ABOUT WFP

The United Nations World Food Programme (WFP) is the 2020 Nobel Peace Prize Laureate.  We are the world’s largest humanitarian organization, saving lives in emergencies and using food assistance to build a pathway to peace and stability for populations impacted by conflict, disasters and climate change.

WFP’s emergency response in Yemen is the agency’s largest anywhere in the world, and is the largest sustained emergency operation in history, providing lifesaving monthly food assistance to 10.5 million people most in need. WFP also provides nutrition support to 1.7 million children and mothers, and delivers school meals to 850,000 children each day.

JOB PURPOSE

The Logistics Cluster provides coordination and logistical information management to support operational decision-making and improve the predictability, timeliness and efficiency of the humanitarian emergency response. Where necessary, the Logistics Cluster also facilitates access to common logistics services. Due to its expertise in the field of humanitarian logistics, the World Food Programme was chosen by the IASC as the lead agency for the Logistics Cluster. WFP hosts the Global Logistics Cluster support team in its headquarters in Rome. WFP also acts as a ‘provider of last resort’ offering common logistics services, when critical gaps hamper the humanitarian response.

As part of highly dynamic and motivated team, an incumbent will perform logistics, coordination and information management functions with the reporting line to Yemen Logistics Cluster Coordinator and ultimately the Head of WFP Yemen Supply Chain Interagency Unit, or the designate. Incumbent is expected to produce organized and accurate work, capable in facilitating the Logistics Cluster coordination meetings and interactions with the local authorities on various logistics cluster relevant issues, as necessary.

At this level, incumbents will be expected to take responsibility for completion of a range of processes and activities requiring interpretation of standard logistics guidelines/practices for all assistance modalities for both WFP and logistics common services.

Ideal candidate for this position will be someone with strong sense of purpose, committed to humanitarian principles, computer savvy, organized, with excellent communication, coordination skills, and with can-do and will-do attitude, capable to work effectively and often within a tight deadlines, as part of dynamic team composed of various national and international employees both internally within WFP and externally with partners, stakeholders and local authorities.

KEY ACCOUNTABILITIES (not all-inclusive) - Part 1

  1. Contribute towards the development of logistics plans and processes ensuring compliance with wider logistics policies, Logistics Cluster strategy and WFP standards.
  2. Support logistics projects or operational day-to-day activities following standard processes and contributing, directly or indirectly, to the effective implementation of the Logistics Cluster strategy.
  3. Collect and analyze data through research and networking with colleagues to recommend actions to the supervisor to improve performance of activities and local logistics operations.
  4. Identify and regularly reassess and prioritize key logistic bottlenecks and gaps, impeding or hampering the delivery of essential assistance by the humanitarian community.
  5. Identify and regularly reassess the need for/relevance of logistical information sharing amongst partners.
  6. Conduct portions of financial analysis and budget reviews, drawing out insights and recommending actions to the supervisor to optimize use of available funds.
  7. Guide support staff, acting as a point of referral and supporting them with analysis and queries.
  8. Collate data and contribute to preparation of accurate and timely reporting, supporting a wide view of logistics activities that enables informed decision making and consistency of information presented to stakeholders.
  9. Support the capacity building of Logistics Cluster staff and partners for efficient and effective delivery Logistics Cluster strategy and activities (i.e. through contribution to the training materials).
  10. Identify and build productive relationships with logistics colleagues, staff within the area of assignment, and partners, to support the implementation of activities in line with the principles of partnership.
  11. Follow emergency logistics preparedness practices to ensure the Logistics Cluster is able to quickly respond and scale-up services and needed resources to support partners at the onset of the crisis.
  12. Act in an assigned emergency response capacity as required, to meet partners’ needs.
  13. Other as required

STANDARD MINIMUM QUALIFICATIONS

Education & Experience: 1 or more years of experience in logistics operations in Yemen context with the UN or INGO sector, transport, information management or other logistics operations work experience with an advanced university degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field OR 3 or more years of relevant experience with First University degree. (Administrative/Assistant/Secretariat work experience is not considered, except for years holding Associate positions or above (UN equivalent grade G-6 or above), in which case each year is counted at 50%).
Language:

  • Fluency in English & Arabic (level C written and spoken).

Nationality: Yemeni citizenship.
