M & E Officer in Hodeida Field Office

Location: Hodaida, Yemen

Duration: 1 year, with possible extension

Medical Mercy Foundation (MMF) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives.

SCOPE OF WORK: Reporting to the Program Coordinator (PC), the M&E officer will support the PC in all data collection, analysis, and learning activities to help ensure accountability and efficiency for Education projects.

The M&E Officer will work closely with Program teams to develop approaches and tools based on MMF's theories of change and Education M&E’s framework. S/he will facilitate quality M&E performance including collection of quality data

The Officer is expected to travel the field for supervision, support and monitoring of M&E activities as well as the monitoring of field works in general.

SPECIFIC RESPONSIBILITIES:

1.Contribute to implementation of the MMF’s M&E general framework and plan

2.Develop framework, tools and procedures for the monitoring and evaluation of Education activities and results.

3.Support Education staff on ways to properly document, organize and track program progress

4.Undertake regular field visits to assess progress and identify technical quality issues and/or other implementation issues, ensure quality of data collected, verify accuracy of reported data, suggest solutions and modifications as required

5.Process data and write M&E evidence-based reports as required to assess progress of Education program towards its proposed results and sub-results.

6. Contribute to capacity building of Education staff in monitoring and evaluation techniques and reporting

7.Prepare internal and external reports within agreed deadlines using MMF and donor formats

8.Ensure all monitoring activities are fully documented, including systematic and timely data collection as required under the grants and for MMF M&E purposes

9.Support regular reporting for MMF donors on grant activities, progress, indicators, and achievements as specified in grant agreements and reporting schedules

10.Ensure data in the M&E system is accurate and up-to-date.

Requirements:

  • Bachelor of in IT, education or related field
  • 5 years of technical experience from working in an M&E role in a humanitarian/development context; Advanced level in all common MS Office applications (Word, Excel, PowerPoint
  • Strong knowledge of typical M&E activities (Logframes, quantitative and qualitative methodologies, sampling, quantitative and qualitative analytical approaches, etc
  • Experience facilitating technical trainings and workshops
  • Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
  • Excellent interpersonal and problem-solving skills, creativity and flexibility
  • Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well, INGO
  • Knowledge of analytical software e.g., R or SPSS is an asset;

  • Fluency in Arabic, English is an asset
