Job Description

Job Title: Project Officer 
Classification Level: As per YRCS salary Scale.
Organizational Unit: Yemen Red Crescent Society (YRCS) 
Report To: YRCS National Program Coordinator 
Coordinates with: GRC Program Team
Duty Station: HQ 
Duration of Assignment: 1 Year
Terms of employment: Employment is full time according to YRCS guidelines 

Organizational context (where the job is located in the Organization)
The YRCS strategic plan has set a vision “protect human dignity, save lives and promote the wellbeing of vulnerable people”. In line with its vision, a mission statement has been developed along with five strategic objectives to build resilient communities through various development initiatives primarily in the field of Health/ Water, Sanitation and Hygiene (WASH), Disaster Management (DM).
The holder of the above-mentioned position will work within the project ‘Support for the Yemeni Red Crescent Society (YRCS) in rehabilitation and disaster risk management in schools in Sanaa governorate and improved access to tertiary healthcare in Hodeida governorate’, as well as other projects as required. The project is supported by the German Red Cross. 

General Duties 

  • Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement
  • Understands the roles of the components of the International Red Cross and Red Crescent Movement
  • Respects and observes staff regulations and security rules at all times
  • Represents the YRCS in a professional manner at all times
  • Develops and maintains a pleasant and conducive working environment with colleagues and line managers
  • Performs all duties with the highest level of confidentiality in the interest of the employees and the YRCS
  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary

Job duties and responsibilities

The “Project Officer ” will be responsible but not limited to:

  • Supports the YRCS and the GRC programmes team in the follow-up of the work plan to make sure all outputs and targets are achieved within the timeframe and back-up plans are prepared in case of delays.
  • Supports the GRC programmes team to develop, implement and evaluate the project; identifies priorities, problems and issues to be addressed and proposes related actions
  • Oversees the filing system; makes sure all documents are arranged properly and as per the standards of both YRCS and GRC
  • Conducts administrative tasks related to the project (preparation for trainings, visits, etc.).
  • Conducts weekly, monthly report on work plan progress, following field visits and monitoring. The monthly report should include facts about the progress of the work plan but also analysis on challenges and possible mitigation. 
  • Writes the minutes of meetings (internally and externally).
  • Assists in writing reports (semi-final) and providing all the data and analysis needed.
  • Supports in organizing, leading, and providing orientation sessions for volunteers and/or local community groups on project outcomes
  • Ensures that beneficiaries are well- informed at all times on the type of assistance provided and its value.
  • Works in closely with the RCRC PMER department (GRC PMER Officer in particular) on data gathering and preparing and presents any data required for writing progress reports and lessons learned
  • Ensures regular reports are compiled and completed in a timely manner and in adherence to donor requirements
  • Carries out communication with local communities to establish, promote and maintain a participatory programming approach

Certifications / Education required & Professional Experience

Qualifications and experience

  • High school diploma, technical education or professional degree in a related field
  • 2 - 3 confirmed years of work experience in a similar field
  • Experience working for a NGO or international organization an asset
  • Good command (spoken and written) of English
  • An understanding of the project management cycle including developing implementation plans and monitoring systems and ensuring project activities are implemented to a high standard in a timely and professional manner.
  • Good level of computer skills (excel, word, etc)
  • Excellent communication skills including the ability to articulate technical functions and issues in a simple and understandable manner
  • Experience of monitoring progress of planned programmes and reporting on programme activities in a timely and professional manner and to donor requirements.
  • Previous fieldwork experience including working with beneficiary populations and understanding vulnerability targeting
  • Knowledge of the RCRC Movement 
  • Previous exposure to international humanitarian standards including the Red Cross Code of Conduct
