Job Description

Vacancy Announcement for National Personnel for the German International Cooperation / Improving Access to Basic Social Services for IDPs and Local Population – IDPs (PN. 16.4056.4-001.00) implemented by the GIZ Office Sana’a.

With immediate effect the GIZ Office Sana’a invites applications from qualified Yemeni nationals for the following position:

  • End of Contract: 31.08.2022 (with possible extension)
  • Post Location: Aden

 

Responsibilities

The Advisor is responsible for:

  • managing the project activities in the area of Health in Aden and other southern governorates, according to the project objectives and indicators and the plan of operations; this includes the rehabilitation of health facilities, quality improvement of services in the health facilities; training of health staff and Community Health Volunteers (CHV) in line with international standards (e.g. WHO standards), implementation of awareness raising measures; organization of exchange between health staff and CHV;
  • applying conflict-sensitivity, gender-sensitivity and inclusion of People with Disabilities (PwD) as cross-cutting issues to all activities, e.g. through ensuring equal access to rehabilitated health facilities or to awareness raising activities;
  • placing a specific focus on Capacity Development for community based first level reproductive health services;
  • improving Mental Health and Psycho-Social Services for the target group;
  • implementing activities through different modes of delivery, such as financing for projects that are implemented by NGO partners or direct contributions (procurements, rehabilitation) of GIZ – and processing of the related administrative procedures (e.g. quality control of proposals of partners, preparing ToR for consultancies or other servies, preparing contracts with partners, following up on the technical and financial reporting, etc.);
  • advising the IDP project partners’ in project management, i.e. in preparing conflict-sensitive, inclusive and gender-sensitive proposals, as well as in implementing projects, including Monitoring and Evaluation;
  • maintaining of a good flow of communication and information between all involved institutions and counterparts and GIZ and good coordination with GIZ projects who work on Health and / or intervene in the same regions and / or with the same partners;
  • integrating his/her area of responsibility into the overall project so that it contributes to achieving the project objectives, in accordance with team agreements and/or agreements with the superior;
  • innovation and knowledge management and communication of innovations to a broad target group;
  • financial management and administration of agreed measures.

Main Tasks                                                            

The advisor

  • advises the partners regarding the planning and implementation of Health interventions, with a specific focus on improving access to Health services for particularly vulnerable population groups;
  • advises the partners on all aspects of project management, including drafting of proposals, implementation, reporting, Monitoring and Evaluation, procurements, administrative and financial management, etc;
  • ensures conflict and gender-sensitivity and inclusion in the design and implementation of all project activities in the area of his/her responsibility and advises the partners accordingly;
  • manages the development and implementation of operational project plans and activities in his/her area of responsibility in close consultation with the manager, partners, and other GIZ projects and development partners;
  • contributes to the development of a strategic approach to identify and implement needs-based measures and instruments for improving access to Health;
  • provides technical guidance and oversight of compliance to project partners as well as within GIZ to identify operational challenges and viable solutions considering the remote implementation of the project and the security situation in Yemen;
  • supports the planning and implementation of trainings and other capacity building measures mainly at local level e.g. for volunteers working in the reopened health centres.
  • works closely with the Head of Project and the Project Coordinator on all matters related to planning, implementation, monitoring and evaluation of the measures/interventions he/she is responsible for;
  • coordinates all measures with the other advisor on Health in the IDP project as well as with other GIZ projects (esp. GIZ’s Health project) that implement Health measures;
  • ensures cooperation, regular contact and dialogue with the other organizations in the health sector (esp. WHO as Cluster lead) and other partners, within Yemen and within international technical exchange on Health; 
  • cooperates with local communities, relevant organisations, non-governmental agencies, private sector partners and individuals in the project/programme environment and with other projects to improve and maintain good working relationships and ensure smooth implementation of the measures/interventions;
  • communicates local interests and efforts and encourages sharing ideas and information for the benefit of the project; 
  • maintains up-to-date knowledge of the sector developments, also through actively engaging in the relevant networks.
  • coordinating with the health sub cluster Aden and sharing the information with the different partners about the project activities. 
  • compiles information and ensures knowledge transfer;
  • develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures;
  • draws up reports and presentation documents, both in English and Arabic;
  • prepares appropriate input for various project reports including annual reports, and contributes to the other reports required by the management;
  • uploads all relevant information to GIZ’s Document Management System in line with GIZ’s filing rules;
  • assists with research activities and studies on sectoral issues which benefit the project and GIZ in general;
  • contributes actively in implementing and adapting the monitoring and evaluation system of the project.
  • assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation;
  • coordinates relevant project activities at local level in consultation with the management and other relevant colleagues from the project and in cooperation with the partners;
  • coordinates technical aspects of project activities with other GIZ projects in the same intervention area (content-wise and geographically);
  • compiles the relevant information for joint activities and assignments;
  • supports procurements of goods and services on behalf of GIZ (e.g. offer preparation, impact monitoring, project progress review, reporting);
  • develops tailor-made conflict-sensitive project implementation modalities adapted to the security situation and remote implementation through close collaboration with partners.
  • ensures adherence to compliance standards and high quality of financial management and administration of project measures;
  • closely follows up and supervises project administration and financial aspects in his/her area of work;
  • assists actively in any related procedures in keeping a high quality of finance management and administration in all measures and activities of the project.
  • carries out other tasks for the project, even if these are not explicitly cited in the job description, as per request of the manager;
  • warrants strict implementation of a conflict-sensitive and gender-sensitive approach;
  • supports the overall risk management of the project and GIZ Yemen.

Required qualifications, competences and experience

  • Masters /MSc in public health, medicine or a field related to the project objectives.
  • at least 7 years’ professional experience, with at least 5 years’ professional experience in a comparable position
  • at least 4 years of professional experience in project management
  • at least 4 years of professional experience in applying gender-sensitive approaches and / or supporting the inclusion of people with disabilities
  • experience in working on Mental Health and Psycho-Social support is a strong asset
  • experience in acting as an advisor to partners, preferably advising NGO and / or public health partners
  • working experience with / for a public Health facility in Yemen
  • experience in facilitating workshops, events and professional meetings
  • familiarity with state of health system and development in Yemen.
  • very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • digital literacy
  • very strong networking skills
  • strong managerial and organisational competence
  • high sense of integrity and accountability
  • ability to maintain neutral working relationships in highly conflictual environments
  • good knowledge of the project region and related cultural specifics
  • willingness to travel to the targeted areas regularly
  • willingness to travel abroad when requested
  • fluent written and oral knowledge of English and Arabic languages; German language would be an asset
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management 
  • ability to drive 4-Wheel vehicle with valid driving license.
