[MEAL Assistant- Mukha]

The MEAL Assistant will be a part of the Monitoring, Evaluation, Accountability and Learning (MEAL) section, supporting implementation of the overall Yemen MEAL Strategy. The MEAL Assistant directly implements all MEAL processes and activities required to improve program quality over the course of project implementation, and ensure and demonstrate positive impact on beneficiaries’ lives. S/he works under the direct supervision of the Senior MEAL staff; the MEAL Assistant has non-sector-specific, area-level responsibilities. S/he is responsible to conduct all field monitoring and evaluation activities and requirements for all projects and programs present in their area of operation, includes other responsibilities, keeping track of activity implementation and output indicators collected and measured by Project teams; carrying out all field data collection, monitoring exercises and ensuring follow up and documentation of action taken in weekly/monthly meetings. S/he will submit daily updates and weekly reports to the relevant MEAL staff. Finally, s/he will also assist in strengthening Yemen accountability mechanisms.

Your role

War Child UK has worked in Yemen since 2017 with partners and local authorities to support improvements in child protection, education and livelihoods. Programs have largely been implemented in Sana’a, Al Hodeidah, Ibb and Taiz and extended our program in Aden and the West Coast. We are recruiting a MEAL Assistant for our program in West Coast. We are seeking an experienced employee who is familiar with the performance of monitoring and evaluation duties within the humanitarian and emergency situation context such as Yemen.

Your responsibilities

The duties of the MEAL Assistant shall include the following:

  • Implementation of MEAL systems for WCUK’s program activities at field level.
  • Collect the relevant data as indicated by Project MEAL plans to measure progress against indicators, expand contextual knowledge of the organization, build positive relationships and trust with people of concern and promote programmatic learning.
  • Implement and update MEAL Plan in a timely manner for WCUK’s program, including collection, entry and basic analysis.
  • Work in very close collaboration with Programme teams, following their work plan and adapting MEAL work plan accordingly.
  • Support programmes with conducting assessments as needed, facilitate focus groups and other qualitative data collection exercises.
  • Conduct community visits, focus group discussions with beneficiaries and non-beneficiaries to receive feedback on War Child UK programmes.
  • Prepare and share daily/weekly/monthly reports.
  • Oversight of proper documentation and record keeping for the database.
  • Ensure that the minimum standards of humanitarian relief are maintained.
  • Contribute to creating a culture committed to the safeguarding of children and adults and compliant to WCUK’s Child Safeguarding and Adults at Risk Policies.

Data collection tools development

  • Lead field testing and piloting in field of tools and provide feedback and inputs to MEAL officer after piloting phase.
  • Lead on translation of necessary documents such as data collection tools and databases.

Data management, analysis

  • Conduct systematic data quality checks and cleaning procedures before submitting data for analysis.
  • Ensure consistent, accurate and timely transfer / upload of data from tablets to servers, and entry of into databases or digital transcripts, if paper forms used.
  • Keep track of project activity implementation and progress against output indicators as reported by project teams.
  • Proceed to ad hoc verification of outputs as reported by the project teams at area level by cross checking with paper-based documentation (signed attendance sheets, beneficiary lists etc) and report any discrepancy to Senior MEAL staff.
  • Feed the Programme teams, MEAL teams with successes observed and challenges encountered in the field, lessons learnt and recommendations on best practices to implement in the future in a Monitoring Follow Up report after each monitoring mission.

Accountability

  • Act as Complaints Response Mechanism Area Focal Point, including reception, registration and sharing of complaints with CO on weekly basis.
  • Work closely with field staff to collect data and implement activities to support beneficiary accountability and oversight of FCRM at base level.
  • Manage feedback received and ensuring a timely and appropriate follow-up if needed.

Other

  • Assist in other tasks as required by the Head of MEAL, including extensive support to all programmes/sectors and other areas whenever deemed necessary.

 Performance Indicators

  • Project Log frames, work plans and data collection tools designed, in use and reviewed periodically.
  • Project data collected and analyzed as per project requirements.
  • WCUK Yemen project staff trained on basic monitoring and evaluation principles, processes and tools.
  • Lessons learnt and beneficiary databases developed and maintained.
  • Timely development and submission of reports.

Required Skills, Knowledge, and Abilities:

Education and Experience:

  • Minimum two years of relevant work experience in monitoring and evaluation on education, child protection projects and education or relevant field is essential.
  • Well knowledge of MS utilities (Word, Excel and PowerPoint).
  • Knowledge of basic statistical methods and confident in applying these to large data sets, and experience in collecting quantitative and qualitative data is essential.
  • BA in social sciences or project management or related field in the related functional area.
  • Fluency (level C) in English language. Fluency (level C) in Arabic Language.
