Safety and Security (SS) Consultant

BACKGROUND DKH

Diakonie Katastrophenhilfe (DKH) is part of the Evangelisches Werk für Diakonie und Entwicklung e.V. (EWDE), one of the biggest welfare institutions in Germany. The organization supports people affected by natural disasters, war, and displacement in 36 countries across the world. This is delivered through a global network of partner organizations. 

DKH provides technical and other backstopping support to all partner organizations by building their capacities and strengthening relations. DKH is currently operating primarily from its office in Aden.

PURPOSE OF ASSIGNMENT

While DKH does not directly implement humanitarian projects, it intends to ensure that its partner organizations in Yemen have the administrative and technical capacities to implement their projects and programs to the highest quality, accountability, and safety standards possible. DKH wants to ensure that humanitarian responses, supported by the organization, in Yemen meet relevant expectations.

DKH recognizes that there is active conflict in parts of the country and a possibility for further expansion of the conflict and violence into other areas. The consultant will coordinate with DKH and partners in the review, development, and implementation of the Safety and Security policies and SOPs by providing technical support to the partners. S/he may be required to support DKH with administrative and backstopping support to DKH.

TERMS OF REFERENCE 

  • Duty Station: Remote and Aden, Yemen. Travel to Implementing Partner Offices and field – Shabwa and Marib and Western coast 
  • Name of Position: SS Consultant
  • Main functions: Safety and Security (SS)
  • Reporting to: Logistics and Security Manager and Country Representative 
  • Time Frame: 15 Aug – 15 Dec 2022. This is a part-time position for 4 months. 

Purpose of the Position / Overall Task    

DKH works with a network of partner organizations to deliver humanitarian support to communities in Yemen. To improve the effectiveness of the partner organizations, DKH consciously aims at building and strengthen the capacities of the partner organizations. The role of this position is to support the review and development of the Partner organization’s Safety and Security SOPs and risk matrix/analysis in the partners’ operation areas and provide tailored recommendations for their improvement. The process will culminate in the training of the relevant partner staff on the SOPs and best practices.

Additionally, through the review of partner documentation, and skills assessment, the role will recommend the relevant capacity-building needs.

Description of Tasks    

1)    Partners - SS policy and templates

Finalize SS policy and procedures templates

  • Review of the current documentation and SS policy
  • Conduct the Areas Risk Assessments for the Areas of Operation (AoO): Aden, Mokha, Shabwa, Marib, Aden, (and transit areas) 
  • Recommend amendments to the policy/procedures as required
  • Adaptation of policies and SOPs, support in the implementation and mentorship of critical staff.

Partner – Training

  • Training of senior partner staff, responsible for SS within their respective organizations.
  • Outcome: Identity joined areas for improvement; Develop a capacity-building plan for future support to continue enhancing their policies and practices.

Support to DKH

  • Support DKH in the review of its Safety and Security SOPs and accordingly recommend as appropriate. 
  • Support the DKH Logistics and Security Manager in his tasks as appropriate/required
  • Additional tasks may be assigned within the scope of this Terms of Reference

Ownership of Results

Outcome

  • Revised partners´ SS policies and SOPs – including clear roles and responsibilities and decision making. 
  • Risk Matrix and recommendations 
  • Any and all documents produced under this assignment shall be the sole property of DKH and may be used for any purpose whatsoever without the need to consult with the author.

QUALIFICATION, EXPERTISE, AND SKILLS

  • At least 7 years’ experience in a safety and security role with a minimum of 5 years’ experience working directly with field-based NGOs in and on insecure/post-conflict environments. Experience in Yemen is an advantage; 
  • Demonstrable understanding of safety discourses and dynamics as they relate to NGO operations and humanitarian coordination mechanisms.
  • Sound knowledge of security assessment techniques, risk management methodology, and security policy development, proven track record applying these skills in a hostile environment;
  • Sound knowledge of and skills in writing Security Protocols, plans and SOP; incl. the revision and control of related documents;
  • Profound technical knowledge in security systems, incl. CCTV and access control systems.  
  • Experience designing and delivering training courses, particularly with respect to tactical 1st aid. Any prior work experience and/or certification in this field is a strong asset.   
  • University degree (or comparable work experience) in a relevant field; ASIS CPP or PSP are a plus;  
  • Experience in working through local partner organizations based on equal partnership principle and in providing the technical and other backstopping support is valued;
  • Good understanding of humanitarian principles and other key principles of international NGOs including accountability, impartiality, neutrality, and independence; 
  • Languages: Fluent in written and spoken English. Arabic is a strong asset; 
  • Excellent coaching and mentoring skills, ability to listen, organize and present information, views, and concepts in a concise, understandable, and interesting way for a variety of audiences, both written and oral;
  • Experience working in different cultural work environments & ability to perform tasks with sensitivity to the local culture, to interact effectively and professionally with persons from diverse cultural, socio-economic, educational, ethnic, and professional backgrounds; 
  • Experience in working in fast-changing contexts of sensitive political nature while remaining organized, detail-oriented, and able to work under pressure with minimal supervision;
  • Team player with outstanding personal attitude: especially sense of responsibility, diplomacy, concern for quality, and result orientation; 
  • Outstanding personal values: integrity, commitment, respect for diversity, patience, and sense of humour.
