ORGANIZATIONAL OVERVIEW  

FHI 360 is a nonprofit human development organization dedicated to improving lives in lasting ways by advancing integrated, locally driven solutions. FHI 360 has been responding to the humanitarian crisis in southern Yemen and along the Western Coast since 2018. Through an integrated health, nutrition, and WASH program, FHI 360 works in Aden, Taiz, and Hudaydah governorates. FHI 360 supports static and mobile health facilities, including rehabilitation, technical support and staff training, and provision of supplies.   FHI 360 also works at the community level through   Community Health Volunteer and water rehabilitation components to reach additional populations. Furthermore, since January 2020, FHI 360 has served as the NGO co-lead for the Aden Sub-Health Cluster. With a country office in Aden and a field office in Al Mokha, FHI 360 has a staff of over 40 national and expatriate staff.

POSITION OVERVIEW  

Working under the direct supervision of the Security Coordinator and in close collaboration with other department managers and coordinators, the position will strengthen all security and liaison functions of the mission in accordance with FHI 360 standards, procedures, and protocols. Ensures the safety and security of FHI 360 staff, assets, premises, and programs in Yemen, in particular by constantly monitoring and anticipating security risks, designing and enforcing context-specific risk mitigation rules and procedures, and ensuring overall security compliance with Minimum Operating Security Standards in an “Extreme Risk” operational environment. The position also oversees government liaison functions, including cooperation with local authorities relevant to NGO operations, line ministries, and other humanitarian actors. The position directly supervises multiple staff responsible for security and liaison duties.

KEY RESPONSIBILITIES AND DELIVERABLES

  • Ensures that all field staff are fully cognizant of prevailing security threats and fully advised on means to reduce their vulnerability to those threats. Monitor the security preparedness of country staff and enforce staff compliance with internal security rules and SOPs, including incident reporting, ensuring they are communicated to all staff and well-understood.
  • Supports the Security Coordinator in implementing mitigation measures and security rules and drafts and implements crisis management protocols in accordance with local context. Acts as a member of the Crisis Management Team in the absence of the Security Coordinator.
  • Identifies security training needs for staff and, if required, leads such training courses.
  • Manages and trains security staff and contracted guard force on safety and security procedures.
  • Assists with review and improvement of existing mechanisms to provide robust response/information/analysis about the dynamic security environment of the country and particularly related to FHI 360’s areas of operations on a regular basis. This includes developing SOPs and validation procedures.
  • Establishes real-time system of alerts for the main/field office of any security incidents or threats that may have direct or indirect impact on staff safety and/or FHI 360’s affairs.
  • Ensures daily/weekly/monthly security reports are completed and sent to Security Coordinator, providing timely updates of all situational and security developments including investigation of security incidents.
  • Creates, implements, and follows up on security management tool: security trees, mapping, etc.
  • Ensures tracking of FHI 360 staff traveling across bases or to the project areas
  • Orients new staff on important security procedures; briefs new arrivals in the field on matters of security, organizational SOPs, and about cultural and social customs.
  • Participates in field assessments and exploratory missions in potential new implementation areas. occurs.
  • Updates or immediately notifies the Security Coordinator and Country Director, and other departments/senior team members as needed, on developments or significant events with a potential impact on the organization; coordinates regularly with program teams regarding information that might affect the team safety or FHI 360’s acceptance in an intervention (i.e. community resistance etc.)
  • Actively participates in weekly and monthly coordination meetings, representing the organization externally and contributing to its positive image.
  • Creates a reliable information network in the country, identifying key informants, building strong professional relationships with UN agencies, local authorities, other NGOs (local and international), and relevant stakeholders in order to obtain and triangulate information necessary for the organization’s programs in the local context.
  • Develops and maintains liaison with concerned departments and authorities to have latest information about their policies/procedures/protocols and requirements concerning I/NGOs.
  • Oversees FHI 360’s obtaining of legal agreements and authorizations from local government and ministries such as principal agreement, sub-awards and MOU’s; ensures tracking and follow-up mechanisms for mission and project-related authorization.
  • Ensures up-to-date information is maintained in database of expatriate exit/entry visa, residency, and work authorization documents and that all documents are applied for in a timely manner and up to date.
  • Oversees that movement approvals such as de-confliction, free-zone, and airport access are obtained.
  • Other duties as assigned.

APPLIED KNOWLEDGE & SKILLS:

  • Clear communication and reporting skills, in English and Arabic (both oral and written)
  • Initiative/creativity and flexibility
  • Ability to analyze complex information and provide recommendations
  • Responds quickly and effectively to crisis situations occurring in the field; ability to work under pressure
  • Ability to develop, administer and evaluate security training.
  • Ability to plan, coordinate and direct the work of others in discharging the security services of the mission
  • Ability to work with external agencies including governmental and international agencies.
  • Ability to work independently and to be proactive
  • Ability to identify needs and priorities and respond accordingly

DESIRED QUALIFICATIONS 

  • Degree in political science, international relations, or related fields
  • 5-8 years of experience providing security and/or liaison support
  • Minimum 2-3 years supervisory experience
  • Experience of working with international organizations, multi-cultural teams, prior experience in a non-governmental organization (NGO) preferred.
  • Knowledge of line departments and related authorities in South Yemen
  • Fluency in Arabic and English
  • Use of computer software (Word, Excel, Power point, Outlook)
