Title: COMMUNICATION FOR DEVELOPMENT (C4D) SUPERVISOR
Duty Station: AL MOKHA (REGULAR MOVEMENTS TO THE FIELD)
Reports to: HEALTH FACILITY ACTIVITY MANAGER
Contract duration: 5 months renewable with probation period

General Information on the Mission

Context

Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilian victims of marginalization and exclusion, or those hit by natural disasters, wars and economic collapses by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads in average 190 projects a year in the following sectors of intervention: Food Security, Health, Nutrition, Construction and Rehabilitation of infrastructures, Water, Sanitation, Hygiene and Economic Recovery. PU-AMI is providing assistance to around 5 million people in 20 countries across Africa, Asia, the Middle East, Eastern Europe and France.

PU-AMI’s strategy/position in the country

PU-AMI has been present in Yemen since 2007. From 2007 to 2011, PU-AMI supported the primary health system in Hodeidah Governorate. After a one-year stand-by in 2011 due to security reasons, the mission re-started in July 2012 with a nutrition project focusing both on emergency response and a longer term community-based approach in Hodeidah and extended its activity in Raymah Governorate.
In 2017, PU-AMI continues to concentrate its intervention in 6 districts of Hodeida and 3 districts of Raymah. The number of IDPs in those two Governorates is very large and weight consequently on a population already living in extreme precariousness. The core field of intervention for PU-AMI in these Governorates is an integrated approach on nutrition including community-based activities (OTP/SFP and community mobilization as a strong component of the program, within health facilities, but also within an outreached approach and mobile clinics).
In Hodeidah governorate, PU-AMI works to contribute to reduce the impact and severity of nutritional challenges and to improve health status of most vulnerable populations, through supplementary nutrition integrated response based upon health, hygiene and nutrition education and capacity building
In Raymah governorate, PU-AMI is responding to the ongoing nutrition crisis through the same activities as in Hodeidah (primary health care and management of acute malnutrition for children U5 and pregnant and lactating women), as well as running a Stabilization Centre for severely malnourished children with medical complications.
In Mokha PUAMI will works to contribute to reduce the impact and severity of nutritional challenges and to improve health status of most vulnerable populations, through supplementary nutrition integrated response based upon health, hygiene and nutrition education and capacity building and rehabilitate the health facilities.

Overall Objective

The C4D Officer assists PU-AMI activities through training and capacity building of PU-AMI Project Officers, Community Health Volunteers, and other community based structures. 
The C4D Supervisor is accountable for technical support and assistance in the design, formulation, management, execution, monitoring and evaluation of a behavioural change and social mobilization strategy, plan of action and programme activities in support of the community based integrated nutrition and health programme.

Tasks and Responsibilities

  • Apply asset based community development strategies to implement community initiatives. 
  • Manage and coordinate community activities in coordination with GHO, HFs and the SC.
  • Develop and maintain effective communication. 
  • Conduct the trainings, monthly meeting and proceed to allowances payment for CHVs and CHEWS.
  • Collect CHVs reports and insure the data entry.
  • Participate in training preparations and supervision.

Specific objectives and linked activities

1.    Apply asset based community development strategies to implement community initiatives. 

  • Provide technical support and assistance in the development, management and facilitation of the implementation of an integrated program communication strategy, plan of action and activities for strategic communication and promotion for social and behavioural change in support of program delivery.

2.    Manage and coordinate community activities in coordination with GHO, HFs and the SC.

  • Provide effective coordination and technical support to government counterparts (GHO, DHO) and other partners in the development and strategic use of communication for social development. 
  • Insure in particularly the link with the co-ordination structures of this program at District and Community level, in close collaboration with the Nutrition teams, CMAM supervisors, HF and SC staff. 
  • Develop and enhance strong partnerships with community groups, leaders and other partners in the community and civil society for promotion of participation in social and behavioural changes supportive of programme goals.

3.    Develop and maintain effective communication. 

  • Provide technical support and assistance in the research, development, pre-testing, and production of culturally relevant communication materials.
  • Insure the communication is provided in the best possible way.

4.    Conduct the trainings, monthly meeting and proceed to allowances payment for CHVs and CHEWS.

  • Participate and organize the CHV and CHEWs monthly meetings, and proceed to allowances payment in collaboration with the CAM.

  • Collect all CHV reports, insure the data entry and manage the data analysis. 
  • Monitor and evaluate programme activities and prepare monitoring and evaluation reports. 
  • Exchange findings, experiences, lessons learned and new methods with partners. 
  • Ensure the support and co-ordination of the Monitoring and Evaluation Officer is sought in this regard, plus supporting the development of an M&E framework. 
  • Develop an outline for the compilation of existing essential data and review existing data to provide the research basis for the development of the Communication Strategy.

6.    Participate in training preparations and supervision.

  • Participate and organize the CHV and CHEWs trainings, and proceed to allowances payment in collaboration with the CPM.
  • Support the training of PU-AMI staff and partners to ensure they have a common understanding on C4D (policies and good practices). Develop training materials and activities to build capacity for participatory and behaviour change communication for the program team, community structures and other identified stakeholders especially MoPHP staff at district level.

In General, the C4D Officer has to remain flexible and to perform other duties as required for the good running of the mission.
