Position: Deputy Field Manager
Location: Hajjah

Contract Length: 12 Months  

The Opportunity:

Save the Children International is a 'dual mandate' organisation that seeks to inspire breakthroughs in the way the world treats children and create lasting change in children’s lives. Save the Children has worked to ensure the protection of children’s rights in Yemen since the 1960’s. The Programmes in the Field Office of Yemen are ambitious and expanding and demands the leadership of Programme Managers to ensure quality implementation.
As a senior member of the Field office, his/her role is to ensure that all programmes in the field are of a high technical quality, that results are delivered on time and within budget, that monitoring processes are in place, that timely reporting occurs, and that programmes are relevant in the face of changing needs.
Reporting to the Field Manager, this position is intended to facilitate programme implementation, strengthen coordination, and provide regular and daily support to Programme Managers (PMs) and/or Program Coordinators (PCs) as applicable. Additionally, he/she will work closely with the Field Manager to ensure coordination and effective collaboration between the support and programme departments.

Key Areas of Responsibilities: 

Programme Management

  • Support the Field Manager in the oversight of all aspects of the day-to-day management of the Field Office
  • Provide regular updates and standardized reports to the Field Manager on the status of programme implementation and if relevant quality benchmarks have been met
  • Lead on the coordination, planning and implementation of programmatic activities
  • Playing a leading role in forecasting exercises, as well as providing timely updates on spend progress as well as solutions when spending is reduced according to what was planned
  • Supervise the PMs and programme teams in the implementation and review of all programmatic activities, including, but not restricted to operational work plans, budget phasing, establishing clear targets and activity plans for each thematic sector
  • Strengthen the capacities of programme teams to comply with delegated budget holder responsibilities and accountabilities
  • Lead on regular inter-departmental and SMT meetings to ensure close collaboration and effective working of the field office and to ensure that all staff are kept informed and updated
  • In conjunction with the awards coordinator and other SMT members, lead on the kick-off meetings for new awards and monthly review of active awards to monitor expenditure based on implementation progress to ensure that all programmes are delivered on time, within budget and reaching planned targets; and to make necessary adjustments when, and if necessary
  • Ensure close coordination with support teams to strengthen the linkages/collaboration across programme and support teams
  • Ensure recognized international best practices and Save the Children policies are applied in the work with children
  • Ensuring adherence to SCI PMM tools and roll out 

Programme development

  • Leading programme development thinking within the Field Office to identify new interventions, how to intervene, and project target locations
  • Participate in the continuous assessment of mid and long term thematic and programmatic needs and ensure these are appropriately reflected in internal and working group meetings, and in new programme development.
  • Work with Field Manager to ensure regular coordination at the strategic and programmatic level. Together with the technical advisors, programme team and affected communities, identify programme gaps to inform interventions and proposal development
  • Support knowledge sharing within team, and ensure that monitoring and evaluation results are understood and used to improve programme design and implementation

Monitoring and Evaluation

  • Pulling together the programme implementation overview between PMs, MEAL, awards to ensure overall achievement against targets
  • To lead on the coordination between the programme and MEAL teams to ensure quality delivery of project implementation
  • Ensure clear plans in place for monitoring and evaluating project activities in relation to the objectives and that lessons learnt are shared and capitalized on
  • Ensure that projects are monitored regularly, and that data is collected on a monthly and quarterly basis
  • Conduct regular field visits to ensure that teams are appropriately supported, escalating issues when found to FM
  • Follow up with the programme teams to ensure the timely submission of accurate donor and any other reporting required from the field office

Capacity building, teamwork, and staff supervision

  • Assist the Field Manager to ensure that all staff understand and are able to fulfil their roles and responsibilities, in addition to holding staff accountable against performance and take appropriate action where necessary
  • Using SCI performance systems to accurately document staff performance and setting goals
  • Work with the Field Manager to ensure the availability of appropriate professional development opportunities for staff.
  • Facilitate the development and implementation of detailed annual work plans and key monthly deliverables for each staff under supervision.
  • Work with supervisees and teams to ensure adequate capacity building of staff
  • Actively support team cohesion and a positive work environment
  • Performance management of line managed staff as per SCI policies and procedures

External Relationships

  • Assist the Field Manager as a senior representative of the Field Office to maintain strategic links with key stakeholders such as governmental bodies, UN agencies, INGOs and other local NGOs and CBOs
  • Facilitate the engagement with relevant Sub-clusters to identify new opportunities and ensure Save the Children’s participation in key activities at the local level

General:

  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures
  • Any other duties emerge as FO priorities, including acting as FM as requested 

Qualifications and Experience:

Essential:

  • Bachelor’s degree in relevant field 
  • At least 2 years of progressive experience in project management in development and humanitarian contexts
  • Specific experience managing/implementing any of two or more sectoral programmes relevant to Hajjah FO (WASH, FSL, CP, Education, Health, Nutrition) and a working knowledge of the programme priorities of the Country Office 
  • Specific experience of designing and managing IHA, BHA, WFP, DFID, OCHA, UNICEF and ECHO projects
  • Formal training in Project Management. Completion of PMM and SCI SHIP trainings are a strong added advantage 
  • Fluency in written and spoken English and Arabic

Desirable:

  • Experience or knowledge of working and living in Hajjah Governorate
  • Experience of managing projects in remote, hard to access settings
  • Demonstrated strong monitoring and evaluation skills, including planning/participating in evaluations
  • Proven capacity to supervise, train and coach staff
  • Experience of representation and ability to represent Save the Children effectively in external forums
  • Experience of preparing successful funding proposals for donors
  • Ability to write clear and well-argued assessment and project reports
  • Excellent communication and influencing skills with experience in advocacy
