Job Description

Position:  Project Manager - Protection
Job site:  roving – Taiz governorate, 50-50% Taiz City and Al-Turba
Status: Full-time
Reports to:  Project Coordinator, Program Coordinator, Protection Expert and Head of Mission 
Supervises: Community Center Activity Coordinators, CP Activity Coordinator, PSS and prevention/protection officers, reporting officer and data entry officers

Project objectives: 

INTERSOS is implementing a multi-sector project funded by BHA in Taiz governorate, aimed to improve the protective environment, while reducing morbidity and mortality related to poor access to health, nutrition and WASH services in Yemen, by ensuring conflict and displacement affected individuals have access to quality emergency health and nutrition services, lifesaving protection assistance and quality WASH services.

Purpose /Objectives:

  • Ensures the planning, implementation and monitoring/evaluation and sets targets as included in the project description. 
  • Guarantee an efficient financial management for the project in compliance with INTERSOS’ model and donor regulations.
  • Deliver timely quality project activities reporting, including the findings in terms of impact/changes at the level of beneficiaries achieved through the project.
  • Representation of INTERSOS towards the donor and stakeholders.

Responsibilities/duties:

Ensure the full and timely implementation of the project proposal as approved, pro-actively respecting deadlines for reporting:

  • Project kick-off and presentation/sharing of project 
  • Review and prepare a detailed activities plan 
    • Secure Sub-Agreement
    • Run 2-3 community centers (CCs) in areas with high concentration for IDPs – static approach combined with roving capacity, and run service package: Individual PSS - Case Management, Collective PSS, Awareness raising and information sharing on services and protection related issues, Legal assistance (counselling, mediation, representation, civil documentation), protection cash assistance (PCA), livelihood and skills trainings
    • Oversee quality activities implementation at Women and Girls Safe Spaces (WGSS) run by 4 CBOs and at 4 Child Friendly Spaces (CFSs)
    • Coordination and complementarity with other humanitarian actors throughout project implementation
    • Conduct FGDs to permit more in-depth analysis of protection context and trends
    • Engage community outreach volunteers (COVs) per catchment area of each CC
    • Consultations and communication with local authorities, community leaders and community members/throughout project period to explain scope of the intervention and services provided, encouraging information dissemination and referral of protection cases and eventually to adapt activities to emerging circumstances.
    • Routine monitoring/verification – internally and externally (including TPM)
    • COVs will conduct daily awareness raising sessions on INTERSOS services in local communities. INTERSOS will also ensure regular coordination and communication with local authorities and community leaders. 
    • Promote INTERSOS complaint and feedback line as well as hotline (Complaint and Response Mechanism – CRM)
    • Develop human interest with pictures.
  • Agree and establish clear reporting and communication lines 
  • Verification on the targeting of beneficiaries 
  • Ensure sector SOPs and guidelines are properly applied and adhered to
  • Ensure monthly movement plans and report any incidents/concerns related to project staff, activities and beneficiaries in a pro-active manner to the Operational Risk Assessment Officer and Head of Mission/deputy Head of Mission

Financial management and procurement:

  • Prepare, monitor and implement financial and procurement plan
  • Prepare weekly/monthly liquidity plan
  • Approval of all purchases/contracting and budget line allocations
  • Verify on a weekly basis the bookkeeping entries in the INTERSOS accounting spread sheets (Journal): verify budget line allocations, budget expenditure status against actual delivery and the financial plan for the remainder project implementation period
  • Ensure for all purchases/contracting of goods/services/supplies meet INTERSOS procurement guidelines and are properly documented, in close coordination with the finance and logistics departments
  • Verify the list of expenditures prior to finalizing the interim and final financial reports
  • Holds final responsibility for verification of all support documents’ completeness and correctness 

Monitoring & evaluation:

  • Ensure monitoring and verification for the targeting of beneficiaries.
  • Applying a result-based management approach, monitor the project outcomes, in addition to the outputs and activities, including changes at the household and community level achieved through the project. 

Reporting:

  • Ensure quality reporting on achievements through daily short briefings, monthly and weekly planning presented against weekly and monthly performance reports containing clear quantitative and qualitative information related to the activities.
  • Secure monthly timely and accurate reporting. 
  • Prepare ad hoc progress reporting for the donor and official required interim and final project reports: Prepare interim and final narrative reports for the donor in a timely and qualitative manner, looking into achievements against outcomes and output and reflect lessons learnt clearly into recommendations for future programming. Reporting must always be gender and age disaggregated.
  • Holds final responsibility for all support documents (means of verification) and general project documents
  • Delivers regular communication products (including pictures) on the project to be used by the INTERSOS communication department in different outlets

Coordination and representation:

  • Conduct regular meetings with the donor representatives and facilitates field visits by donor missions (when security allows for).
  • Coordinate timely and pro-actively with local authorities. 
  • Support INTERSOS with the outlining of its Yemen Country strategy.
  • Contribute to the coordination between the different project-teams for the projects in Yemen. Proactively participate in cluster/taskforce meetings and other relevant working groups for Yemen, also relevant inter-sectorial coordination meetings at national level.
  • Ensure systematic information and update sharing with the HOM/program coordinators and other programme staff, working closely with the protection coordinator and other project PMs for effective and efficient referral of cases between INTERSOS projects/sectors.
  • Any other task requested in order to achieve the project’s objectives.
  • Always ensure confidentiality and conduct all activities respectfully and sensitively to beneficiaries and staff.

Overall, these tasks require:

  • Adherence to Humanitarian principles of Neutrality, Impartiality, Independence, and Humanity
  • Clear & timely communications to line management 
  • Full abiding by INTERSOS internal rules and guidelines and respect INTERSOS Charter of Value and Code of Ethics 

Qualification and requirements:

  • Minimum bachelor degree
  • Minimum 3 years relevant experience working with NGO in Yemen
  • Demonstrated experience in protection programming (direct and/or indirect/referrals) - both project management and budget management
  • Practical experience in M&E 
  • Demonstrated familiarity with protection language: e.g. case management principles, standards and procedures, terminology
  • Proven computer skills (proven computer literacy), especially in excel, word and other data base software, database management skills 
  • Excellent reporting skills (English) 
  • Demonstrate experience in community-based programming, including community outreach and engagement strategies.
  • Demonstrable experience in activity coordination, team management, supervision of team and motivation of team
