Polish Humanitarian Action (PAH) is looking for a Safety and Security Officer (national position based in Mareb ):

Position: Safety and Security Officer 
Location: Marib, Yemen with travels inside Yemen 
Contract details: Regular / Full-time.
Duration: A full time position with a probationary period of 3 months
Starting date: ASAP

Polish Humanitarian Action (PAH) is a non-governmental organization. For 25 years, we have been providing relief in emergencies worldwide. We also run missions in several countries in crisis. Our interventions – of both humanitarian and development character – have been carried out in 48 countries so far. We concentrate on ensuring sustainable and stable development of regions suffering the consequences of war and/or natural disasters. We possess long-standing expertise in Water, Sanitation and Hygiene (WASH), but also implement projects in Food Security and Livelihoods (FSL), psychosocial support (PSS), as well as Primary Health, Nutrition and Education. About PAH Yemen Mission 

PAH Yemen Mission has been established in July 2019. Since then PAH is working in Aden, Lahj, Al Dhala and Abyan Governorate, providing humanitarian assistance to vulnerable communities. Our current interventions respond to insufficient access to primary healthcare, and sexual and reproductive healthcare, food insecurity, epidemic outbreaks, including cholera and COVID-19, through life-saving Health and WASH interventions.
A new programme in Marib started from the needs assessment carried out in September 2021 and the initial project focuses on education in emergencies, child protection and WASH. We plan to expand to CCCM and health in future.

Position reports to: Head of field office

Responsibilities:

Safety and Security Policy and Procedures

  • Collect and analyse security threats and advise Head of Office and SMT to make informed decisions in matters relating to staff security and safety.
  • Briefing, training, motivating and support Field Manager on supervising PAH personnel in terms of their implementation and observance of security procedures, and advising personnel on issues connected with secure and safe conduct in the area of the mission;
  • Manage the weekly travel plan and ensure that all teams travelling have the appropriate equipment, permission as required
  • Ensure that safety and security equipment in PAH premises is well maintained and functional, including First aid Kits and Fire Extinguishers; to maintain communications equipment and ensure that all communication systems are functioning, inclusive of internet communications, mobile phones, and Satphones  

Context and Risk Analysis and Reporting

  • Support Head of Field Office in monitoring and analyzing threats and assessing the risks in all areas of operation;
  • Support conducting risk assessments in all areas of operation;
  • Ensure Incident Reporting and maintain tools for Security Incident Information Management, ensuring Incident Reports are submitted on time, incidents are tracked and analysed, and lessons learned.
  • Submit report to Head of Field Office including Morning Sitreps, Weekly and Monthly  Reports, etc.,  Work with Head of Field Office to deliver immediate Flash Reports when an incident occurs that impacts or is likely to impact PAH programming/operations in Marib/ area of operations.
  • Support Head of Field Office to provide security briefings (personal security and context) as part of the on-boarding for new PAH staff and visitors in Marib
  • Networking and Representation
  • Attend the area based Security meeting in Marib and develop contact on security related issues with all relevant actors operating in the area of the mission in Marib, including INGOs and NGOs, local security structures, the UN, and others

Experience:

  • 2-3 years of experience on similar position;
  • At least 1 years as Safety and Security  Assitstant with INGO

Education

  • Degree in business administration or related field preferred
  • Certificate of humanitarian safety and secutity training.

Level of the language

  • upper intermediate (good knowledge)

Training & qualifications

  • Analytical skills, foresight and the ability to identify solutions;
  • Good verbal and written communication skills;
  • Knowledge of, and ability to create plans and procedures;
  • Risk assessment skills;
  • Coaching skills regarding running trainings and briefings;
  • Good interpersonal skills, both in bilateral and multilateral contacts;
  • Substantial knowledge of technical and organizational means of ensuring the safety and security of civilians;
  • Certificate of humanitarian safety and secutity training.

Specific skills

Criteria:

  • No criminal record;
  • Discipline, dutifulness and observance of the rules at the previous place of work;
  • Work and duties requiring individual thinking and responsibility;
  • Experience in cooperating with civil and military structures;
  • Independence of thought and managerial experience.

Desirable personal characteristics:

  • Meticulousness, responsibility, absolute honesty, self-discipline;
  • Instilling in others a sense of trust and security;
  • Independence and self-tasking personality.
