Grant Management-Partnership (consultant) – (1) post

It focuses on the Recovery and Development of strategic areas and support communities to develop a sustainable livelihood, coherent Islamic micro finance system, food security, water sanitation, health and nutrition, social cohesion and community based infrastructure projects to support communities affected by conflict, civil war, natural and man-made disasters. The overall objectives of the Food Security and Livelihood division are to alleviate poverty and suffering of human kinds   by providing them with long term sustainable program, improve the health conditions of the targeted beneficiaries and reduce malnutrition rate of women and children in collaboration with international donors, INGOs and UN agencies.

PURPOSE OF DIVISION:
The Food Security and Livelihood Programs Division closely works with country program team in identifying, planning, implementing, monitoring and evaluating development and emergency projects and programs in collaboration with local, national and international partners. 

JOB PURPOSE:
Grants Management Partnership (consultant) will work closely with IRY staff and local NGOs and   Build the Capacity of projects team as well as other NGOs with Islamic Relief Yemen. This position holder will be responsible for the administrative management of day to day matters related to developing effective relations and communications with all IRY partners and developing partnership guidelines as per Islamic Relief standards and contextually relevant best practice. This position holder will also carry out direct training of national NGO staff in line with the goals of IRY’s strategy for the partnership.

KEY ACCOUNTABILITIES

Responsibilities:

  • Prepare partnership guidelines and other tools and provide technical support when needed.
  • Contribute in building the IRY staff capacity and hold training sessions in the developed partnership guidelines.
  • Review IR business model based on the emerging challenges. Provide suggestions for way forward.
  • Develop best practices in partnership management and lessons learnt of local NGOs in Yemen. 
  • Support in developing and updating the tracking tools and templates for effective partnership management. 
  • Partners’ selection process by drafting Request for Application documents, performing an initial assessment of partners’ proposals, arranging selection committee meetings, recording meeting notes and pre-award due diligence process.  
  • Conduct a pre-award due diligence of potential partners through IRY pre-award due-diligence tools. Document the partner’s assessment reports in the standard format. 
  • Liaise with local authorities as needed throughout partner selection process. 
  • Partners’ selection process by drafting Request for Application documents, performing an initial assessment of partners’ proposals, arranging selection committee meetings, recording meeting notes and pre-award due diligence process.  
  • Review the partner’s budgets and ensure that the budget costs are justified and aligned with program activities. 
  • Capacity building plan for partners. 
  • Training NGO staff on Grants and Partnership Management procedures, including conducting formal trainings and on-the-job mentorship.
  • Ensure that timely and reliable sub-grants administration support is provided to all units within the office.
  • Draft sub-grant agreements and amendments of partners in compliance with IRY rules and regulations. Also, ensure proper program description and responsibility determination for partners. 
  • Maintain regular and effective coordination with partner organizations to ensure smooth implementation of project activities and closeout.  
  • Provide periodic orientation to partner’s staff on compliance requirements, financial management of sub-grants etc.
  • Draft sub-grant agreements and amendments of partners in compliance with IRY rules and regulations. Also, ensure proper program description and responsibility determination for partners.

PERSON SPECIFICATION

A) EDUCATION/TRAINING 

Required:

  • University Degree (Bachelor of equivalent) in relevant field (e.g. Finance, management, International Development).

Professional Qualifications 

  • Experience in working on partnership development.
  • At least 3 years of relevant experience in a similar role with NGOs and international NGOs. 
  • Proven experience working with major donors. EC, ECHO, DFID, ODFA, UN agencies & DANIDA, among other donors. 
  • Past experience in auditing will be an added advantage.
  • Strong analytical and conceptual skills. 
  • Proven Management and supervision skills, team player and proven commitment to accountable practices. 
  • Must be proficient in MS PowerPoint, Excel and Word.  
  • Proven ability to prioritize tasks and meet deadlines. 
  • Stable and robust character.
  • Excellent communication skills, calm and a good sense of humor.
  • Fluent in written and spoken English and Arabic.
  • Experience in training preparation and facilitation as well as capacity building.

The consultant position is located in Sana’a - Yemen with travel to the field.
