Education Sub-National Cluster Coordinator 

ROLE PURPOSE:

The Education Sub-National Cluster Coordinator- Aden Hub position is within Save the Children- Aden Office. This position aims at strengthening partnerships, guarantee predictability of international and national humanitarian actions by providing consistency in leadership and direction amongst humanitarian education organizations active in the governorates under Aden Hub.

The purpose of the Education Sub-National Cluster Coordinator (Aden Hub) is to work closely with the SCI- Yemen Education Cluster Co-Coordinator and responsible to coordinate the cluster activities of all Education Sub-Cluster members in Aden hub.

Save the Children is the global co-lead for the Education Cluster along with UNICEF. The Education Sub-National Cluster Coordinator (Aden Hub) has to work closely with SCI co-lead National Education Cluster Co-Coordinator to ensure a coherent and effective response to education needs as required by the activation of the United Nations Cluster System at Sub-National level. The post holder will work closely with the Education Cluster Co-Coordinator to support him/her on this initiative by engaging closely with the education stakeholders (children, families, communities, authorities, education institution, local education partners, INGOs and UN agencies) to provide an effective, timely and strategic collective response to the current situation. 50% of the Education Sub-National Cluster coordinator is to contribute in facilitating and consistently supporting clusters at sub-national level and ensure needs are being addressed by agencies engaging in the education interventions.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY:

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention:

  • Conduct mapping of all current and potential actors – government, national and international humanitarian organizations as well as institutions, the private sector at Aden Sub-National level and ensure appropriate participation in the cluster.
  • Initiate, organize and facilitate regular Sub-National cluster coordination meetings and information sharing to ensure appropriate coordination between all education actors including humanitarian partners, MOE, MOPIC at Sub-National level. This includes regular meetings at hub level and at governorate level when appropriate.
  • Provide regular inputs from the Sub-National cluster to the national level cluster meetings, raise key issues required support from the National level.
  • Act as focal point for inquiries on the Education Cluster’s response plans and operations at the Sub-National level for OCHA and Regional Country Team (RCT).
  • Support the coordination of assessments at sub national levels and provide support in identification of needs for cluster assessments, multi-cluster initial rapid assessments (MIRA or IST), humanitarian needs overview (HNO), etc., and provide required information/inputs for national level in timely manner such as the HNO, HRP, YHF allocations…  etc.
  • Ensure full integration of the IASC’s agreed priority cross-cutting issues, namely human rights, HIV/AIDS, age, gender, child protection and environment, utilizing participatory, people-centred and community-based approaches by liaising with Sub-National partners and ensuring that cross-cutting issues are addressed in planning, implementation and monitoring of Education emergency interventions (collection of sex- and age-disaggregated data, gender-sensitive Education emergency programmes including WASH in schools activities, etc.).  In line with this, promote gender equality by ensuring that the needs, contributions and capacities of women and girls as well as men and boys are addressed.
  • Provide the Education National Cluster with regular inputs from governorates levels for the development, revision and/or update of the Yemen Humanitarian Response Plan (YHRP) and Education Cluster Response Strategy and plans, so that sub national inputs are adequately reflected in the overall country and cluster strategies, including identification of people in need at the Sub-National levels.
  • Ensure that the Education Cluster response at the Sub-National level is in line with the Yemen Humanitarian Response Plan (YHRP) and Education Cluster Response Strategy and plans, existing policy guidance and technical standards.
  • Regularly monitor implementation of Education emergency activities and encourage peer monitoring where appropriate to ensure that cluster members are adhering to national and international best practice. Draw lessons learned from past activities and provide inputs to the national Education Cluster for revising strategies and action plans accordingly, and identify potential capacity gaps to be addressed by the national and sub national Education cluster coordinators jointly.
  • Develop and facilitate the implementation of contingency planning and preparedness plans for the sub national cluster when required, under the guidance of the national Education Cluster Coordinator and/or Co-Coordinator.
  • Coordinate partner capacity development for Education emergency programme implementation by regularly conducting a capacity gap analysis (supported by the national cluster) to identify technical / capacity issues.
  • Support Aden hub cluster partners in identification of core advocacy concerns, such as keeping the schools functioning, schools use of noneducation purpose, resource requirements, and communicate those to the National Education Cluster.
  • Facilitating feedback mechanism, ensuring that response focused on affected population and partners use the AAP in their planning, implementation and monitoring

