Job Description

Job Title: Monitoring, Evaluation, and Learning (MEL) Officer
Department: Monitoring, Evaluation, Accountability, and Learning (MEAL) 
Reports To: MEL Manager 
Location:  Hadramout, Yemen

PROGRAM SUMMARY

Global Communities has operations in countries in Africa, Americas, Asia and Europe.   

Yemen Communities Stronger Together (YCST) is a multi-year program funded by USAID and implemented by Global Communities in five governorates in Yemen, including Aden, Abyan, Lahj, Taiz, and Hadramout. The purpose of YCST is to support local-level initiatives that mitigate conflict, strengthen social cohesion, promote the peaceful resolution of differences, and, where feasible, capitalize on stabilization opportunities in Yemen. 

ESSENTIAL DUTIES AND RESPONSIBILITIES 
The Monitoring, Evaluation and Learning (MEL) Officer will work with the YCST program team as well as partner organizations to oversee and ensure the collection of quality MEL data for the program.  The MEL Officer will be responsible for supporting the MEL Manager to oversee the monitoring and data collection of programs, lead assessments, analyze data to provide insight to the project team and contribute to report writing. S/he will ensure that performance monitoring and results reporting tools and processes across the entire program are in place, effectively implemented and well synchronized in Hadramout program site. The MEL Officer will be an integral member of the program team learning and reflection processes, leading discussions on participant feedback. These duties are representative of the nature of work and not all-inclusive.

Strategy and Vision

  • Support the MEL Manager develop a system for reporting and validating program data (Excel, Tola, Access, etc.)
  • Work closely with the program teams and local partners, to ensure effective monitoring, evaluation and reporting of program activities and results.
  • Coordinate reporting program teams, specifically tracking deadlines, ensuring adherence to monitoring formats and requirements, ensuring reporting quality and accuracy, and periodic report writing, editing, and submission.
  • Compile progress against indicators and report back to the MEL Manager according to the monitoring plan.
  • Develop a Data Quality Assessment Plan specific for program site
  • Perform spot checks on the team’s data collection and reports each month.
  • Actively participate in any additional MEL activities including but not limited to baseline surveys, mid-term, end-line surveys, evaluations, household surveys etc.

Program Management

  • Contribute to YCST’s learning/research agenda.
  • Build the capacity of all relevant team members to implement program monitoring tools, accurately enter program data into relevant databases, and enable them to develop excellent reports and other documents.
  • Build the capacity of our local partner organisations through ongoing training and support on: monitoring tools, entering program data into databases, the development of reports and other documents.
  • Document lessons learned and support in documentation of success stories on the program.
  • Ensure adherence to programming management minimum standards in carrying out his/her duties, advising and supporting other staff in the same as required.
  • Other duties as assigned.

  • YCST team members are expected to support all efforts toward accountability, specifically to our beneficiaries/participant and to international standards, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.
  • Team members are expected to conduct themselves in a professional manner and respect local laws, customs and GC policies, procedures, and values at all times and in all in-country venues.

EDUCATION and/or EXPERIENCE 

A minimum of Bachelor’s Degree, preferable in economics, statistics, business administration, public administration, international development or similar field, with 2-5 years of MEL experience. Previous experience working on USAID funded programs preferred, with relevant experience in field survey/data collection techniques, data entry, data verification, analysis, and reporting.

TECHNICAL SKILLS  

  • Solid computer skills (MS Word, Excel, Access and PowerPoint).
  • Comprehensive experience operating personal computers to create documents using common office word processing and spreadsheet software.
  • Demonstrated experience performing clerical and administrative duties with speed and accuracy without immediate and constant supervision.
  • Ability to communicate effectively both orally and in writing with an attention to detail and professionalism in all communications.
  • Ability to prioritize and manage multiple tasks
  • Good interpersonal skills and communication skills 
  • Fluency in Arabic and English.

WORKING CONDITIONS 
Normal office environment, however, due to nature of activities and areas where we operate, you might have to work below normal/difficult working/travel/accommodation conditions. Able to work on a computer and operate a keyboard, for extended periods of time. Able to work out of office location, at times at odd hours.

DURATION
From August 2021 until May 2022.
