دعوة وتعليمات التأهيل المسبق

وصف الخدمات الاستشارية المطلوبة :
تقديم خدمات استشارية ( اعداد دراسات المسوحات الميدانية المختلفة - مراجعة وتقييم دراسات - تدريب ) لمشاريع المؤسسة المتابعة من قبل قسم المتابعة و التقييم في جميع محافظات الجمهورية اليمنية وذلك وفقًا للشروط المرجعية للخدمات الاستشارية المطلوبة و المعايير الهندسية الدولية المعتمدة  وباستخدام احدث برامج و تقنيات التنفيذ و التحليل.

مجال الخدمات الاستشارية المطلوبة . 
تشمل الخدمات الاستشارية الفنية  المطلوب تقديمها المجالات التالية :
1-    إختيار الماسحين المؤهلين في المحافظات و المديريات المستهدفة لإجراء المقابلات الميدانية المختلفة و التي تشمل التالي:

i.    إجراء المقابلات الميدانية مع المستفيدين و الأسر المستهدفة
ii.    إجراء المقابلات مع المعرفين الرئيسيين في المناطق المستهدفة
iii.    عمل حلقات النقاش البؤرية مع المستفيدين و الأسر المستهدفة

2-    تدريب الماسحين المؤهلين على جميع أنواع الاستمارات و الاستبيانات الخاصة بقسم المتابعة و التقييم سواء الورقية أو الإلكترونية
3-    تصميم الإستمارات و الإستبيانات الخاصة بقسم المتابعة و التقييم و المسائلة المجتمعية و عرضها على ضابط المتابعة و التقييم التابع لمؤسسة نظراء الإغاثة و التنمية و المصادقة عليها.
4-    تحليل البيانات المرفوعة من قبل الماسحين الميدانيين و مشاركة ملف التحليل النهائي مع ضابط المتابعة و التقييم التابع لمؤسسة نظراء الإغاثة و التنمية.
5-     إصدار التقارير النهائية الخاصة بالمسوحات الميدانية المختلفة الخاصة بأنشطة المتابعة و التقييم و عرضها على ضابط المتابعة و التقييم التابع لمؤسسة نظراء الإغاثة و التنمية و المصادقة عليها و التي تشمل التالي:

i.    دراسات تقييم الأحتياج في القطاعات الإنسانية المختلفة
ii.    دراسات المسوحات الميدانية الأولية في القطاعات الإنسانية المختلفة
iii.    دراسات تقييم ما بعد التوزيع، ما بعد تقديم الخدمات الصحية، ما بعد الإنشاءات في القطاعات الإنسانية المختلفة
iv.    دراسات تقييم الأسواق
v.    دراسات المسوحات النهائية الميدانية في القطاعات الإنسانية المختلفة

التخصصات الفنية المطلوبة
يشترط  في المتقدم ان يكون حاصلاً على مؤهل جامعي في أي من التخصصات التالية :
1-    الدراسات المجتمعية و السكانية.
2-    علم الاجتماع
3-    علم الاقتصاد
4-    إدراة المشاريع
5-    الصحة المجتمعية
6-    الهندسة
7-    اي تخصص اخر ذو علاقة بمجال الخدمات الاستشارية المطلوبة.

المتطلبات العامة للتقديم للتأهيل  :

أ- للاستشاريين الافراد :.

- خبرة عامة في مجال المتابعة و التقييم مع المنظمات المحلية أو الدولية.
- القدرة على التنقل في جميع محافظات الجمهورية.
- القدرة على تقديم الخدمات الاستشارية باللغتين العربية والانجليزية.

ب- للمكاتب / الشركات:
- خبرة عامة في مجال المتابعة و التقييم أو العمل كطرف ثالث (خارجي) في مجال المتابعة و التقييم مع المنظمات المحلية أو الدولية.
- القدرة  على التنقل في جميع محافظات الجمهورية.
- القدرة على تقديم الخدمات الاستشارية باللغتين العربية والانجليزية.

Pre-Qualifications Requirements and Instructions 

Description of Required Consultancies
Provide technical consultation services (Multiple on-field surveys, review and evaluate several technical humanitarian studies, training) for projects that implemented by RDP under supervision of Monitoring, Evaluation, Learning, and Accountability (MEAL) department in all governorates and districts of the Republic of Yemen, as per the terms of reference for the required consultancies and international humanitarian standards by utilizing the most recent and reliable execution and data analysis techniques. 

Categories of Required Consultancies 

Below are the required technical M&E consultation services:

1-    Select and provide qualified field enumerators in the targeted governorates and districts to conduct several types of field interviews that include but not limited to: 

i.    Field interviews with the targeted households and individual beneficiaries.
ii.    Field interviews with the key informants in the targeted regions.
iii.    Conduct focus group discussions for the targeted households and individual beneficiaries.

2-    Train and qualify the selected enumerators on all different types of data collection tools and questionnaires that related to monitoring and evaluation activities whether paper- based or electronic- based ones (KOBO – ODK).
3-    Design all different kinds of MEAL data collection tools, and to be subjected for review and approval by the responsible RDP’s MEAL officer.
4-    In- depth data analysis for the uploaded responses and share the final analysis sheets with the responsible RDP’s MEAL officer.
5-     Prepare and issue final reports of the different kinds of surveys and studies that related to MEAL activities and to be subjected for review and approval by the responsible RDP’s MEAL officer which include but not limited to: 

i.    Needs assessment surveys and studies in all different humanitarian sectors.
ii.    Baseline surveys and studies in all different humanitarian sectors.
iii.    Surveys and studies for Post Distribution, Post Services, and Post Construction Monitoring and Evaluation activities in all different humanitarian sectors.
iv.    Market assessment surveys and studies.
v.    End line surveys and studies in all different humanitarian sectors.

Required Technical Backgrounds and Specialties

Applicant must have a university qualification in one of the below specialties: 

1-    Community and population studies.
2-    Social sciences. 
3-    Economic sciences.
4-    Projects management.
5-    Community health.
6-    Engineering.
7-    Any other specialty related to required consultation services.

General Requirements: 

For Individuals:

1. General experience in monitoring and evaluation field with NNGOs or INGOs.
2. Capability to move and travel within all governorates and districts of the Republic of Yemen.
3. Proficiency in providing required reports in English and Arabic.

For Offices / Firms

1. General experience in working in the field of monitoring and evaluation or as Third Party Monitoring (TPM) with NNGOs or INGOs.
2. Capability to move and travel within all governorates and districts of the Republic of Yemen.
3. Proficiency in providing required reports in English and Arabic.
