Organizational Setting

FAO's office for Yemen is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing countrywide food, agriculture and rural development priorities under Yemen. It develops and maintains relations with the relevant Ministries at country level. This position is based in FAO Representation in Sanaa, Yemen. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

Under the general supervision of the FAO Representative and the direct supervision of the FAOYE International Security Specialist and the RNE Regional Security Advisor.

Technical Focus

The National Security Analyst will contribute to the safety and security of all FAO staff, eligible dependents, assets, programs and property and operations in all locations and at the same time enabling FAO Yemen programme.

Tasks and responsibilities

  • Review security threats and risks in detail and compile accurate reports on trends and situations that could adversely impact FAO operations, in order to ensure information is accurately collated and sent to senior security staff to support reporting and decision making
  • Liaise and co-ordinate with local administration, security and law enforcement authorities, communities, UN/NGO security staff and other actors, to facilitate access for safe programme delivery and to mitigate potential risks against staff and other resources
  • Provide assistance to the CO in the implementation of the Country Security Plan, Contingency Plans and the UN Security Framework, including ensuring that all FAO personnel are covered by relevant Security Plans
  • Maintain Entrance/Exit Check Lists
  • Facilitate security clearances for staff in all FAO presences in country
  • In coordination with UNDSS, ensure availability of updated and adequate procedures for dealing with emergencies involving FAO staff in all project locations/offices;
  • In coordination with UNDSS be prepared for 24-hour response to all security and safety related incidents involving FAO staff
  • Ensure that FAO personnel, offices, residences and equipment are SRM/RSM compliant
  • As requested, provide inputs to UNDSS to assist in the preparation of comprehensive Security Risk Assessments (Country, Regional, Site, Project or Individual specific)
  • In close coordination with UNDSS, ensure appropriate professional liaison with host government agencies, local authorities responsible for security, law and order, counterparts in UN and diplomatic missions and municipal/traditional leaders
  • Provide advice on relevant security policies and regulations (e.g. SRM, the Framework of Accountability policy, SOPs and safe and secure practices) to assist decision makers in determining potential effects on FAO activities
  • Under the direction of the International Security Specialist and in close coordination with UNDSS and the FAO Management, review the impact of security factors on FAO Programme design and delivery, as well as the potential impact that programmes might have on stability and security (both positive and negative), and makes preliminary recommendations regarding possible security needs and improvements
  • Provide timely and accurate security advice to all staff;
  • Immediately report all security and safety related incidents involving FAO staff to the International Security Specialist and UNDSS
  • Encourage an exchange of security related information with FAO project staff;
  • Assist in the preparation of FAO security reports such as the Incident Reports and Weekly Reports;
  • Provide substantive support to the CO in collecting and updating information with regards to security issues and communicating them to key interlocutors
  • In close cooperation with UNDSS, provides support in organizing and conducting training briefings and courses on security issues/awareness and preparedness and giving orientation to newly assigned staff members
  • Perform other security-related tasks assigned.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in Political Science, Military Studies, Security Management, Management or a relevant field is highly desirable, but is not a requirement
  • 5 years relevant experience in security, preferably in the military or police context or related field of work. Prior experience with the UN system or an international NGO is desirable.
  • Previous experience of working in a conflict/post-conflict or crisis environment is an asset
  • Full competency and fluency in English and Arabic

SELECTION CRITERIA:

  • Specialised knowledge of the application of practical methods, techniques, procedures and systems used in security, typically gained through technical training and work experience.
  • Broad knowledge and understanding of security logistics, security administration, risk assessment and co-ordination with local authorities and local law enforcement agencies.
  • Training and experience in fire and related intervention/evacuation procedures.
  • Ability to manage emergency situations and remain calm.
  • Attention to detail and constant vigilance in order to promptly detect any breach in security measures.
  • Ability to interpret information, use judgement and inform supervisors of any incidents which might impact the UNFAO staff and operations.
  • Excellent communication skills in order to maintain frequent correspondence with both, internal staff and external authorities with regards to security advisories and security incidents.
