WASH Deputy Head of Department (Hardware)

Location: Sana’a

Duration: 12 Months

Assignment: To provide technical support to the project staff, organize evaluations, survey the water, sanitation and hygiene situation and represent ACF

Assist the head of department to develop, follow-up and evaluate on-going WASH hardware projects and contribute to project design

  • Collect and review project activity reports from different projects and produce ACF monthly WASH activity progress report (APRs); programs data bases and action plans; and provide technical inputs for improvement of program quality,
  • Review project technical sanitary surveys at HF and community levels, and provide recommendations for improvement of program quality,
  • Support WASH HoD in developing harmonised activity processes, monitoring and evaluation systems (between bases);
  • Ensure timely delivery of WASH-hardware documents by the WASH PMs to the WASH HoD; and develop WASH hardware technical guidelines and quality assurance tools to improve quality of WASH hardware programming,
  • Assist the WASH HoD in the technical review and improvement of the WASH Hardware interventions designs, BoQs, frameworks and contracts drafts shared by the project teams, and provide technical recommendations on how to improve the contents quality,
  • Upon request participate in donors reporting writing and participate in the WASH strategy development
  • Ensure harmonization of approaches, tools, and methodologies related to WASH Hardware interventions which are used in the different WASH programs

Continuously assess the WASH situation and provide programmatic orientation

  • Conduct regular desk review to assess the WASH situation (humanitarian agencies report, articles, analysis, etc…)
  • Produce key fact sheets for the country/per base with key WASH information/data and regularly update them
  • Support the department for conducting WASH needs technical and sanitary assessments (develop tools, conduct training, supervise teams, etc.)
  • Conduct key informant interviews/focus group discussions, field transect walks, technical measurements…etc. to understand WASH situations
  • Based on WASH analysis, provide recommendations for future programming/re-programming of current programs

Provide technical support to WASH team

  • Perform regular field visits to ACF WASH and multi-sectorial projects;
  • Analyze and define training and support needs for the WASH hardware component; Produce terms of reference before each visit and a field visit report after the visit including SWOT on implemented WASH Hardware activities, related recommendations and planning / timeframe;
  • Remotely and through regular field visits, monitor the Hardware Interventions implementation and quality of delivery, determine technical gaps and future improvements,
  • Participate in developing, organizing and animating WASH Hardware trainings; Support the project Hardware team in realizing recruitments when required;
  • Propose technical training courses and contribute to the design and implementation of WASH Hardware capacity building activities,
  • Follow up WASH Hardware new techniques and innovations and propose how to contextualize them in the WASH projects, 
  • Analyze budget follow up for budget shared between bases and provide timely alerts and solution to program managers and field coordinator;
  • Coordinate with logistics department on timely WASH Hardware orders delivery when required;
  • Support project teams in any WASH Hardware aspects required by delegation of the head of department (including gap filling of Program manager and deputy program manager position).

Capitalization and learning

  • Review program monitoring surveys (APRs, rapid assessments, technical assessments and sanitary studies) and capitalize on lessons learnt/best practices,
  • Regular review of WASH hardware databases, perform various mapping and profiling for the WASH delivered interventions,
  • Conduct lesson learnt workshops with field teams to capitalize on experience related to WASH Hardware projects,
  • Conduct regular meetings with WASH partners to share/learn from their experience and best practices related WASH Hardware interventions,
  • On the basis of the above inputs, provide recommendation for future programming and development

External Representation

  • Work with ACF other department to produce a multi-sectorial analysis of the nutrition security situation;
  • Support other department in the integration of WASH Hardware components in their programs; Participate in partnership development and management;
  • Upon request from WASH HoD, represent ACF in the WASH coordination for a (WASH cluster and WASH hardware/technical related working groups), with ministries and local administrations (MoH, GAWSPR…) and everyday relations with local NGOs, INGOs, UN agencies and donors;
  • Influence stakeholder based on ACF positioning in WASH


  • Bachelor Degree in Civil engineering, Water resources management, Water Supply, Sanitation and Urbanization, or any other WASH related qualification from a recognized University with a minimum of 2 years of experience in WASH sector, preferable in the humanitarian field (master degree is an advantage);

Skills required :

  • Good analytical and technical writing skills, organizational capacity,  communication ,flexibility and adaptability skills;
  • Knowledge of informatics: Word, Excel, PowerPoint, AutoCAD, GIS is additional advantage, and fluency in English and Arabic;
  • Capacity to organize and supervise the work of the team, good human relations and diplomacy, training experience
  • Demonstrated  technical knowledge on water quality, networks and WASH interventions, WASH in emergency;
  • Capacity to establish and develop a network of professional contacts;
  • Technical knowledge on needs technical assessments, project formulation and overall supervision;
  • Capacity to monitor project, analyze a situation and propose evolution.
