ABOUT WFP

The United Nations World Food Programme is the 2020 Nobel Peace Prize Laureate.  We are the world’s largest humanitarian organization, saving lives in emergencies and using food assistance to build a pathway to peace, stability and prosperity for people recovering from conflict, disasters and the impact of climate change.

Aiming to feed 13 million of the most vulnerable people with food assistance, WFP’s emergency response in Yemen is the agency’s largest anywhere in the world. WFP also provides nutrition support to 1.7 million children and mothers, and delivers school meals to 850,000 children each day.

ORGANIZATIONAL CONTEXT

These jobs are found in Country Offices (COs), Regional Bureaux (RBs), and Headquarters (HQ). Job holders may either perform administrative support functions in the front office and report to the Business Support Associate, or provide administrative support to team(s) with the reporting line to the relevant Head of Unit, Chief, or the designate. In cases where these positions support a specific business stream, the reporting line may be to the relevant Head of Unit, Chief, or the designate.
At this level, work is carried out under minimal supervision. Job holders are expected to produce organised and accurate work, undertaking specific business support activities. They may offer guidance on standard practices to more junior staff in their area of work.

JOB PURPOSE

Within delegated authority, the Project Manager (PM) will be reporting directly to the ETC/EOC head/coordinator. He/she will be responsible for the following duties:

KEY ACCOUNTABILITIES (not all-inclusive) - Part 1

  1. Ensure the overall management, maintenance and monitoring of the EOC (Emergency operation Centres) Project.
  2. Prepare the project document that specifies the tools and systems used to monitor adequate process toward completion.
  3. Ensure timely and transparent negotiation and finalization of contracts for all those services required to implement the EOC Operation and service provision (hiring of contractors, purchase of NFIs, lease agreements, rental of facilities etc.).
  4. Identify the project staff needs and assist in deployment/recruitment of qualified staff.
  5. Prepare, in collaboration with ETC coordinator and CO Finance Officer, the EOC annual workplan including the budget projection.
  6. Initiate timely procurement of the equipment and services according to the plan and for ad-hoc needs.
  7. Ensure timely settlement of invoices in coordination with IT, procurement, and finance.
  8. Assist to ensure that project’s operational and financial closure in timely manner.

KEY ACCOUNTABILITIES (not all-inclusive) - Part 2

  1. Closely liaise with ETC/EOC head to ensure close monitoring of EOCs’ performance, expenditures, and pipeline.
  2. Conduct performance review of the IT outsourced staff and the service provider.
  3. Assist in project staff structure and budget revisions in line with the allocated resources.
  4. Responsible for supervision of project national staff and their performance review.
  5. Proactively manage all relations with internal and external stakeholders involved in the implementation of EOCs.
  6. Coordinate the project activities with the engaged partners e.g. UN, NGOs, commercial as appropriate.
  7. Review the EOC KPIs (Key Performance Indicators) to ensure well maintained and to produce relevant reports.
  8. Monitor the EOC outsourced staff attendance and plan to fill absents in coordinated manner.
  9. Monitor progress of the EOC helpdesk tickets to ensure in compliance with the agreed SLA.

KEY ACCOUNTABILITIES (not all-inclusive) - Part 3

  1. Identify the project potential challenges and bottlenecks, communicate, and propose a contingency plan of action.
  2. Prepare and maintain the project exit strategy to ensure the sustainability of the project after hand-over.
  3. Assist in offering a healthy workspace with spirit of teamwork and motivation.
  4. Identify the project training needs and assist in exploring learning opportunities.
  5. Conduct the project annual customer satisfaction survey, analyse the data, and produce management reports.
  6. Assist in identifying the project associated risks and planning risk mitigation measures.
  7. Conduct regular meetings with the project staff and stakeholders.
  8. Any other task assigned by ETC/EOC coordinator.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area. Technical Degree in computer sciences or tertiary equivalent (for Network Administrator).

Language: Fluency (level C) in English language. Fluency (level C) in Arabic language.

Experience: Six or more years of progressively responsible work experience in the relative business stream with experience in general administrative work.

Nationality: Yemeni

OTHER SPECIFIC JOB REQUIREMENTS

  • Project management experience (essential)
  • IT or and Telecom experience (desirable)
  • Basic Finance & Admin Training (desirable)
  • Good English writing skills for reporting (recommended)
