ACTED has been present in Yemen since early 2012 and has been anchored to the governorates of Al Hodeidah, Raymah, Al Dhale’e, Saadah, Al Jawf, Aden, and Dhamar.

Through its comprehensive programming ACTED has been covering the full continuum of emergency, rehabilitation and development in Yemen. Emergency activities have focused in the sectors of Agriculture & Food Security (e.g. distribution of crop seeds, and livestock), Economic Recovery and Market Systems (e.g. income-generating activities such as cash for work), and WASH (e.g. rehabilitation of water supply facilities, hygiene promotion). ACTED’s food security activities include distribution of food vouchers, which are a key component of ACTED’s interventions in the country.

Objectives

The 2-year project titled “Promoting resilience and social cohesion through an integrated response to vulnerable communities in Yemen” and funded by EuropeAid, is implemented by ACTED as the lead agency in a consortium with IRC, NRC, DRC, CARE and Search for Common Ground. The project will promote resilience and social cohesion for vulnerable communities in Dhamar and Lahj governorates, through an integrated approach, with special focus on IDPs, returnees and host communities. Support will include WASH assistance, livestock activities and capacity building of local CSOs. Additionally, the consortium will implement activities including small business grants, loans committees, food security assistance, primary and reproductive health care and voluntary relocation of IDPs.

In this framework, ACTED is looking for a Senior Appraisal, Monitoring and Evaluation Officer for the Consortium.

Duties and Responsibilities

General:

  • The Consortium Senior Appraisal, Monitoring and Evaluation Officer will be responsible to design and oversee AME activities and information management of the Consortium Members (CM), ensuring harmonized and high quality monitoring, evaluation and learning across the Consortium.
  • Under the direct supervision of the Consortium Coordinator (CC), the Consortium AME- O will work closely with ACTED Appraisal, Monitoring and Evaluation Unit Manager (AMEU-M) and Consortium partners’ AME focal points and project implementation teams to ensure effective AME practices are applied throughout the project period.

Monitoring and Evaluation:

  • In collaboration with the CC, ACTED AMEU-M and CM project and AME focal points, design the monitoring and evaluation (M&E) framework of the project, including the M&E activity plan, indicators, and harmonized data collection tools (such as baseline/endlines, post-distribution monitoring surveys, needs assessments, internal and external evaluations), SOPs, and databases. Oversee the implementation of the M&E framework activities in coordination with all CM AME focal points. Conduct periodic reviews of the overall M&E framework to ensure that monitoring tools are appropriate.
  • Develop and keep updated the project database for the Consortium to track activities and indicators in coordination with the CM’s AME focal points.
  • Review and provide feedback on monitoring data submitted by Consortium members, including recommendations on revisions to project indicators and milestones as appropriate.
  • Lead, contribute and participate in the work of the Consortium M&E Coordination Group.
  • Participate in project review and coordination meetings with CMs and relevant stakeholders as needed and requested by the Consortium Coordinator.
  • Conduct monitoring visits of the CM activities as required by the CC.
  • Cross-check information accuracy, reliability, and quality of data submitted by CMs to ensure data quality assuarance and completeness, and provide constructive feedback to improve data collection, cleaning, storage, and management processes.

Accountability:

  • Support the CC to develop the accountability strategy for the Consortium in line with CM’ policies and donor requirements.
  • Follow up on the implementation of the accountability strategy and complaint response mechanisms (CRM) by CM and ensure reporting is in place if any reporting is required.

Learning​​​​​​​

  • In collaboration with the CC, develop and implement the learning database of the Consortium. Ensure the database is updated on a reguar basis with feedback on challenges, lessons learned and best practices from the CM and feeding learning into project implementation strategy.
  • Analyse documentation and reporting of project data, lessons learned, and best practices for internal and external sharing and ensure project knowledge and key AME findings are shared with key project stakeholders, including the Project Steering Committee, technical working groups and others as necessary, in coordination and consultation with the CC.
  • Facilitate learning workshops.
  • Coordinate and produce key learning documents.
  • Assist the CC to develop specific papers, research, and reports related to the project as needed.

Capacity building and coordination – Consortium project relevant staff ​​​​​​​

  • Participate in the project inception workshop to ensure buy-in and ownership of the M&E framework by project staff.
  • Coordinate and provide training for relevant CM staff on M&E tools and other relavant M&E activities to enable the teams to implement the M&E framework effectively.
  • Coordinate and provide technical support to the CM’s AME focal points for the preparation, planning and implementation of the assessments and any other M&E activities.

Geographic Information Systems (GIS)​​​​​​​

  • Use the information gathered through different documents and meetings to create maps.

Reporting and Other Tasks ​​​​​​​

  • Take lead in data collection and analysis and prepare regular and ad-hoc project M&E reports as requested by the Consortium Coordinator.
  • Provide project data/information to Consortium Coordinator on agreed schedules.
  • Attend to other M&E related tasks as requsted by the Consortium Coordinator.

Qualifications:

  • BA Degree in Social Sciences/Statistics/Development Management/International Development or relevant field; MA preferred.
  • Minimum 5 years of relevant AME experience in a professional environment, preferably in a humanitarian programming, emergency or post-conflict setting.
  • Demonstrated experience of developing and managing different project cycle M&E steps and processes (M&E plans, logical frameworks, base and end-line surveys, mid-term and final
  • evaluations, etc.), preferably for large humanitarian projects;
  • Experience with both quantitative and qualitative methods; this should include survey development, facilitating KIIs and FGDs.
  • Ability to manage large quantities of data as well as knowledge and experience in using statistical packages is required (SPSS or STATA).
  • Previous experience working under complex, multi-sectoral emergency interventions is desired.
  • Familiarity with EuropeAid and/or other international donor requirements is preferred
  • Experience with remote management
  • Experience of managing coordination mechanisms with multiple stakeholders, preferably within a consortium structure is desired.
  • Excellent analytical and report writing skills.
  • Strong interpersonal skills, verbal communication skills, and ability to work under pressure.
  • Fluency in English, both spoken and written. Knowledge of local language and/or regional experience is an asset
  • Proficiency in Microsoft Office applications including Word, Excel, Outlook, and PowerPoint.
