CARE International in Yemen

CARE International is currently seeking a Consortia Manager who will be responsible for coordinating and facilitating the work of the Multisector Response Programme at the country level, and ensuring an integrated holistic approach in project implementation among Consortium partners in the achievement of project objectives. S/he will be specifically responsible to facilitate integrated programming in joint areas of operation with a focus on cross-learning, downward accountability, monitoring integration aspects, and producing consolidated narrative reports.  The Consortia Manager provides analysis and information to the consortium’s Steering Committee for overall strategic direction.

Main Responsibilities:

Consortia Manager will provide overall leadership, management, and strategic vision to the implementation of the consortium programs, to ensure that it meets its targets and deliverables on-time and within budget. The Consortia Manager will supervise Consortium Team and ensure accountability to CARE policies and donor rules and regulations. The Consortia Manager will be the primary program representative to donors, relevant government entities, partners, other implementers, and stakeholders under approved consortium programs.

Consortia Manager will be supported by Consortium Coordinators and Consortium team includes Finance, MEAL, and technical advisors as needed, to propose and deliver a strategy for targeted collaboration in Yemen consortium partners including oversight and delivery of specified joint activities, as agreed with the consortium partners..

Representation, Communication and Coordination:

• Responsible for the overall coordination of the Consortium projects to facilitate integrated programming in the entire projects with special focus on the joint areas of operation
• Ensure effective mechanisms for information sharing and cooperation among Consortium partners at country level, including organizing and chairing regular meetings of the Project’s Steering Committee
• Support effective mechanisms for information sharing and cooperation among Consortium partners at the national and field levels through the Consortium’s Working Group
• Organizing and chairing regular meetings of the Project’s Steering Committee
• Responsible for external representation of the Consortium project at country level (partners are responsible for their own programme representation).
• Represent the Consortium to key stakeholders and provide them with information about project objectives, risks, constraints and progress.

Consortium Management and Leadership :

• Provide leadership and strategic vision in all aspects of consortium programs implementation, development and management. Ensure that consortium programs implementation is responsive to communities and partners, and aligned with CARE principles, values and strategic plan.
• Oversee consortium program start-up, management and administration. Ensure program implementation is on time, target and budget, using effective MEAL systems to reach desired impacts.
• Develop partnership frameworks, partner agreements/Memorandum of Understanding, and oversee partner engagement and capacity building.
• Ensure consortium program strategies and activities represent global, regional and local good practice for peacebuilding, gender equality, anti-corruption and development and meeting humanitarian needs in conflict-affected environments.
• Monitor overall project implementation and propose adaptations needed to achieve objectives, improve integration of approaches among Consortium partners, or improve coordination with external stakeholders
• Ensure measures for cross-learning, downward accountability, and monitoring of integration aspects are put in place and utilized, including Shared monitoring tools and accountability minimum standards will be developed.
• Lead recruitment of team (expats, national staff and consultants) including developing position descriptions, initiating recruitment and ensuring onboarding of team members.
• Develop the capacity of the team, deepen understanding of their roles and assist with career development.
• Liaise with other programs to ensure systematic approach in line with CARE’s strategic vision

Planning, Reporting & Budget Management:

• Works with the MEAL department to establish and efficient and effective WASH program monitoring and evaluation system.
• Supports Program coordination team in reviewing and editing WASH related donor reports.
• Supports teams in undertaking internal and inter –agency assessments. This will include development review of questionnaires, analysis and reporting of assessment findings.
• Supports all WASH related baseline and end line assessments including reviewing of reports.
• Follows up on implementation of recommendations from external evaluation of WASH projects.
• Undertakes regular field visits to monitor WASH programs and conduct periodic program reviews with staff and partners
• Documents lessons learnt from CARE and partner WASH programs for wider dissemination.

Capacity building and Staff management

• Work closely with the country team’s and partner organizations’ security focal points to develop and maintain systems that promote the safety and security of all team members.
• Ensure that programs are designed and implemented with a clear analysis and understanding of security.
• Perform other duties as assigned

Job Requirements

Education

Education/Training

Required

Post-graduate degree in social/political sciences, arts or in a humanitarian assistance related field

Desired

MA/S or equivalent in development studies, international relations, peace and conflict studies, conflict management, economic development or other relevant fields

Experience

Required

• 5 years of direct project management experience (planning, monitoring, evaluation) in humanitarian context, including in a leading position.
• Strong experience in monitoring and evaluation of complex projects.
• Strong experience in budget management of complex humanitarian projects
• Experience in organizational representation, coordination and liaison.
• Experience in narrative and financial reporting on complex projects to international donors.
• Experience in implementing projects within partner networks or consortia; experience in managing such networks / consortia a strong advantage.
• Experience in management of a large and complicated portfolio through consortium efforts.
• Willingness and ability to travel within Yemen and abroad
• Demonstrated ability to build and foster an adaptive team culture and a record of accomplishment in strategic visioning, leadership, and inspiring teams.
• Demonstrated ability to build and maintain relationships with host governments, donors, other donor-funded projects and stakeholders, consortium members, local organizations, and partners
