Solidarités International seeks to recruit: 

 Accountability &Protection Mainstreaming Officer  

Location of the position: 

Emergency Roving Team (EPRT) Aden, Yemen and the position will be based in Aden governorate, Yemen.

I. Presentation of organization

Solidarités International (SI) is a French humanitarian organization, which has been committed to provide aid in the event of conflicts and natural disasters. SI’s mission is to provide aid as quickly and as efficiently as possible to endangered populations by meeting their vital needs: drinking water, food, and shelter.
The Yemen mission currently consists of an emergency and post-emergency program with an FSL and WASH-focused approach in Taiz and south of Hodeidah governorate, with activities taking place across the districts of the West Coast as well as in Marib.

MISSION

The Accountability & Protection Mainstreaming Officer is responsible for the implementation and the monitoring of the action plan related to the accountability to affected population (AAP) and protection mainstreaming. S/he actively participates in promoting accountability and protection mainstreaming approaches and in raising the awareness of teams on these subjects.

List of tasks and responsibilities:

Ethic and professional practice:

  • Display high commitment to confidentiality.
  • Address beneficiaries’ feedbacks and complaints in a professional manner and provide accurate -information on SI’s programs and the FCRM

MEAL Team participation :

  • Bring to light any difficulty linked to his or her activities, to the programs of Solidarités or security concerns.
  • Report any information or difficulty connected to his/her activity.
  • Support the MEAL Supervisor in the analysis of Complaints and Referrals data. 
  • Participate in and actively support MEAL team activities as determined by his/her line manager, -including M&E activities when necessary. 

Reporting / communication 

  • Participate in the drafting of MEAL reports  
  • Participate in training seminars and workshops useful for carrying out accountability and protection --mainstreaming activities, and for achieving the project's objectives & in internal or external technical exchange workshops. 
  • Keep his/her monitoring tools and files archived & secure. 
  • Report to the MEAL Supervisor on the evolution of the activities and specific tasks entrusted to her/him, the problems encountered, the quality of the relations with the beneficiaries. 
  • Provide any information or difficulties related to its activity, the Solidarités International programmes or security aspects.
  • Actively collaborate with program teams, M&E teams and the Hotline clerk. 

Human Resources Management 

  • Participate in the recruitment and training of daily workers
  • Supervise the daily workers
  • Apply safety procedures during field visits. 

Implementation of accountability &Protection mainstreaming action plan

  • Participate in the development, updating and implementation of the action plan for accountability / protection mainstreaming
  • Ensure that at each stage of projects, AAP principles (public information sharing, participation, complaint management) and protection principle ((do no harm, meaningful access, complementarity and coordination, participation and empowerment) are implemented
  • Organize and conduct, together with M&E and programme teams, data collection necessary for project quality assurance;
  • Ensure that gender, age and diversity considerations and "do no harm" issues are taken into account in the activities of Solidarities International.
  • Issue recommendations on improving activities in real time during its field presence and when drafting reports.

Contribution to the dissemination of quality standards and capacity building 

  • Participate in the dissemination in a continuous and proactive manner of the quality standards expected of all SI employees. 
  • Participate in the dissemination and respect of the Code of Ethics and Conduct (CEC); 
  • Propose, develop and run accountability/protection mainstreaming training for SI teams; 
  • Train daily workers in the FCRM and in the principles of accountability and protection upstream of each field visit.

Implementation of the Feedback & Complaints Response Mechanism (FCRM) 

  • Participate in the initial assessment to identify relevant entry points; 
  • Ensure the implementation, operationalization and removal of the different entry points of the FCRM according to the guidelines provided by the SOP in place; 
  • Ensure the dissemination/sharing of FCRM information to affected communities, local authorities and community leaders, 
  • Participate in the development and regular updating of the FAQ for Common Speech; 
  • Participate in the collection of complaints & Feedback; 
  • Coordinate effectively with the different departments to ensure timely responses to complainants as per the timelines provided by the dedicated SOP; 
  • Participate in the follow-up of the responses provided to complainants and the closure of complaints; 
  • Ensure the conduct of follow-up surveys, in order to evaluate the FCRM performance and participate in the analysis of the data; 
  • Be a driving force for proposals to improve the existing FCRM.

Profile Required:

  • All gender applications will be considered.
  • Bachelor and /or graduate Degree in Social Sciences, International Development, Humanitarian Law or any other related field
  • Minimum of 1-2 years’ experience in the humanitarian and/or development sector
  • Minimum of 1-2 years’ experience in accountability processes and management of a complaint’s mechanism and protection.
  • Information management and systems expertise
  • Good understanding and experience in protection and accountability mainstreaming
  • Proficiency in MS Office
  • Excellent communication skills and the ability to liaise with colleagues from different departments.
  • Ability to take initiative and high flexibility.
  • Fluency in English and Arabic
