Humanity & Inclusion (HI) is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

Since the organisation was first founded in 1982, we have set up development programmes in more than 60 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

JOB CONTEXT:

HI has been intervening in Yemen on and off for the last 12 years, with its actions initially focused on development issues, notably through the support to the development of physical and functional rehabilitation services for people with disabilities (PwDs) as well as through the capacity-building of the national networks of Yemen Disabled People’s Organisations (DPOs).

Since 2015, HI interventions have been adapted to the current context of conflict in Yemen. With the support of different donors, HI has been supporting two hospitals and one physical and functional rehabilitation centre in Sana'a City, building the capacities of their key staff in early rehabilitation care and psychological first aid (including specifically for children), supplying rehabilitation equipment, and directly providing functional rehabilitation care and psychosocial support to war affected people (including through the donation of assistive devices and provision of Prosthesis). In 2017, these activities have extended to new facilities in and around Sana’a. In 2019 started the programme in Aden Governorates, 2020 in Taiz and Hajjah Governorates aiming comprehensive rehabilitation (physiotherapy, psychosocial support, provision of assistive devices and prosthetics/orthotics), mine risks education and inclusion.

In parallel, HI is implementing an inclusion and protection mainstreaming project, to increase the knowledge and capacities of the staff International NGOs in the inclusion of the most vulnerable persons in their humanitarian response (including PwD), so as to increase their access to essential services.

In addition, the mission is also expanding its sector of intervention through Risk education and Cash support. Eventually, the set-up of advocacy mechanisms considering the country and regional environment is another major goal of the mission.

While all of HI activities were done so far in Sana’a governorate, HI is expanding its activities in the Northern part of the country including Hudaydah and in the Southern part of the country including Aden.

YOUR MISSION:

HI is looking for a Project Manager for 12 months.

Working in emergency project since 2015 in Sanaa, HI has the aim to develop the mission within the country and opened a new base in Aden in January 2019. As Project Manager, you will expand and stabilize the projects in the South with the support of the coordination team. You will also oversee all project(s) and activities implementation including national team recruitment and supervision.

You coordinate of the area and supervise teams to ensure the quality of the projects implemented in the southern part of the country – with a base in Aden.

Responsibility 1: Operations

  •  You develop and stabilize project activities in Aden and Lehj governorate
  •  You implement and manage comprehensive rehabilitation, inclusion and risk education activities in Aden and Lehj governorate.
  •  You supervise and manage of the HI operational team under your responsibility.
  •  You monitor the result achievements and indicators, as per the logical framework.
  •  You ensure the respect of quality and technical standards in the implementation of the activities, in collaboration with the Technical Unit
  • You monitor the humanitarian situation, assess new potential area of intervention and monitor and document protection concerns.

Responsibility 2: Team management

  • In collaboration with the project teams, you develop project workplans and ensure that activities are carried out according to the established timeframes
  • You contribute to budget prparation, management, support team to manage project budget through routine coordination in the planning, monitor and forecast project spending
  • You oversee the update the PM Boxes on a monthly basis for internal project progress monitoring
  • You contribute to procurement planning and oversee timely purchases and delivery
  • You ensure the proper understanding by the teams of the tasks they should carry out and the objectives to reach
  • You ensure that operational, administrative & logictics procedures are respected by project staff (such as respect of working hours, respect of the use of the material allocated to the team, leave policies…)
  • You prepare and conduct regular performance management of staff directly managed as per HI’s policies

Responsibility 3: External coordination and representation

  • You participate in local coordination meetings and networking with UN agencies and NGOs (Health working group, protection working group, etc.).
  • You ensure that partners understand HI roles and responsibilities as outlined in partnership agreements
  • You ensure MoUs agreements and follow-up with the different partners.

Responsibility 4: Support services (Logistic, Admin, HR)

  • You monitor the financial and logistics aspects of the activities and the respect of HI procedures, in close collaboration with the admin and log departments.
  • You manage the operational budget for the activities
  • You recruit and are in charge of the induction of the operational team with the support of the HR department
  • You supervise and manage the HI Operational team under your responsibility (ensure IAPs are done, Appraisal, disciplinary measures taken when necessary);
  • You coach and train the local HI team, in collaboration with the Technical Unit and the other members of the coordination team;
  • You ensure strict application and respect of the internal regulation by the staff under your supervision;
  • You ensure conflict resolution within your team;
  • You propose relevant adaptation of the organizational chart of the activities and contribute to its implementation;
  • You ensure a good communication flow through coordination meeting;

Responsibility 5: Reporting

  • You write regular reports on the activities, including a monthly SitRep and updates on indicators and database.
  • You are in charge of a regular verification and correction of the activity database.
  • You provide a handover report at the end of the mission.

Other:

  • Any other service / task in connection with the programme that may prove necessary.
  • You participate in the programme’s strategy.
  • You share with the Area Manager all information relating to the context and the programme that will facilitate team security management during operations.

YOUR PROFILE:

  • You hold a degree in a field related to humanitarian projects, international cooperation, Political sciences, etc.
  • You have at least 3 years of professional experience in humanitarian contexts, preferably in the management of emergency/conflicts area
  • You have a previous coordination experience (Field, Project, Admin, Log)
  • It will be an asset if you have some previous experience in the area or in another Middle Eastern country.
  • You demonstrate excellent communication and organizational skills and ability to work under high pressure.

TIME SCHEDULE

The working hours are the following: 8:00 am to 4:30 pm with Half hour lunch break.

Note that working time can go up to 48 hours per week (according to the Yemen labor law) if it is required by the volume of activities and by the line manager.

Yemen mission takes place in a sensitive environment regarding security of Handicap International staff and assets. Handicap International employee commits to observe utmost respect of personal and professional ethics, to adhere to principles of neutrality and impartiality, and to ensure necessary levels of discretion within and outside working space. Not respecting this clause will lead to disciplinary action and have immediate dismissal as a result.

Any breach of the above-mentioned responsibilities, of the Internal Regulation or of Terms and Conditions of Engagement may be sanctioned by a written warning or immediate dismissal if appropriate.

Job Conditions

  • The salary will be defined according to HI’s existing salary scale
  • Based in Aden with frequent movements to the field
  • 30 day leave/year + benefits (transport allowance, health insurance, life insurance)
  • The working hours are the following: 8:00 to 16:30 (with 30 minutes lunch break) from Sunday to Thursday.
  • Note that working time can go up to 48 hours per week (according to the Yemen labor law) if it is required by the volume of activities and by the line manager.
