BACKGROUND
IMC Yemen is currently supporting health care interventions integrated within a wider multi-sectoral program which includes WASH, Nutrition and FSL with an over-arching and mainstreamed protection sector. 
In the south, IMC Yemen is supporting health care interventions wherein the services of a pharmacy officer is required. 

JOB SUMMARY
The pharmacy assistant reports directly to the medical commodities officer whose role will focus on quality assurance in regard to pharmaceutical and medical commodities. He/ She will lead in ensuring that pharmaceutical stock management is adhered to in supported health facilities and monitor dispensing practices by health workers based on IMC protocol and Yemen MOPHP standards. 


ESSENTIAL DUTIES AND RESPONSIBILITIES

Supervision

  • In consultation with the direct supervisor, conduct regular visits to supported health facilities to observe stock management and dispensing practices 
  • Verify submitted reports on consumption and stock reports with periodic physical counts at health facilities 
  • Ensure that plans are in place for expired, near-expiring (less than 6 months) medical commodities for destruction or re-distribution in accordance to IMC/MOPHP policies 
  • Observe and provide documented feedback to pharmacists are health facilities in the proper dispensing and patient education 
  • Preparation, Packing and Transportation 
  • Draft distribution plans in consultation with the direct supervisor and document stocks that are received from the warehouse according to IMC protocol (GIO, donation letters, waybills) 
  • Plan with supervisor and respective medical officer the schedule of delivery of medical commodities, and raise needed request for appropriate transport vehicles 
  • Prior to delivery, ensure that the health facilities have adequate and appropriate space for storage. If no appropriate space is available, provide feedback to supervisor and health program manager to plan regular deliveries to avoid stock outs 
  • Supervise the quantification, packing and loading of the commodities to appropriate vehicles 
  • Responsible for ensuring that the medical commodities are delivered to according to the distribution plan and appropriate documentation is obtained – signed donation letters, signed GIOs or waybills 

Warehouse and Storage

  • In collaboration with the medical commodities officer, ensures that medical commodities in the IMC warehouse are received, stored and transported in accordance with internationally accepted standard practices including tracking expiration dates, First In - First Out policy, bin cards, stock cards, tracking registers, re-order thresholds, cleanliness, temperature monitoring and other tasks pertinent for the maintenance for the viability and storage of pharmaceuticals and medical consumables
  • Inspect the medical commodities storage facilities for any rodent and insect infestation, as well as any other factors which may affect conditions that provide appropriate storage for medical commodities 
  • Maintain an area to store quarantined medical commodities which may have been deemed unusable are for disposal
  • Follow up pharmaceutical and medical commodities stocks and communicate the need to request for replenishment
  • Ensure tracking of over utilized and under-utilized items and advise program manager and senior medical officer

Reporting and Record Keeping 

  • Responsible for timely reporting of pending stock outs, damaged medication or any other irregularities observed with regard to the use of pharmaceuticals and medical commodities to the direct  supervisor, the health program manager and field site coordinator 
  • Verify any submitted monthly consolidated consumption and stock reports 
  • In the event of losses occurring at field level, ensure loss reports and relevant supporting documents are prepared and submitted to his supervisor and the chief pharmacy officer
  • Maintain hard and soft copy files for all documents relating to procured, received gifts- in- kind and donated medical commodities including records of pharmaceutical disposal of expired or unusable items as per MOPHP guidelines
  • Ensures that all sites are maintaining updated stock inventories, record usage through consumption reports and provide feedback on near expiring medications, impending stock outs as well as slow moving medical commodities 

Monitoring and Evaluation 

  • In consultation with the direct supervisor, coordinate with the MEAL department to ensure that regular monitoring of pharmacies and storage within supported health facilities are conducted 

Other responsibilities

  • Adhere to administrative directives with regards to work schedules, record keeping, patient communications, re-stocking of necessary drugs, consumables and other items
  • Adhere to IMC Code of Conduct and internationally accepted humanitarian principles
  • Perform any other tasks required as discussed with the direct supervisor 

Qualifications and Skills

  • -    Bachelor  degree or 2 Years Diploma of pharmacy 
  • Qualified pharmacist with at least 1- 3 years of relevant professional experience
  • Familiar with the Basic Package of Health Services according to MOH
  • Knowledge and previous experience working with pharmaceutical stock management 
  • Ability to work under pressure and willing to be on call when the need arises
  • English writing and reading skills essential
  • Willing to work with a team
  • Verbal and written English skills desirable
