PROGRAM/DEPARTMENT SUMMARY:
Mercy Corps (MC) is a non-profit, non-aligned, secular non-governmental (NGO) humanitarian relief and development organization, registered in the United States and Scotland with offices in more than 40 countries around the world, including Yemen, where the organization has recently expanded with a robust humanitarian response in the governorates of Sana’a, Taiz and Aden.  
MC will implement an integrated program to address critically poor nutrition outcomes in vulnerable populations through targeting severely and moderately acutely malnourished children under five years old (U5) and pregnant and lactating women (PLW), severely food insecure households, and communities in need of access to water and sanitation services. Mercy Corps will focus squarely on improving nutrition outcomes, while addressing underlying causes of malnutrition and meeting urgent needs that, if not met, can contribute to malnutrition or worsened acute malnutrition. MC will contribute to improved nutrition outcomes of vulnerable households in target areas of Taiz and Sana’a through life-saving nutrition services, provision of food and agriculture assets, and restoration of essential WASH facilities – all complemented by health, nutrition, and hygiene education aimed at behavior change.

GENERAL POSITION SUMMARY:
The Field Coordinator will be responsible for the identification, design, implementation, monitoring and reporting on all projects and administrative tasks assigned to him/her in a given location.  

ESSENTIAL JOB FUNCTIONS:
Technical design and oversight

  1. Prepare and update program action and activity plans;
  2. Lead assessments and identify needs that exist in various communities.
  3. Develop action plans for project implementation, including all technical specifications for project implementation.
  4. Develop and maintain good lines of communication and relationships with local authorities and the local community.
  5. Supervise and be responsible for all technical aspects of daily project implementation, ensure they are completed in a timely, efficient and accurate manner.
  6. Supervision of selection of beneficiaries and distribution of Food vouchers.
  7. Ensure that the distribution is transparent.
  8. Work with Operations to identify and select project vendors
  9. Lead the development and implementation of Mercy Corps’ WASH, Agriculture and Nutrition activities.
  10. Support the Deputy Program Manager in establishing program nutrition data and training of the team in all aspects of Nutrition programming
  11. Support to prepare manuals, brochure, booklet and other relevant IEC materials on low input back yard vegetable gardens.
  12. Assist in ensuring the quality of nutrition surveys (SMART & rapid assessments) and provide technical support and supervision.
  13. Develop action plans for project implementation, including all technical specifications for nutrition project implementation in targeted areas.
  14. Develop and maintain good lines of communication and relationships with local authorities and the local community.
  15. Support gender analysis and integration into all aspects of programming.
  16. Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
  17. Oversee and ensure quality implementation of actors involved in the program;
  18. Ensure that activities are on track, including developing and implementing solutions as necessary;
  19. Providing overall guidance and direction focusing the program team on achieving agreed targets and long-term strategic objectives;
  20. Other duties as assigned.

Staff Management and leadership

  1. Lead meetings, reviewing progress and planning
  2. Field visit planning for the team (staff movements in and out of the field).
  3. Provide encouragement, constructive feedback, support, coaching, as well as conducting performance appraisals to the staff.
  4. Provide guidance to staff on all issues related to program implementation

Logistics:

  1. Based on project documents, develop monthly and or quarterly procurement plan
  2. Regular communication with Operations department concerning procurement of supplies.

Coordination and reporting

  1. Maintain effective communication with partners/stakeholders and other organizations operating in targeted area for coordination and partnership opportunities;
  2. Participate in cluster coordination meetings with other partners.
  3. Maintain effective communications with the local authorities and local community.
  4. Ensure regular filed monitoring visits and provide on job support & monitoring to staff, contractors and community members.
  5. Work towards ensuring that program adheres to MC minimum standards.
  6. Preparation of regular progress activities report.
  7. Commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of program implementation.
  8. Perform other duties as assigned by the supervisor

SUPERVISORY RESPONSIBILITY: Field Officer  
REPORTS DIRECTLY TO    Deputy Program Manager
WORKS DIRECTLY WITH    Field Coordinators, MEL team, technical staff, Finance and Operations department. 

KNOWLEDGE AND EXPERIENCE:

  1. Bachelors or Masters Degree in Humanitarian Studies, or other relevant degree;
  2. Minimum of three years professional experience in implementing emergency response programs in a humanitarian setting, particularly in implementation of integrated Food and Livelihood, Nutrition,  Agriculture and WASH projects.
  3. Strong team leadership and technical expertise are critical.
  4. Team player with good interpersonal skills, self-motivated, energetic, hard-working, servant-hearted.
  5. Demonstrated ability to manage multiple priorities, deadlines, tasks efficiently;
  6. Excellent time management skills and resourcefulness with strong attention to detail;
  7. Ability to engage with local communities in rural areas.
  8. Physically able to spend the long periods of time in the field.
  9. Ability to think independently and problem solve.
  10. Strong organizational skills and ability to multi-task.
  11. Honest, hardworking and committed to community development.
  12. Flexible to work under pressure and remote areas.
  13. English fluency and writing skills are required.
  14. Previous humanitarian experience
