Reports to:  Health Supervisor

Location:     Abyan governorate

Project objectives:

Project title: “Provide integrated emergency health & nutrition services for conflict affected people in Aden, Lahj and Abyan governorates, Yemen”

The project aims at reducing morbidity and mortality of the most vulnerable, conflictaffected populations with focus on children under 5, pregnant and lactating women through the provision of integrated emergency health and nutrition services.

The project addresses the health needs of people in acute need in 1 district in Lahj (Tuban district), 2 districts in Aden (Dar Sa’ad and AlBuraiqa) and 2 districts in Abyan (Khanfar and Zingibar), with high needs severity (all level 6, except Khanfar level 5). The selection of these districts was done in close consultation with the Ministry of Public Health and Population (MoPHP) under supervision from health and nutrition subcluster Aden hub.

Responsibilities/duties:

  • Coordinates the implementation of national clinical policies, tools, guidelines, and protocols in order to minimize clinical risks.
  • Undertake preoperative consultations, evaluating the surgical risks with the anesthetist and/or other medical staff involved, and obtaining the patient’s signed consent to operate.
  • Carry out emergency and programmed surgical intervention following national protocols and policies including swab counts, ensuring appropriate use of surgical equipment and proper registry entry/documentation of all intervention.
  • Prescribe preoperative and postoperative treatments and procedures, such as sedatives, diets, antibiotics, and preparation and treatment of the patient's operative area
  • Diagnose bodily disorders conditions and provide treatments, such as medicines and surgeries, in clinics, hospital wards, and operating room
  • Provide consultation and surgical assistance to other medical staff.
  • Assist healthcare practitioners during surgery.
  • Advise medical personnel regarding healthcare issues.
  • Refer patient to medical specialist or other practitioners when necessary.
  • Manage surgery services, including planning, scheduling and coordination, determination of procedures.
  • Schedule patient procedures or appointments.
  • Manage healthcare operations.
  • Examine instruments, equipment, and operating room to ensure sterility.
  • Carry out postoperative clinical care and ward rounds collaborating with the anesthetist, the Operating Theatre Nurse and ward staff or other Unit Managers to ensure compliance with national protocols and rational use of medicines. Attend OPD, emergency room when required.
  • In collaboration with the anesthetist, carryout the collection and analysis of quantitative surgical anesthesia data
  • Put in place the emergency disaster response plan of the hospital along with the anesthetist and the medical doctor and /or the responsible nurse and run role hospital practical rehearsals, in order to ensure the continuity of the services under any circumstance
  • Knows and helps implement the accidental blood exposure policy.
  • Plan, evaluate, and supervise the training of the staff (emergency and the outpatient teams) in order to ensure the amount of knowledge required and to improve people diagnosing, triage, and early detection capabilities.
  • Supports other medical staff /wards when needed (i.e. midwives and obstetric teams in the maternity ward, etc.).
  • Submission of daily, weekly and monthly reports according to organization reporting system

Qualification/level requirements

  • Essential, in surgical specialty recognized by MOPHP.
  • Surgical experience as stated in surgical CV/skill form (number of independently performed surgical interventions) corresponds with the surgeries that are performed in the mission and qualification is duly certified and verified.
  • Languages: Fluent in both Arabic and English.
