PURPOSE OF POSITION:

ARK is looking for a Yemen-based Gender and Inclusion Specialist. The position will work on a Children Associated with Armed Forces and Armed Groups (CAAFAG) program seeking to strengthen community resilience to armed recruitment in Yemen. The programme will prioritize building community awareness, prevention and reintegration mechanisms, and reconciliation, positively engage children and youth, advance economic empowerment opportunities to limit the drivers of recruitment, and care for individuals’ psychological and emotional needs through psychosocial and mental health support, including specialized assistance and referral services for women and girls who experience high rates of Sexual and Gender-Based Violence (SGBV) in Yemen. 

The Gender and Inclusion Specialist will ensure that the program and related activities integrate gender considerations and mainstream vulnerable groups. The role will support the design and implementation of project activities that address the specific needs and issues faced by men, women, boys and girls. The role will support project management with recommendations for improving processes to achieve objectives, will contribute to the overall adaptive programming approach, and will play a key role in project work planning, learning and reporting.

More broadly, the position will also actively contribute to ARK’s Yemen gender and inclusion planning, research, monitoring, evaluation, accountability and learning (MEAL), and business development activities. 

KEY RESPONSIBILITIES:

  • Contribute to the design of program plans, activities, and outputs; 
  • Lead the roll-out of the program’s Gender Equality and Inclusion Plan; 
  • Work closely with the Chief of Party, Project Coordinator and departmental/technical leads in mainstreaming gender and inclusion; 
  • Participate in the training/capacity building of program staff and local partners;
  • Coordinate closely with the program’s MEAL staff to ensure that the development of MEAL plans, frameworks, Theories of Change (ToCs), indicators, data collection, data disaggregation, analysis and reporting are sensitive to gender and inclusion considerations; 
  • Track and analyse program progress and results relevant to gender and inclusion and provide recommendations for improvement;
  • Edit and review program outputs and deliverables produced by other members of the team; 
  • Review and synthesize relevant scholarly and specialist material from academic journals, policy institutes/think tanks and international organisations on the themes of gender and inclusion best practice in general and pertaining to Yemen in particular.  

SKILLS, KNOWLEDGE AND EXPERIENCE: 

Essential

  • Masters degree in the Social Sciences (Gender Studies, Political Science, International Relations, Sociology, Social Work, Development, Conflict, Anthropology, Area Studies, or a related discipline);
  • Minimum 7 years of programmatic and research experience on gender and inclusion in Yemen; 
  • Knowledge and experience in using participatory and gender transformative development and influencing methods
  • Full professional proficiency in English and Arabic; 
  • Strong analytical skills, attention to detail and accuracy;

Desirable 

  • Advanced computer literacy/skills
  • Experience utilising qualitative and quantitative methods of data collection and analysis;
