JSI is committed to improving the health of underserved populations through innovative approaches in a range of public health areas, including HIV, sexual and reproductive health, technical and organizational capacity building, supply chain strengthening, strategic information management, health systems management, and policy development.

JSI anticipates a five-year Yemen MOMENTUM Round, which is funded by the United States Agency for International Development (USAID) under the Moving Integrated, Quality Maternal, Newborn, and Child Health Services, Voluntary Family Planning, and Reproductive Health Care (MNCH/FP/RH) to Scale (MOMENTUM) Annual Program Statement. The Yemen Round will improve maternal, newborn, and child health outcomes in at least 20 Republic of Yemen Government (ROYG) districts by focusing USG assistance on improved access, utilization, and quality of high impact Reproductive, Maternal, Newborn and Child Health (RMNCH) services in selected governorates of the country. The Yemen MOMENTUM Round aims to achieve the following results: 1) Access to and use of evidence-based, quality MNCH/FP/RH information, services/care, and interventions scaled-up, improved and sustained; and 2) Capacity of host-country institutions, local organizations, and providers to deliver evidence-based, quality MNCH/FP/RH services/care improved, institutionalized, measured, documented, and responsive to population needs.

The MEL Director will work under the direction of the Chief of Party (COP) and will act as an important resource of strategic information for the Yemen MOMENTUM Round and its partners. The MEL Director is responsible for leading the overall design, management and implementation of information systems, research, learning, knowledge management, monitoring and evaluation on the Yemen MOMENTUM Round. S/he will work with partners and local stakeholders to ensure the effective design and implementation of information systems, documentation and sharing of information. S/he will be responsible for development, implementation, oversight, and regular review and revision of the project’s monitoring, evaluation, and learning (MEL) plan—which includes indicator development and tracking, development of metrics to assess improvements in program outcomes, setting project targets/benchmarks, institutionalizing data quality assurance approaches, capacity building, timely reporting, documenting and disseminating Yemen MOMENTUM Round successes and challenges, collaborating with the Ministry of Public Health and Population to implement M&E activities, and ensuring that data is used to inform future programming. S/he will apply relevant skills and experience to support monitoring and evaluation of the project and will supervise knowledge management, communications, and M&E staff.

The MEL Director will be based in Aden and the position is open to both Yemen nationals and international candidates who have MEL experience in health projects. In case an international candidate is selected for this position, it is envisioned that over the course of three years the MEL Director will strengthen the capacity of a Yemeni M&E professional to enable them to successfully complete the remaining two years of the Yemen MOMENTUM Round in the position of MEL Director. Responsibilities:

  • Manage the development and implementation of the Monitoring, Evaluation and Learning (MEL) Plan, including the project Performance Monitoring Plan (PMP) in coordination with the Chief of Party, the local MEL team, USAID, and local stakeholders;
  • Manage the development and implementation of data flow patterns, information systems, routine monitoring, and the design and implementation of research and evaluation studies (including baseline and end of project assessments).
  • Ensure the Yemen MOMENTUM Round has well defined results tracking and reporting systems that include, baseline data and targets to measure progress and outcomes for evaluation/program learning;
  • Oversee the development and management of data collection and data storage systems to optimize analytical use;
  • Oversee the Yemen MOMENTUM Round’s learning component, ensuring that research findings are used for adapting programming and planning and drive strategic discussions;
  • Promote and support the integration of community-level data into the larger health information system;
  • Lead all project reporting for contractually mandated reports including quarterly and annual activity reports;
  • Coordinate standardization and streamlining of data collection and reporting, making sure tools and information products are accepted by and, where possible, owned by local institutions;
  • Lead in developing and integrating the CLA approach within project frameworks and leading CLA approaches across partners and technical areas.
  • Assure alignment of indicators and learning activities with MOMENTUM Knowledge Accelerator guidance where possible;
  • Develop reporting systems, training, and improved enabling environments, as well as indicators for the expected results;
  • Supervise and mentor the Yemen MOMENTUM Round MEL staff to build local M&E capacity in areas including systems development, data use and quality assurance, etc.;
  • Promote and lead routine performance review and data use exercises, both internal to the Yemen MOMENTUM Round and in collaboration with stakeholders;
  • Collaborate with the Yemeni Ministry of Public Health and Population to strengthen the HMIS system and promote the use of data at the facility and district levels;
  • Ensure project related data is captured, documented and reported to USAID and other partners and that performance reports are prepared and submitted to USAID in a timely fashion;
  • Support the preparation of annual workplans and budgets;
  • Implement JSI's Accountability Framework and Code of Conduct, and adhere to JSI's policies on fraud management; and
  • Any additional responsibilities, as assigned.  

Qualifications:

  • Master’s Degree in public health, statistics, information systems, demography, sociology, epidemiology, biostatistics, or a related field is required; 
  • Minimum of 10 years of experience with management of M&E systems for USAID or similar related programming and at least five years of experience in two or more of the following areas: health information systems, epidemiology, statistics, and research related to large-scale health development projects;
  • Exceptional ability to analyze multiple sources of data to identify data trends and provide recommendations on project implementation;
  • Experience working with stakeholders to successfully design, manage, and implement information systems and monitoring and evaluation plans;
  • Knowledge and experience in use of STATA, SAS, and /or SPSS statistical packages for data analysis is strongly desired; 
  • Expertise with mobile technologies, GIS and use of data visualization tools (e.g., Tableau, Power BI) to support clear and efficient project communication to stakeholders is required;
  • Advanced working knowledge of Excel and data dashboards, Google drive and Salesforce is strongly desired;
  • Advanced skills in building and managing databases, including dashboards;
  • Experience with USAID's CLA approach, including developing and integrating the CLA approach within project frameworks and leading CLA approaches across partners and technical focus areas is desired;
  • Proven expertise in quantitative and qualitative methodologies, operations research, health management information systems, reporting, and data quality assessments;
  • Demonstrated experience with the development and implementation of PMP and MEL plans;
  • Experience with USAID and USG administrative, management, and reporting procedures and systems;
  • Excellent time management and execution skills and ability to prioritize and meet deadlines and work on multiple requests from USAID;
  • Ability to build consensus on complex areas around generation and management of strategic information;
  • Excellent interpersonal skills; ability to work successfully with teams/units across the project and organization;
  • Demonstrated experience leading and building the capacity of M&E staff, including regional field-based staff, to meet project needs and deliverables is strongly desired; 
  • Excellent oral and written communication and presentation skills in English required;
  • Willingness to be based in Aden is required.
