Vacancy Announcement for National Personnel for the German International Cooperation / Improving Access to Basic Social Services for IDPs and Local Population – IDPs (PN. 16.4056.4-001.00) implemented by the GIZ Office Sana’a.

With immediate effect the GIZ Office Sana’a invites applications from qualified Yemeni nationals for the following position:

  • End of Contract: 31.08.2022 (with possible extension)
  • Post Location: Sana’a

Responsibilities

The Advisor is responsible for:

  • managing the strategic planning and implementation of measures in relation to developing the capacities of the IDP project’s partners
  • the partners are from NGOs, but also from Local Authorities in Yemen; 
  • the IDP project is cooperating with these partners in implementing projects in the areas of WASH, Health and Social Services for better basic service delivery to Internally Displaced Persons (IDPs) and their host communities;
  • the partners support further partners (e.g. Local Authorities, Community Health Volunteers) in developing their capacities, so they are also intermediaries and providers of Capacity Development;
  • contributing to the development of a comprehensive approach to strengthening the IDP projects partners’ organisational, strategic and methodological capacities;
  • cooperating closely with team members based in different governorates, esp. the Health, WASH and Social Services Advisors
  • applying a broad range of activities for Capacity Development, e.g. trainings, coaching/mentoring, exchange formats;
  • placing a specific focus on the development of capacities of project partners to integrate gender-sensitivity, inclusion of Persons with Disabilities (PwD), and conflict-sensitivity systematically into their the project planning, design and implementation;
  • fostering mutual learning and exchange between the IDP project’s partners;
  • providing direct advisory services and building and maintaining effective partnerships with IDP project’s partners; 
  • preparing contracts/TORs and managing short-term consultancies (esp. regarding trainings to be implemented for partners);
  • reviewing project proposals / reports for the interventions in terms of capacity development and identified activities with partners and assisting in the implementation; 
  • ensuring effective coordination and cooperation with other GIZ projects who work in similar fields of activity and / or intervene in the same Governorates and / or work with the same partners;
  • integrating his/her area of responsibility into the overall project so that it contributes to achieving the project objectives, in accordance with team agreements and/or agreements with the superior;
  • maintaining a good flow of communication and information (including across physical distance by using digital communication tools) between all involved partner institutions and counterparts as well as with project staff in other intervention areas and with other GIZ projects;
  • contributing to the development of innovative approaches and ensure regular knowledge management and capitalisation of lessons learned within his/her area of responsibility;
  • financial management and administration of agreed measures (e.g. trainings, stakeholder rounds, workshops).

Main Tasks                                                            

The advisor

  • manages the development and implementation of operational project plans and activities in his/her area of responsibility in close consultation with the manager, partners, and other GIZ projects and development partners;
  • contributes to the development of a strategic approach to identify and implement needs-based measures and instruments for the Capacity Development of the IDP project’s partners, especially regarding gender-sensitivity, inclusion and conflict-sensitivity;
  • coordinates the design, preparation and implementation of trainings, workshops and other activities based on the project’s operational plan;
  • ensures conflict and gender-sensitivity and inclusion in the design and implementation of all project activities in the area of his/her responsibility;
  • works closely with all team members in the different governorates on all matters related to the planning, implementation, monitoring and evaluation of the measures/interventions he/she is responsible for;
  • provides technical guidance and oversight of compliance to project partners as well as within GIZ to identify operational challenges and viable solutions considering the remote implementation of the project and the security situation in Yemen.
  • Builds trust, ensures cooperation, regular contact and dialogue with the IDP project’s partners and other stakeholders, including representatives from the relevant Local Authorities;
  • Works hand in hand with the advisors of the project and provides technical backstopping and advisory in regard to the assessment of capacity development needs and respective measures 
  • Maintains effective liaison with multiple agencies, (other development and humanitarian partners who support building and developing capacities) to coordinate activities and share information and lessons learned/good practices;
  • Collaborates with other GIZ projects in Yemen who support the same (kind of) partners to ensure a common understanding and approach and a clear division of labour and to enhance synergies within the GIZ-portfolio.
  • compiles information on partners or intervention areas and ensures knowledge transfer within the project team with respect to his/her area of work;
  • develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures (jointly with other GIZ projects, where relevant);
  • draws up reports and presentation documents, both in English and Arabic;
  • capitalises lessons learned and good practices from his area of responsibility and contributes to the development of knowledge products by the project;
  • prepares appropriate inputs for various project reports including annual reports and contributes to other reports and knowledge products as required by the project manager and GIZ Head Office;
  • assists with information gathering and research on related issues which benefit the project;
  • contributes actively in implementing and adapting the monitoring and evaluation system of the project.
  • assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation;
  • coordinates relevant project activities at local level in consultation with the Senior Advisor and other relevant colleagues from the project and in cooperation with the partners;
  • coordinates technical aspects of project activities with other GIZ projects in the same intervention area (content-wise and geographically);
  • compiles the relevant information for joint activities and assignments;
  • supports procurements of goods and services on behalf of GIZ (e.g. offer preparation, impact monitoring, project progress review, reporting);
  • develops tailor-made conflict-sensitive project implementation modalities adapted to the security situation and remote implementation through close collaboration with partners.
  • ensures adherence to compliance standards and high quality of financial management and administration of project measures;
  • closely follows up and supervises project administration and financial aspects in his/her area of work;

Required qualifications, competences and experience

  • University degree (master’s degree is preferable) in political sciences, gender studies, local development or a related subject, additional education in relation to development work with governmental agencies, or civil society organisations is an asset
  • at least 6 years of professional experience in providing capacity development services, including trainings and / or coaching and mentoring, for civil society organisations and / or local development actors
  • at least 4 years of professional experience in applying gender-sensitive approaches and / or supporting the inclusion of people with disabilities;
  • at least 3 years of experience working with international development or humanitarian organisation in capacity development and/or gender and inclusion;
  • profound knowledge of the different forms of Capacity Development on the individual level, but also the organisational level (i.e. Organisational Development);
  • Sound experience in providing advisory services, ideally to a range of different partners;
  • Profound experience in developing and implementing capacity needs assessments and curriculars and formats for trainings and exchange formats
  • Very good knowledge of developing and implementing mechanisms to monitor capacity improvements and the relevance and effectiveness of different learning formats
  • working knowledge of the structure and mandates of NGOs and / or Local Authorities in Yemen;
  • proven experience in designing and implementing context-sensitive approaches and instruments;
  • experience in working for / collaborating with Civil Society on service delivery (esp. Health or WASH services) will be an asset;
  • familiarity with and working experience in different parts of Yemen, including cultural aspects and context, will be an asset;
  • knowledge of approaches and working modalities of GIZ will be an asset.
  • very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office);
  • digital literacy
  • fluent written and oral knowledge of English and Arabic;
  • strong managerial and organisational competence;
  • high sense of integrity and accountability;
  • ability to maintain neutral working relationships in highly conflictual environments;
  • strong partner orientation;
  • strong communication and negotiations skills;

  • willingness to travel to very remote and isolated field locations and work in a diverse multi-cultural environment;
  • willingness to travel to a different Governorate in Yemen as deemed necessary (North and South);
  • ability to drive 4-Wheel vehicle with valid driving license.
