Position:  Protection Specialist 

Location:   Aden with regular Field visits to Lahj, Abyan and Aldhalea'a

Reports to:   Project Manager

Duration:   Till December 31, 2021, renewable based on fund availability & performance

ADRA International serves 142 countries and was present in Yemen since 1995. It has more than 1200 aid workers serving in Yemen making it one of the biggest ADRA operations in the world. Its programs are supported by USAID, OFDA, The Japan Platform, DANIDA, German Foreign Office, German Humanitarian Aid, Sida, UNOCHA, UNHCR, WHO, WFP and DFID. It has presence in 14 Governorates in Yemen responding to all areas of humanitarian sectors. ADRA Yemen is undertaking programs in Yemen in the fields of health, child protection, education, women's protection and empowerment, NFI and food distribution, cash assistance, and livelihoods programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

SUMMARY:

The Protection Specialist will have overall field oversight for all protection related activities in the project including protection mainstreaming, gender sensitive programming, quality control, reporting, analysis and policy setting as well as coordination of different teams and partners. The role contributes to the development of protection strategies, which are translated into action plans and day-to-day tasks.  He or she will provide specialist support on humanitarian protection and safe programming in pursuit of quality and excellence. The Protection Specialist role mainly focuses on three areas that include strategic and technical input; planning and reporting; and representing ADRA in relevant cluster meetings,  protection  related networks and working groups.

RESPONSIBILITIES

The “Protection Specialist” will be responsible but not limited to:

  • Identify opportunities to mainstream protection principles and integrate protection safeguards in operational responses across the project.
  • Provide advice and recommendations to Project manager and staff to support delivery of safe programming and address protection shortcomings in each of the program management cycle, including through input into SOPs, mapping of services/assistance, strategy development, humanitarian assessment tools, program design and implementation.
  • Supervise and provide ongoing mentorship to the protection assistants in the project.
  • Leading in conducting of assessment for the protection needs and identification of the beneficiary vulnerabilities and risks.
  • Provide consistent strategic protection analysis in the Yemen context regarding aspects of conflict analysis, gender, and risk management and bestow lessons from program experience to inform program development, implementation and policy/advocacy work.
  • Ensure that project activities develop and are implemented in line with ADRA protection, safeguarding policies and other applicable humanitarian policies.
  • Collaborate with relevant internal and external technical experts on issues related to protection.
  • Ensuring that the project community feedback mechanisms are effective in line with the developed guidelines and procedures.
  •  Train and strengthen project staff’s capacities on tools for protection interventions through on the job accompaniment and mentoring, training and advisory support.
  • Ensure members of the team abide by the Code of Conduct, confidentiality, humanitarian principles, and international/organizational codes of practice.
  • Prepare regular and timely updates and reports for the project manager
  • Represent ADRA and actively participate in regional and local coordination, working/sub protection working groups and other meetings relevant to ADRA’s Protection activities
  • Liaise with national and local authorities and leaders, NGOs and other stakeholders to ensure complementary responses and smooth implementation of ADRA’s Protection activities.
  • Any other relevant duties, as assigned by the Direct Supervisor.

QUALIFICATIONS AND SKILLS:

  • Bachelor’s degree in human Rights, Law, Social Work or Psychology, or related field is Required.
  • Minimum 3 years of direct experience in Protection Specialist Positions, preferably in Humanitarian NGOs
  • Experience and ability in writing, evaluating & analyzing of data in reports.
  • Proficiency in MS Office (MS Excel and MS Power Point, in particular).
  • Excellent English proficiency.
  • Very good communication skills.
  • Reporting Skills are Required
  • Proven Technical Background in The Protection Activities and Tasks.
  • Strong understanding of Protection Standards, protection principles, SGBV, Key sectorial issues and processes including advocacy for protection.
  • Strong conceptual and practical understanding of protection issues and approaches in humanitarian contexts, including the constraints/risks and cultural sensitivities of work in Yemen
  • Experience working with national partners, local/government authorities, and UN organizations and international donors
  • Ability to conduct assessments and identify protection risks of individuals and groups
  • Ability to develop protection training, manuals, and tools at high level
  • Good planning skills.
