Job Description

TITLE:  Environmental and Social Safeguarding Coordinator (ESSC)-world Bank
TEAM/PROGRAMME:     
LOCATION: Yeme - Sana’a – Country Offcie -with frequent travel to the field

CHILD SAFEGUARDING: 

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE: 
The Restoring Education and Learning (REAL) project is funded by the World Bank and runs in partnership with WFP and UNICEF. The project objective is to maintain access to basic education, improve conditions for learning and strengthen education sector capacity in selected districts in several governorates in Yemen. The project involves a dedicated “Environment & Social Commitment Plan” (ESCP) - based on the World Bank’s Environmental and Social Standards (ESS) - that all partners agreed to jointly implement and monitor throughout the project lifetime. The aim of the plan is to better manage environmental and social risks of the REAL project and to improve development outcomes.

The Environment and Social Safeguard Coordinator (ESSC) is responsible for supporting Environment and Social Safeguard Advisor (ESSA) and teams to manage and control the potential environment and social impacts and risks that can be generated by SCI project activities. The ESSC will work directly with  the ESSA in the implementation and monitoring of a joint Environmental and Social Management Framework (ESMF) and site-specific Environmental and Social Management Plans (ESMP). Similarly, the ESSC will collaborate and with partners and other SCI technical teams in the implementation of a joint Stakeholders Engagement Plan (SEP) and a Gender Based Violence (GBV) Action Plan and ensure that SCI labour management procedures and grievances mechanisms in line with the World Bank Environmental and Social Standards. The ESSC is also responsible to follow up the ESS field staff/team and will take the lead in communication with field staff including collecting field data, receive and review of ESS field monthly reports, summarizing the field reports, and develop the final ESS compliance report. The ESSC also will conduct frequent site visits as required in the ESS monitoring plans and ESSA instruction.
 
In some cases, and events, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

Staff reporting to this post: 7 ESS Officers in Field Offices

KEY AREAS OF ACCOUNTABILITY : 

Technical Expertise in the Assessment and Management of Environmental and Social Risks and Impacts:

  • Oversee and enforce follow-up in order to ensure maximum levels of compliance for project Environmental and Social Management Framework (ESMF) regarding the assessment and management of ES risks and impacts, project workers health and safety, community health and safety, stakeholders’ engagement, public consultation, gender equality, women empowerment, sexual harassment and abuse, gender base violence (GBV), and grievance reporting mechanism (GRM).
  • Conduct the SCI environmental & social self-screening process prior to start the implementation.
  • Conduct the environmental & social risk assessment to find the potential environmental & social impacts and risk and suggest an appropriate environmental & social mitigation measures.
  • Preparing the site specific environmental & social management plans ESMPs.
  • Contribute in developing the ESS Action Plans to implement the ESS requirements in the field level.
  • Provide technical support to project’s ESS and technical staff during the design, implementation and follow up SCI activities at local level.
  • Collaborate with operations and procurement teams via periodic review with feedback and recommendations ensuring end to end safeguarding principles are applied and monitored. 
  • Participant in beneficiary mapping or selection exercises to ensure that the most vulnerable are adequately integrated into the project management cycle as per ESMF, SEP, and ESMPs’ set measures.
  • Follow up the implementation of the joint Stakeholder Engagement Plan (SEP).
  • In collaboration with the relevant SCI Yemen staff, follow up the resolve and investigation process for received complaints to SCI grievance mechanisms to ensure the commitment for ESMF, LMP, and SEP.
  • Prepare monthly ESS compliance reports summarizing field reports and highlighting lessons learned and best practices in the implementation of environmental and social safeguarding measures.
  • Ensure robust planning and project management tools and processes are in place, following Save the Children’s Project Management Methodology (PMM) and project management systems.

Monitoring of the Environmental and Social Management Framework of the Project: 

  • Follow up the implementation of proposed ESS monitoring systems and tools to ensure compliance for ESMF.
  • Follow up the implementation of the ESS Action Plans by field staff.
  • Undertake monitoring activities, including site visits, inspections, and spot checks to worksite to ensure that ESS requirements are in place and find gaps, weakness, and noncompliance areas.
  • Propose regular updates to ESMF and ESMP based on M&E findings and context evolution.
  • In collaboration with the accountability team, follow up the resolve and investigation process for received complaints to SCI grievance mechanisms and ensure quick response till the complaints are closed.
  • Coordinate with the accountability team to prepare a monthly report summarizing the resolve and investigation process for received complaints.
  • Collect and document all ESS field data, reports, training record, site visits record, site photographs, site work permits …. etc.
  • Analyse the third-party monitoring (TPM) findings and prepare the responses and summary the findings for technical and field staff.
  • Take the lead of the investigation for all safeguarding and fraud accidents and cases.
  • Find the root causes of received noncompliance cases, and ES accidents/incidents.
  • Suggest the corrective actions for noncompliance cases and required actions to develop the compliance and avoid recurring.

Capacity Building on Environmental and Social Safeguarding 

  • Develop ESS training and awareness materials that will be used in the project activities.
  • Provide orientation and training to project’s teams and SCI SMT on ESS and other applicable topics in the roll out of the ESMF and ESMP.
  • Assist and deliver capacity building training to project’s teams and relevant stakeholders to ensure adequate implementation of environmental and social risks mitigation measures.
  • Ensure that M&E activities take into consideration capacity building needs of projects’ teams and stakeholders.

QUALIFICATIONS AND EXPERIENCE:

Essential 

  • Bachelor degree in environmental science, social science, engineering or equivalent.
  • Minimum of 3 years of relevant professional experience, including applied experience in Environmental & Social risk management
  • Working experience with international organisations and/or similar projects for at least 2 years
  • Ability to work well with a range of stakeholders, including project-affected peoples, government officials, international organisations, development agencies, technical bodies, NGO’s and civil society.
  • Computer literate (including working knowledge of MS Word, Excel) 
  • Ability to synthesise and analyse information, and make clear, informed decisions.
  • Ability to build relationships quickly with a wide range of people, both internally and externally
  • Excellent written and spoken communication and interpersonal skills 
  • Cross-cultural experience, understanding and sensitivity
  • Fluency in written and spoken English and Arab is required.

Desirable 

  • Demonstrated experience in the design, monitoring and institutional operationalisation of the ESS under World Bank-funded projects.
  • Experience in technical programme support in areas of Education.
  • Ability and willingness to change work practices and hours in the event of major emergencies including travelling at short notice and for extended periods of time
