Position Title: Gender Officer 
Office:  PWP Head – Sana'a city 
Duration: Short term contracts
No. of staff needed:1(Female)

Department summary: 

PWP has a commitment to mainstreaming Gender into its interventions. The Gender & Social Unit has been established within the Safeguards Unit with the main Objective of Mainstreaming Gender to ensure that gender sensitive interventions are mainstreamed across all project components creating pathways for employment and participation in society and playing a key role in building resilience to shocks, improving livelihoods and mitigating social constraints. This is particularly relevant in the current country context as empowering women’s full productive potential can yield enormous dividends in reducing, gender gaps in education, employment, access to services and GBV. 
The Institutional Development of PWP units in particular the Safeguards Unit is a continuous activity within which enhancing & consolidating Gender activities is priority with policies and procedures to be streamlined within the complete project cycle. Furthermore, PWP efforts to comply with requirements and procedures set forth by the World Bank ESF and UN agencies requires enhancing its procedures, performance and outputs.

Hence PWP would like to recruit a Gender Officer to assist in performing a duties that aim to improve performance of the gender activities, safeguards and PWP as a whole.
 
Scope of Work & Outputs

The consultant will familiarize with the Gender & Social Guidelines that lay down detailed responsibilities and procedures for mainstreaming Gender perspective in the Project cycle. The consultant will closely work with the Gender Coordinator and Safeguards Specialist who is responsible for guidance / oversight of the Gender & Social activities within the Environmental & Social Unit. The Gender Officer has to coordinate with the sub-area managers, assistants, and consultants for ensuring gender inclusion in the subprojects Cycle
Women voices will be included based on consultation with women groups in the beneficiary communities. The Officer will 
conduct site visits to the targeted districts / communities as and when required. The tasks of the Gender officer include:

  • Prepare monthly and quarterly plans for the Gender Activities to include list of subprojects for each Donor, time- line and budget for each source of finance;
  • Follow up the Public Consultation, gender communication / consultation approach to be used by Social Mobilization Team (SMT) including standardized reporting formats i.e Gender Guidelines to include documentation, selection of suitable subprojects location to take into consideration women and children ease of access, safety and security issues; benefits after subprojects completion, photographs of groups consultations whenever possible.
  • Formation of the beneficiary committees including female members 
  • Follow up the SMTs activities in the field, conduct necessary training including requirements / indicators and reports for the various donors. 
  • Ensure the use of Participatory Rapid Assessment (PRA)/ Participatory Longitudinal Assessment (PLA) tools during the site studies and analyze the data to form the outputs.
  • Coordinate with branches environmental and social safeguard officers for gender inclusion.
  • Prepare a database of qualified female / male consultants to be deployed for SMTs for each governorate.
  • Assist the procurement Manager in selection of SMT.
  • Maintain a Data Base for reports received from the field, analyze field reports, ensure compliance with all requirements and synthesize into a monthly and quarterly reports and ensure they are ready to be used in the ESMPs according to the Environmental and social Safeguard requirements 
  • Evaluate performance of the SMTs.
  • Conduct consultation with women groups in some selected communities as and when needed.
  • Prepare strategy to encourage engaging women in the workforce for appropriate activities during the implementation phase as well as within subprojects cycle including Operation & Maintenance. 
  • In coordination with the Environmental and Social Safeguard, develop gender sensitive indicators for the monitoring and evaluation framework. 
  • Organize and conduct as needed training workshops for staff and other actors involved for ensuring institutionalizing Gender approach.
  • Organize and conduct training workshops for SMTs whenever needed to enhance their capacities and performance.
  • Assist PWP team in other activities when needed.
  • Raising awareness of the communities on several themes including GBV, SEA, COVID & Cholera prevention measures & Hygiene. 
  • Follow up the daily and periodically training in the field for workers and communities on Gender aspects.
  • Investigate and resolve GBV&SEA cases if emerges / reported in sites, the consultant will follow the procedures stipulated in the PSEA policies and procedures for investigation, resolving and referrals.  
  • Conduct impact assessment of completed subprojects including success stories on Gender aspects, and share with the safeguard specialist and the media focal point.
  • Respond to any new procedures required by donors through the unit head.
  • Follow-up of sub-area staff on shortcomings and documents containing mistakes to modify them for purpose of reporting or ESMPs preparation.
  • Participate in training contractors, consultants, and contractors' safeguard assistants before the start of works in the field. 
  • Daily follow-up of the RMS data (Remote Monitoring System) and analysis of data to come up with actions
  • Helping in compiling data for periodic reports of donors

Contract type and duration

Duration is initially for six months to be extended based on performance and availability of Funds.

Qualifications / experience / language requirements

  • Bachelor's degree in Gender or any relevant majors is a mandatory requirement
  • Minimum 6 years of progressive operational experience in Gender and a proven track record in working on projects covering a broad range of sectors are required.
  • Computer literacy and familiarity with office applications (in particular, word, excel, and PowerPoint) is required.
  • PRA/PLA course certificate
  • Excellent command of Arabic and English language (oral and written) is required.
  • Competency in Report writing in Arabic & English

Additional requirements

Ability to travel to project sites in various governorates / districts.  
Ability to manage time and to work in a team
