II. Position Summary

The WASH Engineer is responsible for the efficient coordination and management of the construction/rehabilitation with support and program function in compliance with RI and donor regulations. Key responsibilities include WASH technical assessment, Engineering Designs, Drawings and Bills of Quantities, construction Contract Management, supervision and follow up the procurement of services, capacity building of field workers and reporting. The position reports to the Program Manager and will work closely and receive technical support from the WASH TA.

III.  Main Duties and Responsibilities: 

Engineering Designs, Drawings and Bills of Quantities 

  • Develop technically sound engineering structural designs both for program constructions as per the National Building Code, National standards for HFs infrastructures, Yemen WASH Cluster recommended designs, and other internationally recognized building standards.
  • Prepare schedule of materials and Bills of Quantities for the relevant designs and submit for approvals. Preparation of the BOQs or activity plans according to the identified needs of the supported health facilities and in other target areas (if applicable), along with monitoring of the procurement process as focal point for the WASH-related budget lines.
  • Conduct feasibility studies, WASH technical surveys and measurements necessary for the design, construction as well as for purposes of rehabilitation of existing structures while maintaining up to date database with all the required demographic data, location maps and route plans of all infrastructure projects. 
  • Participate in baseline surveys or rapid assessments to establish existing gaps, priorities, capacity and justification for intended/proposed project. 
  • Carry out the needs assessment and infrastructural assessments for the specific needs of rehabilitation of health facilities selected to be supported through the Health and Nutrition Program or in other target areas, according to the project proposals. 

Contract Management and procurement of services and Materials

  • Prepare all required documentations needed for the tendering, procurement, contract signing and monitoring of the various works and services.  
  • Actively Participate among the established tender committee and provide technical input for the selection process and follow up and supervise timely and quality construction.  Provide technical assistance to the Operations Department in selection of the contractors for the rehabilitation works and other WASH-related contracts and activities. Follow up with the support team to Facilitate, the process of contract tendering, recommendations regarding awarding contracts in coordination with Supply Chain (SC) Manager and tender committee
  • Maintain electronic and hard copies of all documents pertaining each construction project. 
  • Supervise construction activities in close coordination with SC Managers and Project coordinator.  
  • Conduct regular site visits while providing technical instructions and guidance to the contractors with clear documentation of the same.
  • Develop clear work plan and monitoring plan for carrying out field monitoring visits accompanied with a detailed weekly construction progress report.
  • Accurately conduct measurements of works and certify accomplishments on contracted works as per the conditions of contract and recommend to SC Manager for payment 
  • Prepare completion reports with work certification and recommend to supply chain for the final payment to the contractor
  • Support Program Manager and Coordinator on the timely preparation of Purchase Requests for procurement of technical services including construction materials, pipes and fittings, pumps and Solar panels. 
  • Support supply chain department by providing technical details and specification to facilitate collection of local market prices for technical supplies. 
  • Sample and verify suitability of materials in relation to the proposed WASH specifications, recommended quality during delivery to the RI stores. 
  • Coordinate with the operation department to share the inputs for completion of work certificate and other required documents at the supported health facilities or other project areas for releasing the payments to the contractor as per the agreed timeline in the contract.
  • To communicate with WASH TA for getting the technical approval before sharing with the project management team about any created tool, prepared BoQ and WASH data taken from the field about WASH infrastructures.

Community Mobilization and capacity building 

  • Facilitate on job skills transfer or training workshops for WASH committee members and Health facility staff. 
  • Prepare simple training or instruction manuals for the operation and management of the various equipment’s and installations.  
  • Develop and maintain contacts and good relationships with the community leaders and beneficiaries, cooperate with government institutions, WASH Clusters at different levels and other non-governmental organizations, and the local community, and represent the project/program in front of the beneficiaries and inform them on project activities;

M&E and Reporting 

  • Provide weekly and monthly technical updates to the Program Manager.
  • Provide technical assessment reports with recommendations on issues encountered at the construction/rehabilitation sites. 
  • Monitor ongoing operation and maintenance WASK works of implemented projects and make regular follow up visits and provide support when needed. 
  • Develop a maintain proper project documentations including assessment reports, minutes from meeting with key stakeholders, technical designs, drawings, BoQs, progress pictures, change order documents for all constructions/rehabilitations and materials procured.  
  • Perform and document regular monitoring of all ongoing WASH activities and share the reports of monitoring visits with the Program Manager and Area Managers and inform about any pitfalls or quality issues observed in the repair/rehabilitation work and other activities.
  • Carry out technical supervision of the rehabilitation work at the supported health facilities and other WASH activities project target areas and monitor the quality of work as per the agreed BOQs with the contractor, ensure that all minor rehabilitation works are carried out according to national and international quality standards
  • Provide input to narrative reports, whenever required, and final reports, or any other type of reports or summaries required.

Others

  • Conduct water quality surveys as when due and carry out intervention based on water quality result, inclusive of sharing quality water result with the Program Manager and WASH TA.
  • In addition to the above related responsibilities, the WASH Engineer may be asked to carry out other duties as requested by the RI Management, in coordination with direct and technical supervisors.

IV.    Qualifications and Requirements:

  • University Bachelor Degree in Civil Engineering, Construction, Architecture with at least 3 years of proven, continuous, active practical experience in building designs, construction supervision and contract management. 
  • At least 3 years of practical, hands-on experience in WASH sector, preferably also in Health and Nutrition.
  • Excellent command of English, spoken and written.
  • Able to work in harsh, unstable and difficult conditions, independently and in a team.
  • Strong cross-cultural communication and resilience skills are very important.
  • Proficiency in AutoCAD, ArchiCAD.
