Action Contre la Faim is an International Humanitarian Organization established in 1979 with the mission to save lives by combating hunger through prevention, detection and treatment of malnutrition, in particular during and after emergency situations caused by conflict and natural disasters. Action Contre la Faim provides coordinated responses in nearly 50 countries including Yemen globally within 7 field of expertise which includes Nutrition and Health, Water, Sanitation and Hygiene, Food Security, Mental Health Care Practices, Gender and Protection, Advocacy, Risk and Disaster Management and Research.
ACF has been operational in Yemen since 2012 and is operational in 4 bases (Aden, Hodeida, Al khokha and Sanaa). The mission implements its activities which are centred on 3 sectors, Nutrition and Health, Water, Sanitation and Hygiene (WASH), Mental Health and Psychosocial Support and Protection (MHPSS-P).

  • Contract duration: 1 year with possibility of extension 
  • Basic monthly salary (taxable): 2803$ to 3349$ based on experience salary calculation (excluding other benefits offered by the organization)
  • Direct Line Manager: Deputy Country Director-Programmes
  • Technical Manager: HQ MEAL Advisor 

Position Summary

Action Contre la Faim (ACF) is looking to fill the role of MEAL HoD to be based in Sanaa, Yemen with frequent travels across the country where the field offices are located without any form of restrictions. The position is required to work closely with the DCD Programs to lead the implementation of monitoring, evaluation, accountability and learning systems for programs and projects, both new and established, ensuring efficiency in project deliverables. The HOD will be responsible for ensuring the MEAL teams are implementing an effective system to monitor progress, outcomes, impacts and successes of project activities and performance at all levels. 

Tasks and Responsibilities

Objective 1: Develop and roll out a user-friendly, purpose-built information management system for the mission:

  • Establish databases and information management systems systems for centralized data collation, entry, and analysis for health and nutrition facilities, WASH field activities, RRM teams, cash field activities, and other programme monthly monitoring data from the field;
  • Ensure centralized (Coordination Office level) information management systems are appropriate for available ICT tools and staff user capacity;
  • Conduct trainings and capacity-build CO and field teams (both M&E and technical programme staff) to roll out new systems and tools;
  • Provide technical support and data quality assurance Hold accountability for data quality, completeness, and validation.

Objective 2: Update and support implementation of technically sound Monitoring and Evaluation (M&E) strategy for the mission, including oversight and strengthening of key routine activities

  • Develop the overall framework for ACF Yemen’s programme monitoring in line with institutional standards and donor requirements;
  • Design and either lead or oversee scope, approach, and implementation of programme-related surveys (baselines, end-lines, focus group discussions, key informant interviews, etc.) in close collaboration with relevant programme teams;
  • Ensure integration of monitoring into all steps of the project cycle;
  • Ensure the definition of monitoring and evaluation plans for each project;
  • Reviewing and standardizing monthly monitoring tools at field level;
  • Strengthening collation, cleaning, input, and analysis of monthly monitoring data;
  • Where required, providing training to field teams on surveys;;
  • Review and provide technical feedback on internal/external reports;
  • Revising mission-level APR, including developing standard indicators and tools for monitoring outcome/impact of projects;
  • Providing technical inputs in proposal for the monitoring and evaluations sections;
  • Upon need, develop Terms of Reference for external evaluation;
  • Facilitate third-party/external monitoring of mission projects;
  • Consolidating/analyzing project monitoring data and providing recommendations for improving program quality.

Objective 3: To ensure the overall implementation of the feedback and complaints response mechanism at mission level 

  • Design and review the accountability framework and ensure the respect of accountability requirements at base level; 
  • Support the set up of FCM channels at base level and ensure that the resolution of complaints received from beneficiaries and stakeholders;
  • Ensure that confidentiality and proper data protection related to beneficiary feedback and complaints are respected; 
  • Support investigation of sensitive complaints, if required by the audit department;
  • Support the accountability assistant with the regular analysis of the feedback and complaints received and share the findings with the DCD Programs.

Objective 4: Develop and roll out a mission learning framework

  • Developing a mission learning framework;
  • Facilitating project closing/lessons-learn workshop with coordination and field teams;
  • Review project monitoring tools (end-line/PDM) and identify lessons learnt;
  • Link with the program departments to collect information about past project/lessons-learnt
  • Consolidate results and regularly update lesson learnt document for each department
  • Ensure proper dissemination of lessons learnt.

Objective 5: Support the management of the MEAL team and team management 

  • The development/revision of Job Description for the MEAL team;
  • The day-to-day management of his/her team (guidance, follow-up, motivation, capacity building;
  • The continue (re) evaluation of team needs for training and development of training plan;
  • The evaluation of staff performance according to ACF policies;
  • Taking part in the recruitment of Managers (defining profiles, interviews and/or complementary tests) and contributing to their appraisal;
  • Identifying needs for program staff technical development and identifying training opportunities, conduct internal trainings if pertinent;
  • Providing specific technical support where necessary (both in-person and remote), including regular visits to bases and sub-bases;
  • Ensuring that all program staff are properly trained in monitoring tools, indicator compilation, and reporting;
  • Seeking technical support from headquarters to reinforce his/her skills and/or those of the teams.

Objective 6: External representation

  • Represent ACF and actively contribute to the Assessment Working Group, Community Engagement Working Group including other technical working groups;
  • Upon needs, represent ACF to other external meetings.

Additional Responsibilities

  • This job description is not intended to be all inclusive and the employee will also perform other related tasks as required and responsible for reporting and communication of progress and achievement of the specific assigned task;

Required Qualification, Skills and Experience

  • Degree in a social sciences or any other related field;
  • A minimum of 4 to 5 years of non-profit or NGO work experience within international humanitarian sector preferably in complex emergencies;
  • Relevant experience in humanitarian project monitoring, evaluation, developing and strengthening MEAL systems;
  • Self-motivated with the ability to work autonomously in a highly stressful and challenging environment;
  • Proven skills in concise and succinct report writing;
  • Advanced command of Excel and at least one additional data packages like STATA, SPSS, R, PowerBI, etc.
  • Good knowledge on GIS;
  • Excellent personal and communication skills, real team player;
  • Ability to work at both strategic and operational levels;
  • Ability to adjust to constantly changing situations while maintaining focus on delivery and effectiveness;
  • Experience in strategy development, proposal and report writing;
  • Experience in working with remote management and support;
  • Competency in Internet and Microsoft Office applications such as Word, Excel, PowerPoint, Access.
  • Excellent written and spoken English.
