Duty Station [Hajjah, Hodeida, and Sa’da]

DRC has been operating in the Middle East (ME) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman.

Throughout its nine field offices and a workforce of 450 staff, DRC upholds its main programmatic objectives to provide immediate and life sustaining assistance, to strengthen the protective environment, and to reduce displacement related risks and vulnerabilities by promoting self-reliance at household and community level.

About the job

The Economic Recovery Manager has an area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to base operations. In addition, the Economic Recovery Manager is in charge of the following:     

  • Manage DRC Economic Recovery programming in the North Area, including cash and voucher activities (CVA), General Food Assistance GFA, business training and SME development, business grants, life-skills training, vocational training, Cash For Work CFW, Natural Resource Management NRM , Integrated Watter Resource Management IWRM , climate change resilience   and other activities depending on active grants.
  • Ensures compliance to DRC procedures and guidelines in line with the area and country strategy and operations. 
  • Represent DRC in relevant humanitarian coordination fora, engaging with UN & NGO counterparts and proactively seeking to shape agendas in line with DRC and humanitarian priorities. 
  • Represent the programme to partners and authorities in a way that boosts DRC's profile and portfolio. 
  • Provide vision, leadership and direction to DRC Economic Recovery team in the North area as well as overseeing the administration and implementation of the grants, personnel and M&E    

Geographic scope: Hajjah, Hodeida, and Sa’ada roving. Candidate can choose to be based in any of these locations 
Reporting to: Area Program Manager

Duties and Responsibilities

People management

  • Ensure positions are staffed and projects are on track, timely reporting challenges and escalating issues to the relevant focal points
  • Lead and manage the sector team (including people planning, performance, well-being and development)
  • Provide staff capacity building

Program management

  • Management of DRC Economic Recovery portfolio in the area in line with project’s objectives, targets, indicator and timelines
  • Oversee programme quality of current and proposed projects
  • Approve spending on allocated program lines and ensure accurate budget management and oversight through tracking and forecasting expenditures
  • Ensure compliance of current & proposed projects within scope of DRC programme department 
  • Accountable for programme progress against targets
  • Ensure program quality against internationally recognised standards through managing the implemention of all Economic Recovery activities 
  • Develop clear lines of communication between project staff, support service staff, other humanitarian partners and authorities
  • Design and update program management tools such as the PMT, and ensure that all Economic Recovery grants follow the Project Cycle Management standards

Monitoring, reporting and development

  • Ensure accurate and timely internal and donor reporting
  • In close coordination with Economic Recovery Manager and Economic Recovery Specialist, develop program monitoring tools 
  • Conduct quality control and site monitoring to ensure that services provided are according standards
  • Ensure Program monitoring as per expected outputs and outcomes
  • Monitor financial spending and budgets
  • Continuously update project documentation and files 
  • Explore new business and partnerships within the area of implementation 
  • Work closely with the Economic Recovery Managerr, Area Manager and the Grants unit to develop quality proposals, concept notes and budget
  • Coordinate DRC's Economic Recovery response with the other sectors operating in the area, including protection, WASH, and CCCM
  • Ensure integrated and area-based approach to the humanitarian response, geographically and by sector, as appropriate
  • External coordination and representation
  • Represent DRC to relevant national authorities, upholding DRC mandate and promoting the organization’s objectives at all times 
  • Represent the Economic Recovery program with other humanitarian actors and relevant humanitarian coordination mechanisms 
  • Share relevant project information with stakeholders, in line with DRC data protection policy 
  • Participate in relevant coordination meetings.

About you

To be successful in this role you must have:

Experience and technical competencies: (include years of experience) 

  • At least 5 years' experience in a project/ program management role (experience in emergency and/or livelihood programming is a must)
  • Strong knowledge of Economic Recovery technical areas such as emergency response mechanisms, cash-based interventions, market-based approaches, climate resilience, and natural resource management
  • At least 3 years' experience with people management
  • Skills and experience in project/program planning, delivery, monitoring, reporting, review and evaluation 
  • Experience in working in complex emergencies or challenging security settings and within security management frameworks.
  • Calm and diplomatic in nature. 
  • Ability to produce timely and high quality reports

Moreover, we also expect the following:

  • Bachelors Degree in International Development, Economics, Agriculture, Engineering, Political Science, or any other related fields

Languages:

  • English – Fluent
  • Arabic - Fluent

We offer

DRC will offer the successful applicant a contract till 31 May 2025, renewable dependent on both funding and performance. You must be available to start work approximately in September 2024 and be willing and able to work in one of the North field Offices (either Hodeida, Hajjah or Sa áda)- as roving role. 
Salary and conditions will be in accordance with Danish Refugee Council’s National Terms of Employment; This position will be placed at level (manager, F).
