Purpose:

The Accountability to Affected People (AAP) Officer supports the delegation in its efforts to document, review and improve practice in line with the AAP framework.

Accountabilities & Responsibilities

Functional Responsibilities

Coordination and AAP self-assessments

  • Plans with the AAP team the annual AAP self-assessment, ensuring appropriate and representative participation within the delegation and collection of evidence to support the findings of the self-assessment.
  • Works – with support from AAP team, on ways for the delegation to meaningfully and systematically integrate the views of people affected in the self-assessment exercise and within regular monitoring activities.
  • Facilitates discussion within the delegation to identify priorities and devise an improvement plan as a result of the AAP self-assessment.
  • Seeks support from in house specialists to address issues that require in depth support, in particular in relation to gender, age, and disability inclusion; understanding local preferences in relation to communication and feedback systems, managing risk of sexual exploitation and abuse and, community based protection;
  • Plans, coordinates and prioritises - together with the AAP team (in HQ and field), the field missions of regional advisers and HQ based advisers, linking with PROT_CIV to support CBP as appropriate.
  • Gathers and sends to the AAP team feedback necessary to continually improve the self-assessment tool.

Capacity development and technical support

  • Actively participates in peer learning at local, regional and global levels to share and document experiences, challenges and questions working on AAP.
  • Contributes to capacity development by collecting and sharing examples and case studies that illustrate what AAP means in different métiers; reviewing global training modules on AAP and adapting them to the context; delivering training at delegation level.
  • Includes a Movement dimension within capacity development, learning from, coordinating with (on AAP activities) and sharing expertise with National Societies and the IFRC in country.
  • Discusses and identifies with the delegation obstacles to improved practice on AAP (due to operational constraints or ICRC systems and procedures) with a view to referring and/or addressing them at the relevant level.
  • Advises and trains delegations – with support from the AAP team, on actions to be taken as a result of AAP self-assessment findings, helping to include relevant elements in the PMfR, and integrating appropriate actions into programming, taking into account feasibility, expected impact and resourcing needs.
  • Supports monitoring of progress on AAP, lessons learned, and when needed, response to donor reporting requirements.

PEOPLE MANAGEMENT RESPONSIBILITIES

  • Reports to the Deputy Head of Delegation (Programmes) in Sana’a.
  • Direct line manager of the CEC Supervisor and blue line responsibility for the Community Engagement Specialist.
  • Understands and supervises the Performance Management & Development (PMD) activities for the AAP team.
  • Organizes regular meetings with the team to ensure optimal coordination and proper flow of information.
  • Ensures that job descriptions for employees under their supervision are up to date; seeks feedback and support from the HR Department if needed.
  • Coordinates and supports team members in their personal development by coaching and advising them on internal and external training and development possibilities.
  • Plans and coordinates the annual leave of the team ensuring continuity of the activities and making sure that there are no outstanding holiday balances at the end of the year.
  • Participates in the recruitment, as necessary, of additional staff.

Certifications/Education Required

  • A Master level qualification relevant to the subject matter (e.g. management, humanitarian action, anthropolpgy, gender studies, international relations & political science, law, etc.)
  • High level written and oral communication skills in English, and another relevant language for the region. French is an asset.
  • Computer proficiency.

Professional Experience Required

  • Typically 6-9 years of professional experience,
  • Solid understanding of the humanitarian envioronment and the challenges for the ICRC from an operational perspective.
  • Experience and interest in AAP, Monitoring and Evaluation, diversity inclusion and related good practices and challenges in the humanitarian sector.
  • Experience in project mamangement and program quality an asset.
  • Experience in delivering training, knowledge of adult learning principles.
  • Experience in advising staff and linking training to actions.
  • Knowledge of Legal, operational, technical instruments and policies relevant in theses fields.
  • Experience in people and relationship management is an advantage.
