Terms of Reference For Developing Analytical Report on The Community Mapping Data

Background 

The USAID Gateway to Education in Yemen from 2019 to 2024 will ensure safe and equitable access to quality education through the formal school system for Yemeni boys and girls in host and IDP communities and those with special needs. Gateway works with 400 schools benefitting approximately 250,000 children in Aden, Lahj, and Al Dhale'e governorates. The project supports the Ministry of Education (MoE) to strengthen education actors with ongoing training and follow-up, providing materials to support literacy, numeracy, and active learning. This will help to reduce conflict-induced trauma through the integration of social and emotional learning, restoring school routines to increase normalcy, trust, and enrollment. Gateway will be expanding inclusive approaches that empower all girls and boys to complete their education. USAID Yemen Gateway to Education project is implemented by the Save the Children to support MoE's Transitional Education Plan (TEP).
One of the main deliverables of the project is to strengthen Fathers and Mothers Councils (FMCs) as a key structure of the community engagement mechanism to enhance education and school management as aligned with one of the Yemen TEP strategies: Promoting community participation. As part of Community Mapping exercise for FMCs to identify education-specific assets and needs in their communities, the goal of this activity is to provide all children safe and equitable access to education and ensure social and environmental challenges are addressed through promoting community participation.
It is in this line Gateway is seeking to recruit a qualified consultant to support in the consolidation and reporting of the community mapping inputs. 

Purpose  

  • The purpose of the activity is to explore and identify the challenges, gaps, and needs that decrease equitable access to education for children from the community perspective. 
  • Examine the positive and negative social practices that need to be reinforced or addressed to contribute to a better education environment. 
  • Contribute to the achievement of the TEP objective: Equitable Access to Education.

Methodology 

The community mapping data collection process was completed by the Gateway team in coordination with the Ministry of Education (MOE), and Governorate Education Office (GEO) in three Governorates: Aden, Lahj, and Al-Dhale'e. The activity was conducted in two stages, Stage 1: was conducted in 2020, and the process was successfully finished, Stage 2: data collection was finalized this year, 2022.  The target of stage 1 is 176 schools, and in stage 2 is 224 schools. The data were collected using an adapted tool, each four-five members of the Father Mother Council (FMC) from 400 targeted schools were trained in a hub-school to conduct the tool using Focus Group Discussions (FGDs) in their respective communities.  

Scope of the consultancy

Save the Children would like to compile key findings as well as develop tailored recommendations. The consultant's job is to conduct an in-depth analytic report for the data collected in stage 2 as well as reviewing existing data for stage 1. 

  • The consultant is required to review the data and provide a summary of the themes included in the data and signal any missing/ omitted variables that should be included or justified.   
  • The consultant will review the data collected and will propose a concept note for the analysis methodology of the data.  
  • The consultant is required to provide a framework of the themes to be included in the report and how it leads to the main Sub-Intermediate Result: (1.1.1. Strengthen Fathers and Mothers Councils). 
  • Gateway can facilitate any required field visits or meetings with FMC members that can lead to further insights on the community mapping activity. 
  • The Consultant will ensure the implementation and completion of this activity in a timely manner and to a high standard.
  • The Consultant will write up a detailed analytical report of the community mapping data and share with Gateway’s management team; this consultation will inform the development of the final draft of the community mapping report.
  • The Consultant will organize a one-day workshop to share the drafted report with MoE and its relevant departments and ensure it is reviewed and endorsed by the MoE. 
  • The final draft of the report should be produced both in English and Arabic and will be reviewed by MoE, Save the Children and approved by Save The Children, MoE and USAID before printing.

This report will provide a rich resource to Save the Children internally as well as for external sharing and for advocacy purpose.

Deliverables

Using the raw information from the field data collection, the consultant will be responsible for writing the final report showing key findings on key questions and formulating recommendations. 
The output should include: 

  • A high-quality report (both in English and Arabic)
  • Four pager outlining key points from the report 
  • Power point presentation that can be used to share learning outlined in the report 

To this end, the consultant will:

  • Present a concept note of the analysis methodology
  • Conduct data analysis
  • Produce a study report: write up a report to be approved by Save the Children, MoE and USAID 
  • Other research outputs: The research consultant will produce 4 pager summary key findings and a power point presentation summarizing the key findings 
  • Conduct a one-day workshop in which MoE, Gateway and other stakeholders approve the findings. 

Duration

  • 30 working days, according to the plan.
  • Within 10 days of signing the contract, the consultant will present the data check, thematic framework, and concept note. 
  • Final draft of the report along with USAID and MoE’s approvals will be submitted within 2 months of signing the contract.

Required qualifications and experience

  • A minimum of 5 years of professional work experience in development, education, and community mobilization fields.
  • A proven previous experience in qualitative data analysis and report writing in both Arabic and English
  • Preferably, the applicant would have an educational and training background.
  • Demonstrated expertise of working with MoE and/or INGOs.
  • Demonstrated work experience in the Middle East and especially in Yemen would be considered an advantage.
  • Excellent communication and interpersonal skills.
  • Excellent English language skills both in writing and speaking.
  • Commitment to the aims and principles of Save the Children. In particular, a good understanding of the Save the Children mandates and child focus and an ability to ensure this continues to underpin our support
