Job Title: Protection Manager
Location:  Aden, Yemen
Deadline:  03- 12- 2022


This position aims to provide guidance and overall technical and management support for Protection, Gender, gender-based violence and Child Protection in programming, strategies and processes.

Program Implementation 

  • Responsible for ensuring on time, on budget implementation of projects in their defined area of operation. This includes meeting donor targets (activity and budget), ensuring donor compliant implementation and supervising quality;
  • Produce and regularly update detailed projects work plans. Plans should set out future activity and track progress to date on outputs and activities;
  • Undertake field/onsite visits to monitor the quality of implementation and provide technical advice and customized and need based capacity building to field staff as necessary;
  • Maintain close communications with all internal and external stakeholders regarding challenges and opportunities;
  • Prepare high quality and timely narrative reporting for donors, check this reporting against area financial reports, liaise with technical coordinators for quality assurance and feed into checking of financial reports for accuracy;
  • Develop procurement plans and liaise with relevant support departments to ensure that activities are carried out according to plan, including participation in supply chain processes and ensuring goods are in line with programmatic standards;
  • Complete and regularly update budget forecasts for project activities and staffing, and monitor budget vs. actual on a regular basis. Manage expenditure and take timely corrective action to prevent over and under expenditure;
  • Maintain ongoing communication with Safety regarding relevant contextual developments and incident reporting;
  • Support integration of community services interventions with other core sectors, ensuring close collaboration between field teams;
  • Establish and regularly update the MEAL plan, including (a) ensuring appropriate indicator and quality tracking (both quantitative and qualitative) and (b) working closely with MEAL to put in place accountability;
  • Identify opportunities and material to contribute to communications work.

Program Team Management

  • Recruit and line manage staff (including conducting appraisals performance management and providing instructions to HR around contract amendments and termination);
  • Provide regular constructive feedback to direct reports, following organization’s Performance management procedures, and support direct reports in performance management of their team members;
  • Assess training and development needs within the team, develop a capacity building plan and implement the plan.
  • Liaise with line and technical management as necessary and relevant team members regarding team performance;

Program Design 

  • Contributes to the development and implementation of organization’s strategy in the areas of implementation as well as the harmonization and rollout of tools and guidelines;
  • Support integration of community services interventions with other core sectors, ensuring close collaboration between field teams;
  • Work closely with the Area Managers, and Team Leaders on the identification of needs of communities and gaps in services within organization’s areas of intervention;
  • Provide, upon request, technical input into the development (and implementation) of relevant SOPs and technical standards;
  • Participate in the proposal development process by providing field specific context analysis, technical sector specific analysis, beneficiary information, feedback on the concept including proposing the activities and costing at field level in line with Area Log Frames;

Coordination and Representation

  • Responsible for supporting with conducting donor visits in close coordination with the country office donor focal points, provide briefing to Donors;
  • Ensure that organization’s work is coordinated with efforts of other agencies, ensuring the specific needs of vulnerable communities are being addressed;


  • Ensure the respect of organization’s Code of Conduct and organization’s zero tolerance policy of SEA, humanitarian principles and contribute to the integration of Protection and Age, Gender, Diversity (AGD) mainstreaming into organization programming;
  • Maintain the profile of protection and child protection within the broader protection structure and ensure mainstreaming of protection in other humanitarian sectors.
  • Undertake any other duties that may be assigned by the Line Manager.

 Essential Requirements

  • University degree in social work, social science, political science, law or related subject. Masters strongly preferred.
  • At least 3 years’ experience in working in a protection-related field.
  • Excellent written and spoken English
  • Computer literate or experience, including word processing, databases/ spreadsheet uses with good numerical skills.
  • Highly proficient technical report writing skills
  • Experience of developing and delivering training on key protection, child protection and GBV protocols/minimum standards (required).
  • Experience of GBV, CP and protection mainstreaming across other sectors.
  • Proven experience of proposal development.
  • Excellent communication skills, cultural sensitivity, flexibility, ability to improvise, excellent relationship-building, liaise diplomatically, team player.
  • Demonstrates adaptability and flexibility in all aspects of working.
  • Able to multitask, prioritize, and manage time efficiently