Enhance Coordination and Performance

  • Facilitate cluster meeting at the field levels when possible and ensure follow up of key decisions and action points;
  • Ensure adequate representation of cluster sub – national level (field levels) at the national level cluster meetings.
  • Maintain effective coordination with national cluster level on the development of transition education plan when required.
  • Regularly update the Education Sub-Cluster work plan and coordinate the harmonization of response activities, ensuring that activities prevent overlap and duplication within the sub national level and report that to national cluster in timely manner.
  • Support both multi-sector and education specific needs assessments and utilize existing secondary data to inform cluster response planning.
  • Facilitate timely information exchange with sub-cluster partners and subnational clusters and ensure regular updates on needs analysis, gaps and strategic priorities at sub national level;
  • Contribute to regular OCHA sitreps, and take an active part in OCHA co-ordination meetings.
  • Ensure education is explicitly included and prioritized in all multi-sector assessments and reports, including OCHA Sitreps at hub level.
  • Ensure that sub-cluster members are aware of relevant education minimum standards, policies and guidelines with apply to all agencies.
  • Track and monitor sub-cluster members for fundraising for Education specific interventions, and ensure that members are aware of funding opportunities.
  • Participate with other Education Sub-National Clusters to identify how the education cluster should facilitate the move towards early recovery and plan an exit strategy for the cluster.

Information Management and Communications

  • Support sub-cluster partners to ensure clear and effective communication occurs between the field and the national cluster.
  • Support Sub-Cluster IMO to ensure that information is shared amongst sub-cluster members, and that information from other sectors and sub-clusters are made available to sub-cluster members in Aden hub, in order to improve planning, integration and implementation.
  • Ensure coordination, and information exchange, and represent the interests and priorities of the education Cluster at Sub-National level in the ICWG and other inter-cluster forums at hub level, in meetings with the UNOCHA, RCT, government counterparts and external stakeholders within the Aden hub (Sub-National level);

Capacity Building:

  • Where appropriate, ensure that capacity building at Hub level occurs in order to ensure on-going sustainability and quality of the response
  • Work with the hub level cluster key stakeholders and national cluster to Identify learning and training opportunities for Education sub-cluster members in Aden hub and work on increasing capacity in preparedness and response within the national cluster partners' capacity building analysis.
  • Identify needs of sub –level (field level cluster members, local partners and identify resources for their capacity building.

Protection, Gender Mainstreaming And Gender Equality

  • Follow up with sub-cluster members to engage with all relevant partners to ensure women/girls and men/boys will benefit equally from education projects developed by the cluster members, and that the projects will contribute to increasing gender equality.
  • Support cluster partners at Sub-National level to advocate for projects submitted through the cluster to analyses and take into consideration the specific needs, priorities and capacities of both the female and male population of all ages in an early recovery approach.
  •  Any other duties as may be assigned by the SCI- National Cluster Co-Coordinator.

General:

  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • Display neutrality and support to any education cluster member in the AOR.
  • Work closely with the cluster co-coordinator roadmap to Develop and maintain a strong and positive relationship with UNICEF, our education cluster Leading Agency
  • Develop and maintain a strong and positive relationship with education colleagues at the Ministry of Education and related GEOs in Aden and southern governorates under Aden hub.

External Relations

  • Maintain strategic links with key duty bearers and stakeholders at Sub-National level such as the Ministry of Education, UN agencies, INGOs and other local NGOs and CBOs, Teachers College, etc.

QUALIFICATIONS

Education:

Education professional with a Bachelor Degree in education or equivalent, Master Degree will be more added value.

EXPERIENCE AND SKILLS

Essential

  • Prior 3 years' experience of working within a senior management role or cluster coordination within a complex country programme in an emergency response or fragile state
  • Previous first phase emergency response experience is essential (at least one year)
  • Excellent communication skills, including ability to facilitate diverse groups.
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • A high level of written and spoken English
  • Demonstrable ability to work and represent views across different stakeholders taking part in the Education Cluster.
  • Experience of high-level co-ordination and chairing of meetings.
  • Demonstrable understanding of international humanitarian response and co-ordination mechanisms.
  • Understanding of opportunities to provide integrated or cross-cutting humanitarian interventions with other sectors and Clusters
  • Understanding of the Consolidated Appeals Process and other funding mechanisms
  • Experience of applying relevant interagency humanitarian frameworks and standards in education in emergencies (for example INEE Minimum Standards)
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Ability to travel different parts of the country as per needed
