Job Purpose:

The CCCM Officer will play an integral part of the camp management team of ensuring that all inhabitants of the camp are living a safe, secured and dignified life. This will require constant interaction with the camp community, coordination, monitoring and understanding the protection risks and challenges faced in the camp. The CCCM officer will have the important task of recruiting, coordinating and enhancing camp committees located in each site that TYF works in. 

Key Duties and Responsibilities:

  • Responsible for TYF’s CCCM team working on site including but not limited to creating daily work plans, assure that activities are ongoing without delays. 
  • Capacity building trainings of local authorities, site committee members and partners working at the camp level about CCCM.                                    
  • Work at generating capacity of CCCM staff and hired workers from the camp setting.        
  • Liaise with local authorities, camp committees, partners and other stakeholders in ensuring that activities and camp management exercise is aligned with needs in the camp.            
  • Design assessments and surveys used to capture pertinent needs of camp residents    .        
  • Report directly back to CCCM PM on changes to the camp environment including but not limited to security, standards, needs/gaps, influxes, departures, etc.                        
  • Build and maintain mutually respectful relationships with Camp Management, service providers, local authorities, IDP community members and host community members, in order to ensure smooth communication, activity implementation, and community outreach.            
  • Responsible for the creation of camp community committees, raising community awareness about the importance and role of camp committees.
  • In coordination with the CCCM subnational cluster coordinators and as relevant CCCM area coordinators, establish regular site related coordination meetings with site-level stakeholders.
  • Establish a contact master list of service providers working in the site, who does what mapping and site-level service mapping and levels of services delivered. 
  • Monitoring of population size, movements (new arrivals and departures) within the sites including identification of persons with specific needs in coordination with protection partners.
  • In coordination with the CCCM Cluster, establish and implement multi-sector referral mechanisms to ensure that relevant responders are mobilized towards providing respective sectorial assistance identified as a gap (according to cluster standards).
  • In collaboration with the CCCM Cluster, regularly conduct Inter-cluster site-level data collection exercises.
  • In collaboration with authorities, the configuration of the site management systems, including the site's rules and regulations, the entry and exit systems, the coordination mechanisms for crowd control, 
  • In collaboration with the CCCM Cluster, enhanced community-based projects to respond to gaps including site development, infrastructure improvements and livelihood activities. 
  • Establishment of dedicated community facilities / community spaces at site-level where the community living in the site can gather and where common activities may be carried out.  
  • In collaboration with the community, conduct awareness-raising activities regarding services and with respect to internal regulations and services.
  • Ensure care and maintenance of the site's infrastructure, while mitigating the impacts of environmental degradation (including through community-led projects and CfW).
  • Responsible for engaging in host community through meetings with community leaders and integrating such individuals into camp-level coordination meetings.
  • Attend to and process information sharing needs received from CCCM cluster, Government Authorities and other partners.
  • Promote inclusion approaches in implementing activities in the camp including participation of Persons of Specific Needs (PWSN’s).
  • Attend and facilitate meetings with stakeholders, such as local authorities, Sub-National Clusters, NGOs, INGOs, and IDPs.
  • Promote the camp population's self-reliance and ownership of decision-making processes through identifying strategies and project-cycle stages 
  • Preparing weekly reports about the activities in the sites.
  • Any other tasks as requested by TYF’s Project Manager and Program Manager.

Job Requirements:

  • University degree in social studies, Civil engineering or architecture or relevant discipline. 
  • Four years of experience in CCCM related Job and Technical specific knowledge from the humanitarian sector. 
  • A commitment to ethical principles and codes of conduct in relation to working with vulnerable populations ,
  • Good Knowledge of the Area.
  • Results-oriented attitude, with the ability to establish and supervise technical lines, promote communication, knowledge sharing and culture of learning, manage multiple work streams while ensuring quality.
  • Sound interpersonal, verbal and written communication skills, with in particular the ability to write concise, accurate reports in easily-understood language. 
  • Advanced computer skills in Microsoft Office programs  ,
  • Proficiency in English (reading, speaking, writing).
  • Good understanding of Sphere and other international standards.
  • Experience working within a team and coordinating the work from different cultural backgrounds     
  • Ability to handle and prioritize multiple tasks simultaneously ,
