DRC has been operating in the Middle East (ME) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman.

Geographic scope: Country (Yemen)

DRC Yemen is seeking an experienced WASH Officer/Engineer to ensure that water, sanitation, and hygiene activities are implementing effectively, professionally, and in accordance with the culture and practices of the local population. It is a key DRC position, with DRC expecting that the post holder with be qualified and possess WASH and civil engineering skills, knowledge and attitude to be immediately effective in the field. These include the active involvement and the full participation by all authorities and community leaders/members, paying special attention to women and girls. The WASH Officer/Engineer will report technically to the WASH Specialist / Infrastructure Specialist and directly to the Area Manager at North Central. This position is based in Sana’a and entail travel to the field/targeted locations.

Overall purpose of the role

The Danish Refugee Council (DRC) has been providing relief services at worldwide since 1956 and working in Yemen since 2008 responding to the protection, WASH and Livelihoods needs of IDPs, migrants, children and local communities in collaboration with key national and international agencies. The WASH Officer/Engineer is a critical position to provide the above services.

Main responsibilities

  • Provide technical and professional support to WASH field team and Community health Volunteers (CHVs) on water, sanitation and hygiene matters.
  • Participate in baseline assessments of community WASH infrastructure, including community water points and sewage system.
  • Develop/review BoQs and drawings for the WASH construction/rehabilitation activities and provide them in accurate and correct specifications.
  • Analysis and recommend the WASH needs as per the DRC and cluster criteria/standards.
  • Ensure the availability of accurate, complete and up-to-date information required for effective WASH program design, implementation, management, monitoring and evaluation at district level.
  • Support to form/reactivate and capacitate the CWMCs and school’s WASH clubs.
  • Support to organize the various community level sanitation and hygiene campaign as well as manage all WASH supplies and the IEC materials for distribution.
  • Support to design and conduct the district, school and health clinics level water, sanitation and hygiene related events.
  • Support to organize WASH related training, orientation, workshop at the district level. Maintain links with relevant institutions such as Cleaning Fund and GARWSP to ensure good quality intervention in consultation with WASH specialist.
  • Coordinate and organize the process of review and joint monitoring of WASH project with government counterparts and relevant stakeholders for review and monitoring of WASH project to ensure achievement of objectives and attainment of high quality interventions. Recommend corrective actions when necessary to meet the objectives.
  • Facilitate the process of capturing, documenting and disseminating project experiences, achievements, good practice as lesson learnt, case studies and progress reports related to WASH to concerned stakeholders.
  • Ensure gender equity and social inclusion in all aspects of WASH interventions.
  • Contributing to the preparation of internal reports.
  • Accomplish the other necessary activities related to the office and program and tasks assigned by the Supervisor.

About you

  • At least three years experiences in WASH.
  • Solid skills in AutoCAD, MS Word, Excel, and PowerPoint.
  • Excellent social/diplomacy skills.
  • Self-motivated and able to work with a minimum of guidance.
  • INGO experience preferred.

Education: (include certificates, licenses etc.)

  • Civil Engineering university degree.

Languages: (indicate fluency level)

  • Excellent English language (written and spoken)
  • Excellent report writing skills including editing the work of others.
  • Fluency in Arabic language (written and spoken)

We offer

Contract length: DRC will offer the successful applicant a Six Month contract, renewable dependent on both funding and performance.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National. This position will be placed at level (NMH2).
