Background

BCHR is a leading national non-governmental humanitarian agency with a global mission to alleviate suffering, poverty and oppression by helping people build secure, productive and just communities. BCHR is a non-profit and non-governmental organization aiming to provide health, nutrition, food security and protection services as a humanitarian response to the escalating socio-economic situation in Yemen since 2015.

About the Job:

The project Coordinator will be under the PM supervision and coordinate between the project’s team and UNCHR  in Aden - Lahij. 

 

SCOPE OF ROLE: 

Reports to: Project Manager, dotted line to Field Manager
Staff reporting to this post: Direct reports: Education Officer, Data Management Officer (Dotted line reports: Case Management Officer, MEAL officer)
Works closely with: Field Manager, Child Protection Coordinator, WASH manager/Coordinator, MEAL Coordinator, field support staff.
Budget Responsibility: Program budget as per the scheme of delegation.

KEY AREAS OF ACCOUNTABILITY:

Planning

  • In collaboration with the Project Manager, to lead the project’s strategic, technical, financial, and operational planning, including development of an appropriate exit strategy
  • Ensure robust planning and project management processes are in place, following BCHR’s Program Management Methodology (PMM) and good practices.
  • In collaboration with the Project Manager and Project Officers, to develop detailed implementation plans and ensure that the plans are being implemented according to budget, time and quality parameters of BCHR.
  • Develop weekly and monthly work plan for the project, and support Project Officers in preparing individual weekly work plans and review their performance on weekly and monthly basis. 
  • Actively contribute to procurement planning, ensure all Procurement Requests are submitted on time, and follow up Procurement Requests avoiding potential delays in coordination with respective operational and technical departments.
  • In coordination with Finance departments and consultation with the Senior Project Manager, ensure accurate phased budgets are prepared, monitor financial and accounting transactions making sure everything in line with budget, and reported in time and according to UNCHR and relevant templates and system.  
  • Ensure that activities are appropriately planned and that delays and constraints are documented on a timely basis and that solutions identified and challenges beyond them are escalated to the Senior Project Manager.
  • Develop weekly transportation and field trips plans and supervision checklists and reports in advance of the trips and report back to the Project Manager.

Program management and reporting

  • With the support of the Project Manager, to oversee the technical implementation of the project activities at governorate level and ensure the timely delivery of the project’s activities with quality.
  • Oversee the overall project implementation plan, coordination with other sectors and reporting of the project. 
  • Oversee the timely and quality submission of all deliverables to the Project Manager, including monthly, quarterly and annual narrative progress reports, work plans, performance indicators, and regular results reporting as needed in addition to overall quality control.
  • Play a leading and substantive role in developing and implementing program activities.

Coordination and representation

  • Coordinate with relevant local authorities, community leaders, and other relevant key stakeholders such as INGOs, and community-based organizations in the implementation of the project
  • In collaboration with all relevant education personnel, engage with Refugees and adolescents to effectively monitor the implementation and impact of the project on Refugee’s issues, including issues of education access and quality.
  • Pursue and promote the principle of multi-sectoral integrated programming both within SC and with other development agencies working in Yemen.
  • Foster collaborative, transparent and accountable relationships with partners.
  • Use negotiation and conflict resolution skills to support positive outcomes of the project.

Partnership management: 

  • Act as primary focal point for the partner, ensuring that all partner activities are supported, implemented and monitored effectively to achieve the project goals
  • Facilitate regular meetings with the implementing partner to ensure all activities are well planned and coordinated
  • Work with the Partnership Coordinator to ensure BCHR partnership processes are followed correctly, including timely reporting and release of funds, and that BCHR standards are met
  • Carry out frequent monitoring of partner activities and ensure technical and operational support is provided as required

Monitoring, Evaluation and Accountability and learning

  • Lead project coordination meeting with relevant team members to monitor the progress, identifying actions and adapting the work plans on bi-weekly/ monthly basis.
  • Support drafting and finalization of the MEAL deliverables (Monthly report. MEAL plans, baseline & end line reports, jointly with MEAL team.)
  • Working closely with MEAL team, implements M&E systems in project sites s/he is responsible for and ensure that the agreed tools are used properly.
  • Conduct regular field monitoring visits according to requirements and plans, ensure quality of project reporting and flag any concerns to the Project Manager.
  • Support the Project’s Officers and the data management staff to ensure that the project has reliable, verifiable and timely data.
  • Ensure MEAL data is received from the project partner in a timely way and that MEAL support is provided as required
  • Coordinate for regular and timely updating of the Project’s data on the SC online IMPACT system and offline IPTT and MEAL plan.
  • Ensure accountability systems are in place, accessible, and that feedback is responded to

QUALIFICATIONS AND EXPERIENCE

Essential:

  • Qualified Education professional with 3-year experience in managing and implementing complex Education programs (preferably in an emergency field) or with similar number of years on experience in education in emergencies programming especially on Non Formal Education
  • A minimum of a bachelor’s degree in Education, Sociology, Community Development, Social Policy and Planning or other relevant discipline
  • Excellent training and facilitation skills
  • Excellent written and oral communication skills in both English and Arabic
  • Excellent interpersonal skills and capacity to work within a team
  • Capacity to work under pressure
  • Computer skills in word and excel, preferably full Microsoft Office Suite
  • Commitment to the aims and principles of BCHR. In particular, a good understanding of the BCHR mandates and child focus and an ability to ensure this continues to underpin our support
