offices in Hodaiedah, Hajjah, Abs, Raymah Taiz and Aden, ADO, provides critical educational, health, livelihood and WASH services to urban and rural communities. ADO believes that a woman is the essence of life, therefore it has devoted all its activities and programs to empower and educate a woman, because the educated and empowered woman will lead to an educated family in which empowered family will ensure a developed society leading to a civil state, good governance and conscious civil society out of oppression. ADO believes that youth are a miraculous energy. If they are enabled, they will build a civil state and good governance, as well as ADO believes that protecting and caring for children will result a beautiful future and free from crime and terrorism.

Background:

In partnership with DKH, ADO is planning to implement fish farming project in two governorates (2 coastal districts Al-Mukha, & Al Khawkhah of Hodaiedah and Taiz governorates). The project will make a direct connection to existing livelihoods that are prevalent in the target area, specifically fishery and introduce innovative complementary products and processes.  The fish cage farming builds upon the existing livelihoods of the fisher community as well as its supply chain and local customs. Under the overall objective ADO is planning to establish and operate 8 fish farm cages with one hatchery and one feed plant.

By proving it´s economic viability on the West Coast of Yemen the project will lay a foundation to-scale the innovation along the coastal areas, increasing fishermen income, re-engage fishermen who have been forced to abandon their traditional livelihood, boosting supply of nutritious locally-produced fish in a country on the brink of famine, and increasing resilience.

The project will also have a conditional cash component (during on-the-job vocational training). The income households will earn initially through cash-for-training, and later through (new) livelihoods will increase household food security and community resilience. The project will strengthen the local market by reviving and strengthening first and foremost supply (strengthening/developing new value chains such as fingerling and fish feed production, fish from aquaculture), and secondly demand (cash-for-training measures, strengthening the livelihood of the target group).

Job objectives/ Scop

The Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer manages information and reporting processes and products to ensure professional, high-quality communication about ADO’s programmatic activities and results. The MEAL Officer will also play an important role in improving information management and data quality, and in strengthening knowledge sharing and learning across the organization and with the international health and development communities. The MEAL Officer will assume responsibility for full-cycle monitoring and evaluation of ADO’s programs, developing appropriate methodologies and tools to design evaluations

Duties and Responsibilities and wight

Technical role: (60%)

  1. Facilitate design of “SMART” objectives, logic models, monitoring frameworks, and evaluation plans during annual work-planning process
  2. Ensure the alignment of M&E activities with program goals
  3. Maintain existing indicator tracking tools; develop additional databases and tracking tools as needed to demonstrate the effectiveness of project interventions
  4. Ensure adherence to specific monitoring and reporting requirements for the funded project, including requirements related to project Site Improvement Management System (SIMS), and project Oversight Accountability Response
  5. Analyze data for accuracy, flag validation or quality issues, and contribute to system fixes.
  6. Aggregate and analyze data from across ADO’s information platform to contribute to management decision-making and reporting
  7. Ensure quality and timely submission of monthly/quarterly/annually reports; manage preparation of additional reports for BMZ and other donors as required
  8. Generate monthly indicator reports for tracking progress against key indicators as needed
  9. Provide technical leadership and support to project staff in planning and implementing M&E systems and activities, data-based program decision-making, and results reporting; provide training as needed
  10. Create and integrate graphics in reports and information products to help visualize data in a meaningful way
  11. Edit content and presentation of all reporting and deliverables before submittal to ensure superior quality and professionalism
  12. Contribute to developing and reporting of project reviews, assessments, surveys, and other analytic or evaluation processes and products
  13. Coordinate responses to requests for information

Supervision role: (20%)

  1. Conduct field visits for data validation and to monitor the quality and completeness of data sets; coordinate data collection at project sites to monitor program development and ensure timely compilation and reporting of data; capture and document lessons learned; and champion the scaling up best practices
  2. Support recruiting, interviewing, and training new M&E staff and/or consultants

Development role : (30%)

  1. Develop, implement, and assess monitoring frameworks for all ADO partnerships and projects, as well as for funding proposals
  2. Develop the overall framework for project M&E systems in collaboration with donor and senior project staff, including requirements, reporting, baseline, and evaluation surveys; develop and monitor project management plan to systematically document performance
  3. Contribute to the development of annual work plans to identify project targets and ensure inclusion of M&E activities
  4. Support the development, design, and writing of proposals and concept notes for related programming information management and reporting
  5. Contribute to developing and reporting of project reviews, assessments, surveys, and other analytic or evaluation processes and products

Experience and Qualifications

  • Bachelor’s degree required, Master’s degree in Project management, statistics, demographics, or international development preferred
  • Minimum of three years of experience working in the field of monitoring and evaluation

Skills / Knowledge

  • Proven success in designing, implementing, and operating M&E systems from project initiation to close out
  • Experience in strategic planning and performance management, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans
  • Knowledge of the major evaluation methodologies (qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies
  • Experience in planning and managing surveys, developing and refining data collection tools, and with data quality assessments and oversight
  • Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, and meet deadlines
  • Ability to synthesize complex information and communicate it effectively to diverse audiences; ability to design and implement efficient work flows and procedures
  • Ability to manage critical relationships with diplomacy and tact and engage a wide range of stakeholders including the BMZ, institutional partners, potential donors, and peer organizations
