THE IRC IN YEMEN

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and regain control of their future. The IRC Yemen began its programs in October 2012 and currently operates in the south and north of the country through direct programming and local partnerships in Health, Nutrition, WASH, Economic Recovery and Development, Education, Child Protection, and Women’s Protection and Empowerment. The country program operates from main offices in Aden and Sana’a and field offices in Abyan, Al Dhale’e, and Hodeidah governorates.

The current grants portfolio is comprised of 12 short-term and multi-year active grants with a total overall value of more than $41 million USD. Major donors include BHA, USAID, ECHO, GFFO, SIDA, EU and other foundations and private contributions.

POSITION OVERVIEW
The Grants & Compliance Manager will oversee effective management of delegated grants throughout the project cycle management process, working in close collaboration with program coordinators, operations department leads, and the partnerships department. This includes high quality donor reporting and support to business development. The position plays a critical role in building staff capacity in grants management processes. 

The Grants & Compliance Manager will be responsible for providing program and operations teams with general grants management support, advising on donor compliance and IRC regulations, and ensuring grant deliverables are achieved on time. This position works closely with the finance department to monitor BvAs and budgets. 

This position will be based in either Aden and/or Sana’a in Yemen.

RESPONSIBILITIES

Capacity Building 

  • Develop strategies and actionable plans to build the capacity of key IRC staff in grants management and compliance, report writing, editing, and critical analysis. Ensure retention of knowledge and ability to apply learned concepts in practice. 
  • Train key staff in IRC and donor regulations and processes to ensure independent and accurate grant management

Grants Management and Compliance

  • Ensure that grants or contracts are well administered, and program/operations teams are fully informed of relevant donor compliance regulations and IRC procedures
  • Support program staff in processing modification requests, NCEs, cost extensions, budget realignments, and other amendments as required
  • Update the comprehensive information management and filing system (both Box and OTIS) that ensures all donor contractual documents, reports, donor correspondence, and key communications are appropriately filed in up-to-date and consistent soft and hard libraries 
  • Support the Sr. Grants & Accountability Coordinator (SGAC) to develop, roll out and maintain program monitoring and evaluation tracking tools; to ensure all sector indicators report monthly progress - Identify and share gaps with project coordinators and develop tools to alert upcoming assessments and evaluation per grant
  • Coordinate and support regular monitoring of grants, using appropriate grant management tools and through facilitation and support of regular and timely Project Cycle Management Meetings
  • Support the grants team and country office to maintain positive and constructive relationships with donors
  • Ensure that effective channels of internal and external communications relating to grants are established and respected
  • Update a database for key donor contacts
  • Maintain a broad and deep understanding of relevant donor policies, regulations, and procedures 
  • Proactively identify compliance risks throughout the portfolio and advise programs, support teams and senior management on necessary actions
  • Liaise with IRC HQ in NY and London about specific compliance issues and clearly communicate these issues through to relevant colleagues in the field

Reporting 

  • Manage processes to ensure timely delivery of high-quality reports which meet donor and IRC requirements. Proactively support program managers/coordinators, as well as key operations staff, to ensure timely feedback and inputs.
  • Ensure draft reports are disseminated for review/feedback to program coordinators, finance, technical advisors, senior management, and HQ staff prior to donor submission.
  • Support the partnerships department to ensure forward planning and timely submission of partner inputs for donor reporting. 
  • Ensure quality information management related to reporting by overseeing the regular maintenance of grant files, reporting calendars, and updating of internal IRC documentation and grant department tools.
  • In concert with the finance team, assist program technical leads and operations staff with understanding the financial reporting and other compliance requirements on their grants

New Business Development

  • Support proposal and project/program revisions as required
  • Support opportunity identification by performing monitoring, research and analysis into donor strategies and share with program staff 
  • Support the GC to ensure proposals are tracked with standard IRC tracking tools (e.g., FM01, OTIS)

KEY WORKING RELATIONSHIPS

  • Position Reports to: Grants Coordinator 
  • Position directly supervises: none
  • Other internal contacts: other grants managers, program coordinators, operations coordinators, finance department, partnerships department  

QUALIFICATIONS

  • 3 - 4 years of progressive professional grants management experience 
  •  Education level should be at a minimum bachelor’s degree holder in Social Sciences or relevant field of study 
  • Experience working with grants and providing compliance support to program and operations teams for USG (including BHA, USAID) and European (including ECHO, GFFO, SIDA, SV) donors
  • Experience developing and delivering trainings on grants and compliance subjects
  • Strong collaborator with effective interpersonal, analytical, and communication skills
  • Demonstrated ability to manage and meet competing deadlines in a fast-paced and changing work environment
  • Must have a proven track-record of proactively identifying and communicating potential problems and proposing solutions for grant management and compliance-related challenges
  • Ability to carry out responsibilities independently with minimal technical support
  • Fluency in English, both written and spoken.

Work Environment: There is active conflict in parts of the country and a possibility of the conflict expanding into other locations. The situation in Aden is currently quiet but remains unpredictable. Security will be thoroughly discussed during the interview process.
