Job Description

POSITION TITLE: Government Liaison Assistant 

LOCATION: Aden
DEPARTMENT: Administration
SUPERVISOR: CD
Starting date: As soon as possible

     
JOB OVERVIEW:
Under the supervision of Country Director, the Liaison Assistant will be responsible for coordinating with the national stakeholders including but not limited to MoPIC, SCMCHA, respective governorate and district administration officers, relevant line ministries/departments for obtaining all the necessary governmental MoUs, permissions and compliance requirements in Yemen. The incumbent will be responsible for processing and facilitating all government processes and compliance requirements such as obtaining all Yemeni Visas, Residency Permits, NGO/CD registration, work and travel permits for national and international staff, etc. S/he will also be responsible for official communications with government ministries and submission of various reports to respective government departments and their follow up. 

MAIN TASKS

1. Government Liaison

  • Developing and maintaining a network with different representatives from local institutions and the respective administrative departments and act as focal point for resolving problems/programmatic/operational and administrative issues with local stakeholders 
  • To ensure that all the sub-agreements with MoPIC, SCMCHA, Executive Unit, OAO and line ministries are processed on timely basis and a regular follow up is conducted  
  • To prepare official letters and communications with government departments 
  • Maintaining records of all the official communication with the government departments and ministries
  • Collect, analyse, and utilize information about the government entities.
  • Act as positive representation of PIN with the government.
  • Provide any other government liaison support when necessary.

2.Visa/Compliances:

  • Process and obtain Yemen Visa and Residency for PIN Expats and visitors on timely manner and as per the need of PIN works. To ensure that all the entry and exit processes are completed on time.
  • Ensure that government paperwork’s, including PIN’s Registration, CD Registration, submission of Tax report and other reports are completed on time and to work on the preparation of the renewal process with the relevant departments.
  • Continually keep track of changes in the government processes, legislations and requirements and share this information with concerned PIN program and support teams.

3.Event Management/PR:

  • Plan, arrange and facilitate the visits of government officials to project locations
  • Facilitate/Arrange the meetings with various government officials 
  • To actively participate in PIN’s field activities and facilitate the arrangements with local stakeholders, community leaders where necessary.


GENERAL EMPLOYEES OBLIGATIONS AND RESPONSIBILITIES

  • The Employer stipulates the right to assign the Employee any other kind of work derived from his specialization. In case of urgent work and such like the Employee may be asked to work overtime as well as during public and other holidays.
  • Adhering to all PIN policies and procedures at all times including those stipulated in National Staff Handbook, Child Protection Policy, Security Standard Operating procedures, etc.
  • Punctual attendance to work including both working hours in the assigned office and schedule field trips if applicable
  • Ensuring timely and effective delivery of tasks
  • Correctness and completeness of given tasks
  • The Employee takes over the responsibility for all entrusted material or cash. The Employee is obligated to cover all damages or losses caused by his carelessness. The Agreement of Liability of Assets has been signed separately.
  • Prompt providing of all relevant information to their supervisor
  • Maintain confidentiality of all information gained from employment within not publically available
  • Archiving of all entrusted and acquired documents in proper manner
  • Representing and upholding the values of People in Need at all times
  • Behave in appropriate manners at all times and in all places

Qualifications AND PREFERRED SKILLS 

  • Bachelors degree (Mass comm / Management)  
  • Good command on written and verbal communication 
  • Command over Arabic and English Language
  • Excellent networking skills
  • Demonstrated knowledge and experience of interacting with senior government officials
  • Demonstrated understanding of NGO compliance requirement in Yemen
