Job Description

TITLE: Communications Coordinator-World Bank 

TEAM/PROGRAMME: REAL Project    

LOCATION: Sanaa (with regular trips to the REAL Project field offices)

CHILD SAFEGUARDING: 

Level 3:  The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:  
 
SCI Yemen is embarking on the Restoring Education and Learning (REAL) project, funded by the World Bank and implementing by the three implementing partners SCI, WFP and UNICEF. The project objective is to maintain access to basic education, improve conditions for learning and strengthen education sector capacity in selected districts of several governorates in Yemen.

The Communications Coordinator will gather all of the communication information from his/ her area. He/she will prepare, assist and or supervise communications outputs such as films, photographs, case studies, blogs and field situation reports other communication platforms as required by the project. Signed off communication products can be used by the program office externally, especially as necessary documentation for their reports to donors, partners and stakeholders. Hence, he/she shall work closely with external or internal consultants, technical advisers and project teams to ensure quality and effective key messaging of each expected output under REAL project. 

The Communication Coordinator will act as the communication lead of the programme on behalf of the REAL Project Director. S/he will be responsible for providing communication support to REAL 6 six field offices staff and working closely with REAL PMU team members. The post-holder will also be expected to host media and donor trips, networking with the Save the Children International media, communications and programmes teams, and support to compiling high quality REAL WB reports and delivered on time.

KEY AREAS OF ACCOUNTABILITY: 

REAL Project Delivery-

  • Lead information and communication flows among the REAL project staffs and other stakeholders.
  • Produce and distribute timely; accurate, clear and consistent information and communication including situation reports, press releases, blogs, case studies, photo stories, donor briefer, appeal briefer report, final report and accomplishment briefer.
  • Work with Monitoring and Evaluation team to ensure accountability, transparency and effectiveness towards children, families and communities.
  • Work with other communication and media colleagues in Save the Children’s country and regional teams to identify new stories and angles that might be of interest internationally. 
  • Work with Save the Children’s communication and programme colleagues to gather information, then design and produce content.  The content should be child-focused and in line with Save the Children and WB mandate and policies. 
  • Liaise closely with photography / video teams in lead agency to ensure coordination of activities on the ground and that photos and videos are captured, proper release forms are signed, log lists and captions are recorded, and assets are sent electronically to lead agency for editing and distribution to Save the Children International member agencies 
  • Undertake photography commissions to a high standard, to accompany compelling case studies 
  • Facilitate media activities such as requests for quotes or interviews (ensuring spokespeople are adequately briefed) or journalists visits to REAL programmes. 
  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures. 
  • To act as spokesperson (in Arabic) for the REAL Project as well as take on a significant role in the delivery of campaigns activities.
  • Support partnering efforts and opportunities with the REAL relievant agencies like MOE, GEO, DEO and other government line agencies and structures, NGOs, and other stakeholders through consultation, information sharing when necessary.
  • Ensure robust planning and project management tools and processes are in place, following Save the Children’s Project Management Methodology (PMM) and project management systems.

Institutional Learning:

  • Contribute to organizational learning and enhanced capacity in planned intervention and activities by providing feedback to the team on things and areas that are to be improved 
  • Together with other project team members, gather information on the impact of the work in the communities as opportunities for arise.

QUALIFICATIONS, EXPERIENCE AND SKILLS

Education

  • Master’s degree or equivalent in Communication/ Journalism/ Broadcasting or any relevant discipline. Bachelor degree in Communication/ Journalism/ Broadcasting or any relevant discipline can apply with minimum 5 years of work experiences.

Experiences

  • Minimum 3 years of demonstrable professional experience in communication and media field with a minimum of 3 years’ experience in a Coordinator role 
  • Experience delivering broadcast quality media products, photos and video.
  • Significant editorial experience, with the ability to produce high quality materials according to Save the Children’s guidelines.
  • Proven experience in producing content for a wide range of audiences and styles, with an innovative, creative approach. 
  • Evidence of excellent verbal and written communication skills in English & Arabic, for a wide range of different audiences including children, families, donors, journalists and the ‘general public’
  • An initiative-taking, proactive, and flexible attitude with the ability to manage and prioritise an unpredictable workload and solve problems quickly with limited support
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy 
  • Previous experience of working in non-profit or humanitarian programmes highly desirable

Desirable

  • Familiarity/experience of working within Yemen or a similar context 
  • Experience of working with the World Bank or INGOs in similar position
  • Previous spokesperson experience across a range of media outlets

Skills

  • Ability to identify, address and resolve communication issues within the activity and with external stakeholders is required
  • Demonstrated problem solving skills, a collaborative and flexible manner, creativity and willingness to innovate
  • Ability to establish and maintain collaborative working relationships with Yemen host government partners at the national and governorate levels
  • Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations, and within a matrix management structure
  • Fluent oral and strong analytical, written English communications skills is required; Arabic is in fluent
