Global Communities Yemen aims to implement the Solar Powered Water Desalinization Project to pilot a cost-effective and replicable approach to converting salty water into fresh water via the use of non-conventional water desalination technologies (RO system). This project is designed to provide safe and affordable drinking water for Al Harour community in Abyan governorate utilizing a sustainable and environmentally friendly solar water desalination system. The project will be achieved through establishing a solar water desalination plant, rehabilitating the Al Harour’s water well by replacing the diesel pump with a solar energy pump and installing a solar system, and improving the community-based water management systems in the community. 

Scope of Work 

The Field Engineering Desalination Consultant will be responsible for assisting the Senior Engineer in the overall planning and supervision of the installation of reverse osmosis (RO) desalination plant, particularly working with relevant ministries and local authorities in Abyan, and community committees in Al Harour community. S/he will assist the Senior Engineer in organizing and implementing, adjusting, and following up on program engineering works under this project. S/he also assists the Senior Engineer in approving engineering documentation including drawings, specifications, equipment, materials, chemicals and Requests for Proposals (RFPs) for the desalination plant, and other required infrastructure work.

The Field Engineering Consultant will:

• Assist in project design, draft scopes of work, and propose cost estimates.  
• Ensure desalination plant installations/construction/renovationn works are carried out in compliance with design, drawings and specifications, and applicable codes and regulations.  
• Provide technical assistance to water desalination assembly and installations, subcontractors and supervision firms on-site to comply with the approved contracts terms including site safety, quality control, and work progress. 
• Report on potential changes and assist in executing change orders.
• Work with relevant team members to assess and propose solutions to address construction/renovation issues as they arise.
• Assist in inspecting engineering equipment/materials ordered by Global Communities.
• Other relevant tasks as requested by the Senior Engineer. 

Qualifications 

• Bachelor’s degree in Engineering preferably in WASH Sector. 
• 1-2 years’ experience implementing water reverse osmosis (RO) desalination plant and solar water pumps.
• Prefered Knowledge of USAID environmental compliance requirements for WASH projects.
• Experience prepaing change orders, and coordination and technical reports.
• Experience in community development and coordinatiing with local authorities/or mobilization preferably with INGOs.
• Preferred past experince in USAID-related projects and understanding of USAID standards and codes. 

Deliverables

• Assisting in technical assessment during tendering/procurment process
• Assist in inspecting engineering equipment/materials ordered by Global Communities and installation supervision works.
• Prepare weekly work progress reports and other technical reports.
• Provide capacity building training for operation and maintennace of RO water desalination system for operator, water committee and local authority technisions.

TECHNICAL SKILLS  

• Experience implementing projects that include solar water well pumps and RO desalination plants.
• Strong organization skills in coordinating the work implemented by NGOs.
• Strong interpersonal, communication and analytical skills.
• Solid planning skills and sound judgment dealing with implementation challenges and finding solutions.
• Strong computer skills in AutoCAD, MS Word, Excel and PowerPoint.
• Strong spoken and written English language.
• Strong reporting skills.
• Must be able to read and interpret documents, and communicate with others as necessary to perform job duties effectively.
• Neutrality and ability to work in rural areas in cooperation with all parties to the conflict in Yemen.
