PROGRAM/DEPARTMENT SUMMARY:
Political and economic instability, civil insecurity, an intensified war, localized conflicts and COVID-19 have plunged the country into a serious humanitarian crisis, and further put into jeopardy the already precarious humanitarian situation of Yemen. Mercy Corps is anticipating to implement a program that will provide critical multi-sectoral support that addresses some of the most immediate and unmet basic needs and strengthens resilience for further recovery. The programming sectors under this anticipated program include health and nutrition, water, sanitation, and hygiene (WASH) and multipurpose cash assistance.

GENERAL POSITION SUMMARY:
Reporting to the Program Manager, the Health and Nutrition Coordinator will take the lead in the execution of health and nutrition activities of the program. The role will facilitate the implementation of the health and nutrition software activities in the operational areas of the program. This key field position requires a committed and energetic professional with the ability to build effective relations and coordination with other health and nutrition stakeholders and building the capacity of team members to effectively mobilize target communities to actively participate in the project activities. This position is based in Taiz, but will be a roving responsibilities that will require occasional travel, up-to 80%, in program areas within the hub.

Planning and Implementation:

  • Facilitate planning meetings and support field teams to develop work plans, budget forecasts, and monitoring tools to document inputs, activities, outputs, achievements and lessons learned in line with Mercy Corps’ Program Management Standards (PM@MC policy and processes).
  • Oversee the startup and ongoing management and administration of the implementation of health and nutrition activities.
  • Coordinate and implement health and nutrition activities within the targeted areas in line with agreed work plans, strategies and methodologies.
  • Ensure that program implementation is responsive to communities and health partners; consistent with Mercy Corps’ relevant program guidelines, principles, values, quality standards and strategic objectives; and complies with donor regulations and policies.
  • Conduct orientation meetings at District and village level to ensure good understanding of the program by the Ministry of Health, Health Facility and community stakeholders.
  • Regularly supervise health and nutrition activities implemented in the targeted locations.
  • Trainings of Community Health Volunteers (CHVs) on health and nutrition promotion elements, strategies and methodologies. 
  • Conduct field visits to monitor implementation of activities, solving of problems at Health Facilities, Mobile clinics and inside communities related to project’s interventions.
  • Supervise delivery of capacity building support to Health Facility, Mobile clinic and community structures (and others as requested).
  • Coordinate the design and produce sector Information, Education and Communication (IEC) materials.
  • Manage the sector budget to ensure that spending is donor-compliant and program-effective.
  • Submit weekly Cash Projection inputs to the Program Manager.

Coordination and Reporting:

  • Coordinate to ensure active participation of the team in sector and working group platforms and ensure accurate and timely sharing of information the interagency processes.
  • Lead in negotiations with the relevant Ministry of Health, Health Facility and NGO service providers to collaborate in the implementation of health and nutrition activities including contributions of a functional referral system. 
  • Serve as focal person in the field for Mercy Corps’ health and nutrition stakeholders, maintain respectful and constructive relations, and ensure regular meetings and ongoing coordination with local authorities/partners and community leaders.
  • Act as focal point for inquiries on the sector’s response plans and operations for the 3rd Party Monitoring.
  • Provide regular progress against plans reports on health and nutrition activities including inputs in donor reports and sector indicators as required by the MEL team.
  • Document lessons learned and success stories on the project.

Team management and leadership

  • Supervise and provide technical support to strengthen effectiveness of sector Assistants and non-MC staff, CHVs, in community engagement, particularly identifying beneficiaries, assessing and addressing their needs through training. This includes access to information, tools and resources.
  • Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on ones.
  • Create and sustain a work environment of mutual respect where team members strive for excellence.

Logistics:

  • Initiate the processing of requisite procurement needs for all sector supplies, Ministry of Health and Mobile clinic supplies and training materials following Mercy Corps’ procurement policies and procedures. 
  • Develop monthly and/or quarterly procurement plan
  • Regular communication with Operations department concerning procurement of supplies.

Security

  • Ensure compliance with security procedures and policies as determined by country leadership.
  • Proactively ensure that team members operate in a secure environment and are aware of policies.
  • Keep his/her supervisor, Security Focal Point and Area Director updated with regard to the security situation, and any security incidents, in the project implementation area.
  • Maintain the highest standards of behavior when working with the project beneficiaries. 

Accountability to beneficiaries:
The Health and Nutrition Coordinator is required to support efforts towards accountability, specifically to our beneficiaries in line with Mercy Corps CARM policy and international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

Organizational Learning:  

  • As part of our commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient and relevant to the communities they serve, we expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves. 

SUPERVISORY RESPONSIBILITY:  Health and Nutrition Officer and Assistants and non-MC staff (CHVs& HWs ).
REPORTS DIRECTLY TO: Program Manager 

WORKS DIRECTLY WITH    

  • Expat Health and Nutrition Specialist and Other Program Teams, Hygiene Promotion, MEL, Cash, Operations, Finance, Grants and Reporting, WASH Engineers.  

KNOWLEDGE AND EXPERIENCE:

  • A College or University nursing qualification is a must have
  • At least 2 years work experience managing implementation of health/nutrition sector interventions (e.g. (management of malnutrition cases, TSFP, OTP) in emergency/early recovery and conflict contexts working with vulnerable populations (including displaced/refugees)
  • Strong experience of working directly with local health and nutrition sector actors and very good understanding of relevant cross-cultural issues.
  • Effective multi-tasking, organizational capacity and prioritization skills are necessary.
  • Excellent knowledge of spoken and written English.
  • Excellent data management skills ( collection & analysis)
  • Report writing skills. 
  • Intermediate computer literacy.
  • Strong organizational & interpersonal skills.
  • Good judgment and commitment to adhere to MC policies

Success Factors:
Ability to interact effectively with national and international stakeholders, and a demonstrated ability to multi-task, meet deadlines and process information to support adaptation of program activities. Demonstrated high professional work ethic and willingness and ability to enforce compliance with Mercy Corps and donor policies. Strong commitment to teamwork and accountability. Willing to travel to project sites in rural locations on a regular basis. Attention to detail and ability to work independently.
