The Job

Oxfam, an international NGO working with others to find lasting solutions to poverty and suffering, has been working in Yemen since 1983. Oxfam announces the following vacancy for its programme

Capacity Building Trainer for Local NGOs in Aden-– (1 position) 

Location: Aden

BACKGROUND

Oxfam has been operational in Yemen for over thirty years. As of March 2015, humanitarian assistance in the form of water, sanitation, and hygiene promotion; emergency food security and vulnerable livelihoods, protection and resilience was provided to the most vulnerable members of society, especially for internally displaced people and the communities hosting them. Gender and protection are core cross-cutting components of Oxfam’s humanitarian response, alongside specifically designed Gender Justice Programme that has emerged from Oxfam’s previous work in Yemen. Oxfam’s real strengths globally are working with partners, as it recognizes the powerful role of partnership and local humanitarian leadership. It enables building solid grassroots links and this leads to elevate the effectiveness of its programs.

In Yemen, Oxfam is paying attention to the local humanitarian actors and planning to contribute on building up their capacities. The main aim of this assignment is to contribute on strengthening the local NGOs in Aden, Lahj, Aldalea and Abyan on Humanitarian Principles, Rapid needs assessment, Ways of working and coordination mechanism under Cluster system and Project Management., Conflict Sensitivity and SPHERE Standard.

JOB PURPOSE

The purpose of this assignment is to support Oxfam team in Aden Office to contribute on strengthening the local partners and increasing their capacity to be more effective partners on the humanitarian response, the consultant/ consultancy firm will be tasked to conduct the following:

Target about 20 local NGOs based on Oxfam’s lists and recommendation and do the following for them:

  1. Developing training manuals in Arabic on the following topics (Humanitarian Principles, Rapid needs assessment, Ways of working and coordination mechanism under Cluster system and Project Management., Conflict Sensitivity and SPHERE Standard).
  2. Conducting Series of training for local NGOs in the topics mentioned above.

LOCATION, ACTIVITIES AND TIMELINE

The location of the training is planned to be in Aden

 

Activities

Preparation

Induction session with Oxfam team on the project and its main objectives

Completion of the work plan for this assignment in close coordination with Oxfam

Approaching the partners to agree on the assignment objectives and timeline

Developing the Training Manuals

 

Developing all the manuals and polices required for the 5 targeted partners

Present the initial draft of the Manuals to Oxfam staff for any feedback and approval

Working on the feedback from Oxfam and submit final versions of the Manuals for printing

Conducting training for local NGOs 

Conducting Training on the following:

  • Rapid needs assessment
  • Ways of working and coordination mechanism under Cluster system
  • Project Management
  • Conflict Sensitivity
  • SPHERE Standard

Submitting final report of the whole consultancy mission and on each training

The time allocated for this consultancy is 60 days within the period from 1st of May to 30 of July 2018

 

 

DELIVERABLES

  1. Training Manuals in Arabic on the following:
  • Rapid needs assessment
  • Ways of working and coordination mechanism under Cluster system
  • Project Management
  • Conflict Sensitivity
  • SPHERE Standard
  1. A detailed report on each training provided
  2. A final report about the assignment process and results of the consultancy

PROFILE OF THE CONSULTANT

We are looking for a consultant/consultancy firm with experience in working with local NGOs and experience on capacity building. The consultant should have:

  • Advanced contextual knowledge of Yemeni NGOs with the focus on strengthening the local humanitarian skills.
  • Proven record of conducting trainings and workshops in the topics mentioned above
  • Good experience and knowledge sector wise (WASH, EFSL, GENDER AND PROTECTION)
  • Good relational and communication skills (in writing and verbally)
  • Advanced facilitation and training skills
  • Knowledge of the English and Arabic language

REPORTING

The consultant will report to the Oxfam Focal Point in Yemen – Aden Office, who will facilitate, provide steer and input. The consultant will ensure the full cooperation with other stakeholders, as well as Oxfam staff members during the implementation of this assignment.

MODE OF PAYMENT:

The selected consultant/assessor will receive 30 % upon signing the contract, then 30 % after the completion of the training manuals, then 40 % upon finalizing the whole work and submitting the final report. This amount includes all expenses, taxes and working costs of the consultant
