Job Description

Job Title: Weapon Contamination ( WeC Officer )     
Classification Level: D1
Organizational Unit: Yemen Red Crescent Society (YRCS)
Report To: DM Coordinator 
Duty Station: YRCS HQ
Duration of Assignment: 1 Year with possibility of extension 
Terms of employment: Employment is full time according to YRCS guidelines

Main duties and responsibilities:

  • Ensure that all WEC activities are carried out in accordance with the guidelines and procedures.  
  • Ensures that YRCS WeC staff follow the WEC activities outlined in the WEC Agreement/annex signed between the YRCS & the ICRC.Coordinates with local authorities on a regular basis, updating MoUs and ensuring that YRCS follows procedures as agreed with the local authorities.  
  • Supervises and monitors all WEC activities by conducting regular field visits to ensure that activities are carried out as per plans and priorities. 
  • Coach and train the MRE (Mine Risk Education) volunteers as necessary for being able to conduct their tasks effectively.
  • Revises the monthly volunteers’ reports, revising if activities match the PoA and ensure that target areas and priority areas are accurately covered. 
  • Develops and maintains a national wide record and database of WEC activities, as well as an accurate and up-to-date record of all staff working for WEC at branch level.
  • Conduct regular supervision/monitoring visit to the branches. 
  • Ensure that YRCS branches involved in WEC activities have the necessary tools and resources to conduct their activities.
  • Ensures that WEC HR requirements are meat and is involved in the identification and selection of new WEC Focal Points. Liaise with the respective branches, as well as with ICRC, for any potential public communication campaigns.
  • Develops a thorough understanding of the weapon-contamination situation and provides analysis of affected areas and trends, sharing this information with the relevant branches for integration into the WEC planned activities.  
  • Maintains and promotes interaction with international and regional networks and develops good working relations with relief and development organizations, identifying high priority areas for cooperation on WEC-related activities
  • Monitors and evaluates YRCS WEC activities and operations. In coordination with ICRC, suggests ways of improving the integration and quality of WEC activities
  • Develops and maintains SOPs and other guidelines for WeC-related activities; ensures that lessons learned during operational activities are integrated in the development of related tools, methodologies, and procedures. 
  • Liaises proactively with government bodies, specialist agencies, the UN, international organizations, educational institutions and NGOs on matters related to WEC activities, research and development, coordination and good practices.

PURPOSE OF ROLE 

The WEC officer take overall responsibility for supervision, implementation and monitoring of the WEC activities of the YRCS. This  function also includes facilitation of the implantation of the WEC activities at the respective branches level  through provision of guidance, coaching and necessary tools to ensure implementation of the activities in accordance with the YRCS and ICRC policies and procedures.

Expected profile: 

  • University degree or equivalent 
  • Should have specialized training on the mentioned programs
  • 3 years’ work experience in similar field. 
  • Should have good communication and networking skills. 
  • Should have a good knowledge of the RCRC Movement. 

Certifications / Education required & Professional Experience

Qualifications and experience

Language:

  • Fluent in Arabic and English (Oral and written)
  • Other language such as French/ Russian will be an added value 

Required skills: 

  • Should have good skills in report writing, narrative and lesson learnt reports.
  • Good analytical skills, detail-orientation and precision,
  • Should have good personal integrity
  • Should have good knowledge of geography for assigned area(s). 
  • Should have good inter-personal skills: ability to deal with people respectfully and showing empathy towards others. 
  • Should have good computer skills, good command of standard software and knowledge of internet.
