Medical Supply & Demand Planner (Re-advertised)

Purpose:

The Medical Supply-Chain Planner is responsible for making sure that all forecasts are received, registered, and matched with firm demand. S/he ensures that goods are sourced according to an agreed plan.

Accountabilities & Responsibilities 

Functional Responsibilities: 

  • Decides how orders should be filled based on the delegation stocking strategy for each category, priorities identified in coordination with staff requesting services and the logistics team and flow optimization techniques (consolidating orders or making partial deliveries).
  • Based on the MRP system analysis, creates draft order purchase, order transfers, order inter sites and work orders.
  • Sets and updates the MRP system parameters and item settings in JD Edwards software (lead time, planner number, planning code, order-policy code, etc.).
  • Leads the demand-planning process for their delegation and its associated sub-delegations; indirectly contributes to the delegation’s sourcing plan.
  • Contributes to defining the delegation’s supply network
  • Is responsible for the delegation’s consolidated demand figures and proposes and monitors buffer stock based on their analysis.
  • Raises awareness of the costs associated with the delegation’s stock-management policy and the benefits of good planning and forecasting.
  • Contributes to setting stock-management policy for the country, aligning it with the work of the Regional Supply-Chain Planner and ensuring that operational constraints are taken into account.
  • Supervise Medical Supply Chain officer’s duties and follow up the departmental objectives to ensure the On time in Full (OTIF) principle and target are on the right track.

ACTUAL TASKS AND RESPONSIBILITIES 

Reviews, Analyses and Processes Detailed MRP messages

  • Monitors material resources planning (MRP) suggestions, analyses supply and demand and makes appropriate recommendations to improve forecasting accuracy.
  • Appropriate action based on analysis and expertise, including: 
  • 1) communication with other Log Department members: CSD, Purchaser, W/H, IMPEX etc. 
  • 2) amendments of Sx and/or Ox documents such as dates and quantities, etc.  
  • Analyzing and understanding the Supply and Demand screen in JDE and if needed further investigate irregularities and misunderstandings.
  • Exchange of information, news and advise on demand patterns, forecasting accuracy, outliers, etc.

Proposes and monitors the buffer stock

  • Trends and patterns-based analysis of items (under responsibility/non-med), conclusions are to be shared for discussion and validation during the Collaborative Demand Planning Process at Delegation Level or via the exceptional procedure defined in CDP SOP.

Decides on the most suitable supply option after consultation with SC Coordinator

  • Ensure to optimize the supply chain flow (consolidation vs partial delivery) in accordance with Purchasers and prioritizes in accordance with the Customer’s demand.
  • Evaluating cost of the goods, transport, warehouse, supply patterns, existing demand for the goods, etc.
  • If required, then propose improvement to the supply chain strategy (within the country or the region).

Delegation Stock Management Policy

  • Builds awareness of costs related to the Delegation Stock Management Policy.
  • Monitoring inventory levels and make sure that stock levels stay under the stock ceiling as defined in the Delegation’s Financial Rules. 
  • Ensures that a risk analysis is undertaken, and that low level of stocks are kept for high risk items (items with short expiry date, used nationally, or “customized” items), by analysis of JDE Reports and Tableau.

Good Planning & Forecasting

  • Accompanies requesters’(s) focal points in making and correcting their forecasts monthly: use of forecasting tool; appropriate item codes; distribution plans; forecast types. And makes sure that they are on-line with the supply constraints. 
  • Prepares and heads the monthly bilateral meetings
  • Prepares the CDP presentation and hold the monthly general CDP meeting.
  • Raises awareness of the costs associated with the stock-management policy and the benefits of good planning and forecasting. 
  • Ensuring that operational constraints are taken into account. 
  • Goes over the list of contingency items defined by the customers. S/he should ensure that the required levels are set in JDE in accordance with the Supply Planner and updated based on defined emergency scenarios and as per the quantity desired 

Ensures communication flow, mainly with: 

  • Purchaser – best practices concerning consolidation of purchase, change in lead time, selection of supplier, JDE supplier items relationship, reception, etc. 
  • Supply Chain Officers (SCOs) – share concerns about irregular behaviors of demand, best practices, etc. Ensures that order management is done in a transparent and accountable manner.
  • Participate in bilateral meeting between the Requesters to allow informed decision making, etc.
  • Other Planners (i.e. in Geneva, Amman) – Agree on and define stock policy, supply patterns, and share concerns (transfer, transport, dates…), etc.
  • Warehouse – Discuss the possibility of consolidation of deliveries (space, man power etc.)
  • IMPEX/Transport – Safe, cost effective, timely movement (in land or aboard). 
  • Regional Planner – Discuss and share input concerning on some of the following: Regional stock policy, Regional Stock Levels, Contextual concerns, and Supply Planning strategy.

Scope & Impact 

  • Geographical remit: country – level. 

Relationships 

  • Internally, interacts with the Regional Supply-Chain Specialist, the delegation’s Buyers and warehousing and transport staff, the global planning network and the Supply-Chain Administrators.
  • No external relationships. 

Certifications/Education Required

  • University degree or equivalent experience in Logistics or Supply Chain Management
  • Pharmacy Background and additional vocational training in Medical Logistics an asset
  • Computer proficiency and ability to run specialized software. 
  • Good command of English (Writing, Speaking, and reading)
  • Good command of an ERP system.

Professional Experience Required 

  • Typically, 6-9 years’ overall professional experience.
  • Experience in Supply Management.
  • Experience in Supply & Demand Planning.
