GENERAL JOB DESCRIPTION

MAIN PURPOSE: The Health and Nutrition Project Manager will be responsible for project health and nutrition activities. He/she will be responsible for providing technical leadership, budget management, and the day-to-day management of the project, including recruitment and reporting. The Project Manager will be based in Aden. The project manager will be responsible for liaison and coordination with the appropriate government authorities, donors, and other agencies of interest. The project manager will be supervised by the program manager and another operation team.

DUTIES & RESPONSIBILITIES

Program Management 

  • Responsible for project planning, reporting, liaison, and budget management 
  • Develop work plans, recruitment plans, reporting mechanisms, and training plans using the project monitoring tool. 
  • Ensure the manage the implementation of the project in accordance with the proposal, donor agreement, and BFD's policies and guidelines, and ensure that the project is implemented to a high quality, on time, and against agreed work plans and achieves desired results.
  • Work closely with the field teams to determine the operational needs of the emergency health and nutrition interventions
  • Work closely with the project team to determine the training needs of staff and organize remotely
  • Track budget and manages program activities according to the scope of the grant and budget
  • Supervising on activities implementation and monitor and evaluate the objectives, indicators, and outcomes and ensure accurate and timely data collection at the field level
  • Field visits to supervise the implementation of activities in the field.
  • Supervision of the compilation of data for weekly, bi-weekly reports and quarterly reports with the M&E Officer and technical unit
  • Responsible for the development of related projects in the form of draft project concept notes and draft proposals, budgets and budget narratives
  • Work with field teams and logistics to procure program supplies within project budgets
  • Regularly update the program and quality department  on the progression of the project as per protocol 
  • Liaise closely with local authorities, donor and partner agencies to ensure program compliance with donor policies and regulations and complementary with other agencies' efforts. 
  • responsibility the  risk management to minimize project risks, proactively create urgent solutions and contingency plans for problems that may affect the progress of work.
  • Collaborate with the finance, programs and logistics teams to ensure that the project is effectively monitored against approved outputs and budgets and ensure the preparation and regular updating of activity plans, the project budget and procurement plans.
  • Technical 
  • Provide technical guidance to the project team on the project activities and management 
  • Ensure that all project activities are in line with BFD and donor standards and ministry and local government requirements 
  • Work closely with M&E to ensure activities are contributing towards project  targets 
  • Representation 
  • Attend cluster/coordination meetings relevant to the project in coordination with the programs manager 
  • Contribute to the creation of a positive image and overall credibility of the BFD, notably through the application of the BFD's Code of Conduct, ethics, values, and stand-point.
  • Maintains continuous communication with the  Programs manager, Quality manager, and relevant departments to report on progress on project goals.
  • Works with Logistics staff to ensure the coordination of project supplies is within budgeted targets 
  • Proactively pursue and build donor and partner relationships that lead to effective collaboration, sharing of advanced donor intelligence, funding opportunities, and lessons learned to ensure the positive impact of the project on saving lives and improving living conditions

Human Resources Management 

  • Assist in the selection and training of qualified project staff and recommend promotions, disciplinary action, and termination of staff in consultation with the program, HR, and Finance 
  • responsibility to motivate and lead project staff, develop comprehensive project plans to be shared with all project staff, and appropriate monitoring tools and strategies to monitor the progress, quality, and impact of the project and its implementation.
  • Conducting quarterly, and annual evaluations for project staff.
  • Determine training needs for project staff.

Required Qualifications:

  • Bachelors or Master’s degree in Medicine, Public Health, Nutrition, or any related field
  • 3-5 years of experience working with I/NGOs in the Health &Nutrition sectors, with prior seniority of project management experience.
  • Familiarity with humanitarian operations, coordination structures, and the mandates of donors and other NGOs 
  • Ability to plan and organize work within a fluid working environment and has the capacity for initiative and decision-making with competent analytical, solid organizational skills including attention to detail and multitasking, and problem-solving skills.
  • Extensive experience in models and methods of training, facilitation and capacity building, Project Management, and organizational development for staff.
  • Extremely flexible, and have the ability to cope with stressful situations and frustrations 
  • Creative and able to work with limited resources 
  • Team player and strong communication skills, both oral and written 
  • Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint a plus.
  • Ability to effectively present information and respond appropriately to questions from  the field and government 
  • Strong English language speaking and writing abilities 

Core Humanitarian Standards (CHs): The role holder is required to carry out the duties in adherece to the Core Humanitarian Standards, the values and principles outlined in BFD's policies such as Code of Conduct, Prevention of Sexual Exploitation and Abuse, Child Safeguarding, Anti Workplace Harassment, Fiscal Integrity, Anti-Retaliation and other internal policies and guidelines.
